HomeMy WebLinkAbout2010 03-09 CC CDC ADJ MINBook 92 / Page 50 03-09-2010 MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL AND COMMUNITY DEVELOPMENT COMMISSION OF NATIONAL CITY, CALIFORNIA March 9, 2010 The Adjourned Regular Meeting of the City Council and Community Development Commission of National City was called to order at 6:07 p.m. by Mayor / Chairman Ron Morrison. ROLL CALL Council / Commission members present: Morrison, Sotelo-Solis, Van Deventer, Zarate. Council / Commission members absent: Parra Administrative Officials present: Babaki, Dalla, Deese, Duong, Eiser, Gonzales, Ladrido, Raulston, Stevenson, Zapata. Others present: Student Representative Michael Mendoza. PLEDGE OF ALLEGIANCE TO THE FLAG BY MAYOR RON MORRISON PUBLIC ORAL COMMUNICATIONS Robert Leif, San Diego, said there was no written notice of the meeting sent to property owners and expressed concerns about the high rates of diabetes, heart disease, asthma and crime in National City. GENERAL PLAN UPDATE WORKSHOP 1. Mayor Morrison announced the names and distributed prizes donated by the San Diego Repertory theatre and AMC Movie theatres to 26 individuals who completed General Plan survey forms. 2. CDC Executive Director Brad Raulston briefly reviewed the progress of the General Plan Update which began one year ago and the importance of the series of five working meetings with the City Council that commenced with this meeting. Mr. Raulston introduced Mr. Chris Moran, Senior VP and Director of Planning at Project Design Consultants. Book 921 Page 51 03-09-2010 GENERAL PLAN UPDATE WORKSHOP (cont.) Chris Moran introduced himself, his company and staff and other consultant team partners working on the National City General Plan (GP) Update which included the following: • Camille Passon and Mike Ratajski — Project Design Consultants • David Early and Brooke Peterson — Design Community & Environment • Mark Peterson and Monique Chen — Fehr & Peers • Margaret Sohagi — Sohagi Law Group • Christine Forester — Christine Forester Catalyst Mr. Moran and members of the consultant team made a PowerPoint Presentation highlighting the points listed below. • Timeline for the General Plan Update Process from 2009 to Final Adoption in 2011 • City Council Workshop Meeting Topics and Schedule • Outline for the Current Meeting and the GP Accomplishments to Date • On -Going and Upcoming Work Efforts • Summary of Public Input Process and Results • Introduction to the GP Update Content and Organization • Seven Mandatory Elements of a GP • Vision and Guiding Principles for National City • Overview of the Next Four City Council Working Meetings (The PowerPoint Presentation is attached as Exhibit `A') CDC Director Raulston advised the Council that notices were mailed to every address in the City at the outset of the GP Update process. He emphasized the importance of the Neighborhood Action Plan and establishment of an implementation committee or steering group. MAYOR AND CITY COUNCIL There was general discussion by the City Council regarding the make-up and role of the Implementation Committee or group. Staff was asked to bring back some suggested goals and objectives for consideration at a later meeting. ADJOURNMENT The meeting was adjourned to the next Regular City Council and Community Development Commission Meeting to be held Tuesday, March 16, 2010 at 6:00 p.m. in the Council Chambers, National City, California.
