HomeMy WebLinkAbout2011 07-21 CC CDC ADJ MINBook 93 / Page 208 07-21-2011 MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL AND COMMUNITY DEVELOPMENT COMMISSION OF NATIONAL CITY, CALIFORNIA Martin Luther King, Jr. Community Center 140 E. 12th Street July 21, 2011 The Adjourned Regular Meeting of the City Council and Community Development Commission of National City was called to order at 6:07 p.m. by Mayor / Chairman Ron Morrison. ROLL CALL Council / Commission members present: Morrison, Natividad, Rios, Sotelo-Solis, Zarate. Administrative Officials present: Dalla, Gonzales, Parra, Raulston, Silva, Zapata. PLEDGE OF ALLEGIANCE TO THE FLAG BY MAYOR RON MORRISON TOWN HALL MEETING TO INFORM THE COMMUNITY ABOUT NONCONFORMING LAND USES AND AMORTIZATION 1. Presentation — Information about Nonconforming Land Uses and Amortization (City Manager) Brad Raulston, Community Development Executive Director and Claudia Silva, City Attorney gave a PowerPoint presentation which included The Purpose of the Meeting, Timeline of Events, Continued Efforts, Next Steps, Zoning and Land Use, Westside Specific Plan, Nonconforming Uses Chapter 18.108 of the Municipal Code, the Amortization Ordinance and Ranking Process. (Copy on file in the Office of the City Clerk) PUBLIC COMMENT Bob Richards spoke about parking issues and said the plan was unfair to businesses. Eddie Perez said residents and businesses need to compromise. Dukie Valderrama said the ranking process was good and the City was doing the right thing. Carolina Martinez spoke in support of amortization and businesses in the right location. Book 93 / Page 209 07-21-2011 PUBLIC COMMENT (cont.) Lenore Garcia spoke about health concerns and in support of amortization. Gabriela Chavez spoke about her experience with health problems. Margarita Garcia said she wants a clean safe neighborhood. Adrian Calderon said everyone has a right to live in a healthy safe community. Jose Medina spoke in support of amortization. Adriana Conception believes businesses should be relocated to the right place. Marina Villanueva supports amortization. Joy Williams said she supports amortization. Jarl Turner (no first name) asked for clarification on specific items and said there were many questions that need answers. Mary Powell said the plan has rendered business property worthless and building more houses next to the freeway would be bad for the people. Jeff Fitzgerald requested clarifying language be included in the amortization Ordinance. Wayne Bush asked for clarification of provisions of the amortization ordinance. Brian Beauchamp had questions about the proposed time line and how amortization would work. COUNCIL COMMENT Mayor Morrison explained that `grandfathering' and `nonconforming' are not the same. Member Natividad said businesses were invited and included in the process and that violators need to be addressed. Member Sotelo-Solis said she is concerned when people say they were not informed or involved because there were over 17 events for public participation and that she believes amortization should be seen as a tool in the box to re- establish the Westside as a clean vibrant community. Member Rios said the goal is a better quality of life for everyone and that she hopes everyone was able to get the answers they wanted and thanked them for attending. Member Zarate thanked everyone for showing up and participating and staff for clarifying the plan and process. Book 93 / Page 210 07-21-2011 ADJOURNMENT The meeting was adjourned to the next Adjourned Regular City Council and Community Development Commission Meeting to be held Wednesday, July 27, 2011 at 6:00 p.m. at Rancho de la Nacion Elementary School Auditorium, 1830 E. Division Street, National City, California.
