ROLL CALL Council / Commission members present: Morrison, Sotelo-Solis, Van Deventer, Zarate. Administrative Officials present: Babaki, Dalla, Deese, Eiser, Gonzales, Hodges, Ladrido, Parra, Raulston, Smith, Stevenson, Williams, Zapata. Others present: City Treasurer Mitch Beauchamp and Student Representatives Michael Mendoza and Christina Dickey. PLEDGE OF ALLEGIANCE TO THE FLAG BY MAYOR RON MORRISON PUBLIC ORAL COMMUNICATIONS City Treasurer Mitch Beauchamp encouraged the City Council to be very careful about using the City's reserve funds to balance its budget given the magnitude of the current economic crisis. PRESENTATIONS COUNCIL MEETING PRESENTATIONS 2010 (102-10-5) 1. City of National City, California Clean Air Award — Public Strategies The Mayor, City Council and City were presented with the California Smoke Free Air Award in recognition of its action to require all outside dining areas in National City to be smoke free. The Chamber of Commerce was awarded a Public Health Leadership Award for their partnership efforts with the City. COUNCIL MEETING PRESENTATIONS 2010 (102-10-5) 2. Certificates of Recognition and Appreciation Marisela Barron and Guadalupe Perez Barraza were honored and presented with certificates of appreciation for their civic commitment and bravery which resulted in the apprehension of a suspected assailant who attacked victims in both National City and Chula Vista. Temporary Use Permit — American Cancer Society's National City Relay for Life at Kimball Park from August 14th starting at 10 a.m. and concludes August 15th at 10 a.m. This is a City co -sponsored event eligible to maximum fee waiver of $1,500.00 pursuant to City Council Policy #804. (Neighborhood Services) RECOMMENDATION: Approve the application for a Temporary Use Permit subject to compliance with all conditions of approval with a waiver of fees totaling $1,500.00. Authorize the reimbursement of Community Development Commission expenditures in the amount of $837,768.18 to the City of National City for the period of 04/28/10 through 05/04/10. Authorize the reimbursement of Community Development Commission expenditures in the amount of $5,198,095.41 to the City of National City for the period of 05/05/10 through 05/11/10. (Finance) ACTION: Approved. See above. NEW BUSINESS COMMUNITY DEVELOPMENT ADMIN 2007 - 2010 (406-2-12) 30. Amortization Update: Initiation of block by block focus effort in the Westside (Old Town) beginning with blocks surrounding Kimball Elementary School. (Community Development) RECOMMENDATION: None. TESTIMONY: None. ACTION: No action taken. STAFF REPORTS ENGINEERNG DEPT - GRANTS / REPORTS ADMIN (1104-1-1) 31. Coolidge Avenue Safe Routes to School Project. (Engineering /Development Services) City Traffic Engineer Steve Manganiello reported on receipt of a $730,000 Federal Safe Routes to Schools Grant. The safety enhancement/ streetscape improvement project is slated for construction in approximately one year. CLOSED SESSION REPORT (509-1-4) City Council / CDC Attorney George Eiser stated there was nothing to report from the Closed Session. (See attached Exhibit `L') Book 92 / Page 153 06-01-2010 MAYOR AND CITY COUNCIL Student Council Representative Michael Mendoza spoke in support of the red light camera project and reported that after graduation from Sweetwater High School on June 4th, he would be attending Stanford University majoring in Electrical or Mechanical Engineering. Student Representative Christina Dickey reported that she will be attending UC Davis with plans to major in Biochemistry or Molecular Biology. Member Sotelo-Solis invited everyone to attend Saint Anthony's Church Centennial celebration on June 5th and 6th and expressed admiration and best wishes to the student representatives. Member Zarate said it was a very exciting meeting honoring citizens and police and fire personnel and teachers. She extended wishes to the departing student representatives and reminded everyone that St. Anthony's Centennial will also include a rummage sale. Member Van Deventer announced that the Kiwanis Club of Sweetwater would also be having a rummage sale on Saturday morning, the proceeds of which will benefit the youth of the community. Mayor Morrison highlighted the events of the past weekend including the Filipino Fair and the Memorial Day celebration at La Vista Cemetery.
