HomeMy WebLinkAbout1950 06-30 CC ADJ MIN440 National City, California, June 30, 1950 Adjourned meeting of June 28, 1950, of the City Council was called to order by Mayor Clinton D. Matthews at,2:00 PrM. o'clock. Councilmen present: Carrigan, Clarke, Curry, Matthews. Councilmen absent: Hart. ADMINISTRATIVE OFFICIALS present: Alston, Sullivan, Harbison. MAYOR MATTHEUS stated that they would proceed with the hearing of the budget. The matter of the City Clerk's and the City Treasurer's salary was discussed. A ruiine by the City Attorney permits the Council to give the City Clerk and the City Treasurer additional duties' to make up the deficit -in their salary budgets., Moved by Curry, seconded by Oath, that further discussion on this be postponed until later this evening. Carried, all Councilmen present voting aye. A MOTION was made. by Clarke, seconded by Curry, that the City Attorney be instructed to draw up an ordinance setting the future salary of the City Clerk and the City Treasurer at $320.00 per month. Carried, all Councilmen present voting aye. THE POLICE DEPARTMENT BUDGET was next discussed. The position of Police Detective was considered. CITY MANAGER SULLIVAN stated that if the Council created the position of Police Detective that she would like to recommend that the salary be A288.00 per month. Moved by Clarke, seconded by Curry, that the position of Police Detective be created, salary 0288.00 per month. Carried, all Councilmen present voting aye. COUNCILMAN CURRY brought up the subjeot of the motorcycle officers 6/30 441 and stated that he felt that they were entitled to more than a $10.00 differential that they are getting over -the Patrol- men. MAYOR MATTHEWS asked if it would put the motorcycle officer too close to the sergeant if they paid him $299.00, in other words, an additional 120.00 for riding motor; which would put them very close to the Police Sergeant. CITY MANAGER SULLIVAN stated that she thought if the Council put the motor officer at 1299.00 the deteotive,should also go to 1299.00; the two positions are comparable, one in their hazard and the other in extra hours. Moved by Curry, seconded by Clarke, that we establish two classifications, that of the Detective and one of Motor Officer, the rate for both to be $299.00 per month. Carried, all Councilmen present voting aye. "COUNCILMAN CARRIGAN stated that he wondered if it would not be in order for the City Manager to explain approximately what the audit found and a slight resume of what we contem- plate doing in setting up a new accounting system. CITY MANAGER SULLIVAN stated the recommendation of the auditors, and also of her office, are to mechanize our Accounting System in as simple a method as we can in order to make it easy at any time to know the statas of the funds of the City. COUNCILMAN CLARKE stated he thought at this time that we should get started on the recommended salary schedule. THE NEXT ITEM that received a great deal of discussion wag that of Park Supt. Moved by Clarke, seconded by Curry, that the Park Supt. and City Forester's salary be set at $370.00 per month. Carried, by the following vote to -wit: Ayes: Clarke, Curry, Matthews. Nays: Carrigan. 6/30 442 MAYOR MATTHEWS deolared a recess at this time until 5:30 P.M. THE MEETING was resumed at 5:30 P.M. The discussion on the recommended salary schedule was takenup again at this time. The next position greatly discussed was that of the Street and Sewer Supt, Tom robes stated that he would like to see the Street Supt. get the same amount of money as the Park Supt., that he felt the Street Supt.'s responsibility is just as great, if not greater. than that of Park Supt. COUNCILMAN CLARKE stated that the City Manager made provision in the budget where the Street Supt. would be taken care of, but it might take a year or two before he reaches the $370,00; the Park Supt. is there now and that is as far aq he will go. CITY MANAGER SULLIVAN stated that she called this to the attention of the Council at the time they set the Park Supt. at 3370.00 there was no provision -for additional steps; that it would result in the Park Supt. receiving a higher rate of pay than the Street and Sewer Supt and_the Sanitation Supt.; under the,profisions of the salary resolution they would go to 3353.00. MAYOR MATTHEWS stated that he thought it possible that, this former motion on the Park $upt. could have been misunderstood = by Mr. Curry and,himself, if Mr, Clarke meant that he would be raised to $370,00 immediately on the adoption of this budget. It was his feeling that he wanted the $353.00 entered and the $370,00 maximum entered so that the Park Supt. could have the same right to make the $$370.00 as the other two superintendents. MAYOR MATTHEWS said the thing that he did not want in the future is the extra overtime pay to Departments, they should receive a salary and no overtime pay; and if that was not the meaning of Councilman Clarke's motion that it should be changed. Moved by Clarke, seconded 6/30 443 by Curry, that all previous action taken on the salary con- sideration of the Park Supt. be rescinded. Carried, all Coun- cilmen present voting aye. COUNCILMAN CLARKE made a motion, seconded by Curry, that the Park Supt., Street Supt.,and Supt. of Sanitation be paid, as of the 1st of July 1950, the salary of $353.00 per month. Carried, all Councilmen present voting aye. COUNCILMAN CARRIGAN made a motion that the meeting adjourn one hour for dinner. MAYOR MATTHEWS called the meeting to order at 7:49 P.M. THE CITY COURT was discussed. JUDGE HARBISON stated that he believed that the other courts are paying more than $2.00 for Jury fees, We do not pay mileage which the other courts do. JUDGE HARBISON said that•he wondered if we had not better get in line. Moved by Clarke, seconded by Curry, that the City Attorney be instructed to proceed to set up compensation for jurors at 73.00. Carried, all Councilmen present voting aye. THE CITY MANAGER'S BUDGET was next. CITY MANAGER SULLIVAN stated that this is the place in which should be inserted whatever arrangements are to be made about the City Clerk and City Treasurer; and that her suggested solution, in the light of the discussion, would be to set up two Administrative Aides, one at 1100.00 and one at 1125. Moved by Clarke, seconded by Curry, that $100.00 per month be allowed the City Clerk, and $125.00 per month be allowed the City Treasurer as Admin- istrative Aides to the City Manager. Carried, by the •following vote to -wit: Ayes: Clarke, Curry, Matthetrs. Nays: Carrigan. 6/30 444 CITY PROPERTY }ZAINTENANCE AND IMPROVEMENT. Under this heading the matter of a pistol range for the Police Dept. was discussed. COUNCILMAN CA'RIGAN stated that he believed that this shogU be placed under Capital Outlay under Recreation, so that in the event the Pistol Range does not prove feasible, it would be in the Recreation Department and could be utilized.for perhaps other recreational purposes. Moved by Clarke, seconded by Curry, that 31500,00 be set up under Capital Outlay in the Recreation Department for a Pistol Range for the Police Depart- ment. Carried, all Councilmen present voting aye. RESOLUTION NO. 5251 was read, authorizing the City of National City to Quit Claim to f, C. Keisel his right, title and interest in the following desoribed property: the easterly 20 feet of Palm Avenue, as closed.by Resolution No. 2026 of the City Council of National City, California on March 21, 1939, and extending from a line parallel to, and 30 feet southerly from the center line of closed 23rd Street, and that Mayor Matthews is.hereby authorized to execute a Quit-tlim Deed on behalf of the City. Moved by Carrigan, seconded by Clarke, that the Resolution be adopted, Carried, all Councilmen present voting aye, RESOLUTION NO. 5252 was rend, authorizing Mayor Matthews to sign the contract with C. B. Saunders, as approved by the City Council on June 20, 1950, for,the construction of curbs on 12th Street, Moved by Clarke, seconded by Curry, that the Resolution be adopted. Carried, all Councilmen present voting aye, RESOLUTION NO. 5253 was read, authorizing the payment of 6/30 445 $3,655.15 from the Capital Outlay Fund as follows: Nelson Thomas Co:, 1132.66, Manager; American Typewriter Co., $155.98, Manager; Dick Haas Motors, $$2,354.16, Manager;,Parron Hall Corp., $71.59, Civil Service; Remington Rand, $384.56, Manager; Austin Safe & Desk Co., $556.20, Engineer and Manager. Moved by Clarke, seconded by Curry, that the Resolution be adopted. Carried, by the following vote to -wit: Ayes: Carrigan, Clarke, Curry, Matthews. Nays: None. SILLS AUDITED by the Finance Committee presented: General Fund $ 4,522.15 Street Fund 3,607.1 Park M & I Fund 366.97 Cap. out. Fund 3,655.15 Plan. Com. Fund 1,005.30 Payroll Fund 12,270.66 TOTAL $25,427.41 Moved by Clarke, seconded by Carrigan, that the bills be allowed and warrants ordered drawn for same. Carried, by the following vote to -wit: Ayes: Carrigan, Clarke, Curry, Matthews. Nays: None. RESOLUTION NO. 5254 was read, azhhorizing the appointment of Irene M. Alston as Administrative Aide, effective July 1, 1950 at a salary of $100 per month; also authorizing the appointment of Charles V. Vansant as Administrative Aide, effective July 1, 1950 at a salary of $125.00 per month. Moved by Clarke, seconded by Curry, that the Resolution be adopted. Carried, by the following vote to -wit: Ayes: Clarke, Curry, Matthews. Nays: Carrigan. RESOLUTION NO. 5255 was read, rescinding Resolution No. 4911, also rescinding Resolution No. 4757. Moved by Curry, seconded by Carrigan, that the Resolution be adopted. Carried, by 6/30 446 the following vote to -wit: Ayes: Carrigan, Curry, Matthews. Clarke, Not voting. Carried, all Councilmen present voting aye. CITY MANAGER SULLIVAN brought up the matter of the deposit of funds in a National City Bank. MAYOR MATTREUS stated that he thought the funds should be deposited in one of the Banks or equally distributed among the two banks in National City. Moved by Curry, seconded by Carrigan, that the City Council go on record as recommending to the City Treasurer that the funds be transferred from the Bank in San Diego to the Banks in National City. Carried, all Councilmen present voting aye. COUNCILMAN CLARKE made a motion, seconded by Curry, that this Council go on record as showing the City Manager their appreciation and gratitude in the way she has brought_the City affairs to the conclusion that has been discussed here for two or three days. It is a job well done, Carried, all Coun- cilmen present voting aye. RESOLUTION NO. 5258 was read, authorizing the adoption of the tentative 1950-51 budget as presented by the City Manager and amended by the City Council. Moved by Curry, seconded 6/30 452 by Clarke, that the Resolution be adopted. Carried, all Coun- cilmen present voting aye. Moved by Clarke, seconded by Curry, that the meeting be closed.
