MINUTES OF THE ADJOURNED REGULAR MEETING OF THE
CITY COUNCIL AND COMMUNITY DEVELOPMENT COMMISSION
OF NATIONAL CITY, CALIFORNIA
Joint Meeting with the National School District
July 27, 2011
The Adjourned Regular Meeting of the City Council and Community
Development Commission of National City Meeting in Joint Session with the
Governing Board of the National School District was called to order at 6:02 p.m.
by Mayor / Chairman Ron Morrison.
ROLL CALL
Council / Commission members present: Morrison, Natividad, Rios, Sotelo-Solis,
Zarate.
Administrative Officials present: Babaki, Dalla, Deese, Duong, Gonzales, Parra,
Raulston, Silva, Smith, Williams, Zapata.

JOINT MEETING ITEMS
(A copy of the presentation materials is attached as Exhibit 'A')
1. Introduction and history between the National School District and the City
(Christopher Oram, Ed.D. and Chris Zapata).
National School District Superintendent Chris Oram gave an overview of
the National School District (NSD) which has served the community for
139 years. Dr. Oram highlighted past successful collaborative efforts
between the School District and City and said the current goal to explore
additional ways to collaborate has resulted in a series of staff meetings
between the District and City.
City Manager Chris Zapata said the ongoing meetings have resulted in a
number of items and areas of interest that will be presented for discussion
and possible direction by the City Council and Governing Board.

2. Direction to enter into an Agreement to establish planning with Kimball
Elementary School to design a project to jointly use facilities/property.
Community Development Executive Director Brad Raulston, presented
preliminary conceptual plans for the proposed joint use project.
City Traffic Engineer Steve Manganiello discussed the Safe Routes to
Schools Program and the most recent grant funding dedicated to outreach
and education with the schools.
ACTION: Interest was expressed in seeing examples of
Memorandums of Understanding (MOUs). There was a consensus
to enter into some sort of non -binding planning process. There was
no vote.
3. Discussion and direction of Art Center Program.
There were presentations and discussion about the possible utilization of
the City Public Arts Center facility by schools for the benefit of children.
ACTION: No action taken.
4. Discussion and direction of Joint Technology Ventures.
ACTION: No action taken.
5. Discussion and direction of Youth Leadership Commission.
ACTION: No action taken.
6. Request for the appointment of two National School District Board
Members to a youth facilities ad hoc committee to participate in the
process of preparing a strategic plan for building and sustaining quality of
life facilities
ACTION: No action taken.
7. Direction to initiate a joint use agreement for Harbison Elementary School
to use the upper field after school hours and on the weekends
ACTION: Motion by Sotelo-Solis, seconded by Natividad, to move
forward with concept. Carried by unanimous vote.
8. City Council and School Board Member Comments and discussion
followed. No action was taken.

ADJOURNMENT
The meeting was adjourned to the next Regular City Council and Community
Development Commission Meeting to be held Tuesday, August 2, 2011 at 6:00
p.m. at the Council Chambers, National City, California.
The meeting closed at 7:55 p.m.

Education and Encouragement Initiative

Grant funds will be used to provide two workshops at each school
this calendar year to accomplish the following objectives:
1. Provide students and parents an overview of what makes a
successful Safe Routes to School Program and how they can
participate.
2. Educate students and parents on the health benefits of walking to
school, including safety tips.
3. Present a variety of fun "walk -to -school" activities at each school,
and allow workshop participants to vote on which program(s) they
want to implement.

4. Provide training and implementation for the "preferred" walk -to -
school program at each school.
5. Provide equipment and training for parents and community
members to volunteer as "Parent Patrols".
The National City Safe Routes to School Parent Patrol Program is a
Citywide effort to recruit, educate and train parents and community
volunteers to provide supervision and guidance for students walking to
school. Parent Patrols will receive jackets, whistles, note pads and
other equipment such that they will be clearly identifiable to students.
