MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
AND COMMUNITY DEVELOPMENT COMMISSION
OF NATIONAL CITY, CALIFORNIA
August 16, 2011
The Regular Meeting of the City Council and Community Development
Commission of National City was called to order at 6:08 p.m. by Mayor /
Chairman Ron Morrison.
ROLL CALL
Council / Commission members present: Morrison, Natividad, Rios, Sotelo-Solis,
Zarate.
Administrative Officials present: Babaki, Dalla, Deese, Duong, Gonzales, Parra,
Raulston, Silva, Smith, Stevenson, Williams, Zapata.

PUBLIC ORAL COMMUNICATIONS
Marisa Usarte, National City, told the City Council that she has received all of her
permits for the Bilateral Safety Corridor Coalition Thrift Store and expressed
appreciation to the City Council.
Pastor Sergio de la Mora, Cornerstone Church of San Diego, informed the City
Council that he was back from an international book tour, provided Council
Members with a copy of his book Heart Revolution and thanked them for allowing
Cornerstone to locate in the City.

Port Art Committee. Carried by unanimous vote.

TEMPORARY USE PERMITS 2011 (203-1-27)
12. Temporary Use Permit - 4th Annual Tower of Terror sponsored by the
National City Fire Department on October 29, 2011 from 5 p.m. to 9 p.m.
at Fire Station 34 located at 343 East 16th Street. This is a National City
sponsored event per Council Policy No. 804. (Neighborhood Services

15. Public Hearing — Introduction of an Ordinance amending Title 18 of the
Municipal Code by adopting the amended Official Zoning Map in
furtherance of the implementation of the General Plan Land Use Map
adopted by City Council on June 7, 2011. (Development Services)

RECOMMENDATION: Hold a Public Hearing and introduce the
Ordinance.
TESTIMONY: None.
ACTION: Motion by Natividad, seconded by Sotelo-Solis, to close
the Public Hearing. Carried by unanimous vote.

THE CITY OF NATIONAL CITY APPROVING THE MEMORANDUM OF
UNDERSTANDING (MOU) BETWEEN THE CITY AND THE NATIONAL
CITY FIREFIGHTERS' ASSOCIATION. (Human Resources)
RECOMMENDATION: Adopt the Resolution.
TESTIMONY: None.
ACTION: Motion by Sotelo-Solis, seconded by Zarate, to adopt the
Resolution. Carried by unanimous vote.
LABOR RELATIONS FFA MOU 2011-2013 (605-6-10)
18. Resolution No. 2011-185. RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF NATIONAL CITY MODIFYING THE CONTRIBUTION
RATES TO THE PUBLIC EMPLOYEES' RETIREMENT SYSTEM BY
DECREASING THE CITY'S CONTRIBUTION AND INCREMENTALLY
ADDING A MEMBER CONTRIBUTION PAID BY THE CITY OF
NATIONAL CITY'S FIREFIGHTERS' ASSOCIATION REPRESENTED
EMPLOYEES REACHING A 100% EMPLOYEE CONTRIBUTION OF 9%
IN JULY, 2013. (Human Resources)

ACTION: Motion by Rios, seconded by Sotelo-Solis, to adopt the
Resolution. Carried by unanimous vote.
NEW BUSINESS
TOWING SERVICES POLICY ADMIN (C89-12) (806-1-1)
19. Discussion and direction by City Council to determine whether two (2) or
three (3) towing contractors should provide towing services for the City.
(Police/Finance)
RECOMMENDATION: The Police Dept. recommends that two (2) towing
and impound contractors be considered.
TESTIMONY: Paulo F. Cortes, appearing on behalf of Cortes
Towing, said there were inconsistencies in the Request for
Proposals (RFP) and his company should be included for
consideration.
Augie Bareno, representing Moynahan Towing, spoke in favor of
selecting two rather than three towing companies.
Marco Polo Cortes, appearing on behalf of American Towing and
Cortes Towing, requested more time to review the staff report.
Donald Fields, from Angelo's Towing, spoke in favor of being
selected as one of the towing service providers.
EX PARTE CONTACT: Members Sotelo-Solis and Natividad
reported that they spoke with towing company representatives prior
to the meeting.
ACTION: Motion by Natividad, that staff select three and then we
select two. Motion died for lack of a second. Motion by Zarate,
seconded by Rios, to have staff recommend two contractors on
September 6. Carried by unanimous vote.
BOARDS & COMMISSIONS ADMIN (101-1-1)
20. Proposition "D" Independent Committee. (City Manager)
RECOMMENDATION: Pursuant to Ordinance No. 2006-2278 it is
appropriate at this time to appoint members to form the Independent
Committee in order to meet the statutory deadline.
TESTIMONY: None.
ACTION: Motion by Sotelo-Solis, seconded by Zarate, to appoint
Chris Cate from the San Diego County Tax Pavers Association and
Marney Cox, the Chief Economists for SANDAG. Carried by
unanimous vote.

COMMUNITY DEVELOPMENT COMMISSION
CONSENT CALENDAR
ADOPTION OF CONSENT CALENDAR. Item Nos. 21 and 22 (Warrant
Registers), Item No. 23 (Resolution No. 2011-186). Motion by Rios, seconded by
Sotelo-Solis, to approve the Consent Calendar. Carried by unanimous vote.

21. Authorize the reimbursement of Community Development Commission
expenditures in the amount of $53,820.23 to the City of National City for
the period of 7/13/11 through 07/19/11. (Finance)

23. Resolution No. 2011-186. RESOLUTION OF THE COMMUNITY
DEVELOPMENT COMMISSION OF THE CITY OF NATIONAL CITY
(CDC) APPROVING THE SECTION 8 MANAGEMENT ASSESSMENT
PROGRAM (SEMAP) FOR FISCAL YEAR ENDING JUNE 30, 2011 AND
AUTHORIZING THE SUBMITTAL OF THE SEMAP TO THE U.S.

City Council / CDC Attorney Claudia Silva stated there was nothing to
report from the Closed Session. (See attached Exhibit 'L')
POLICE DEPT ADMIN (302-4-1)
27a. Police Chief Adolfo Gonzales reported that the City has hired its first
female motorcycle officer.
MAYOR AND CITY COUNCIL
Member Natividad thanked the City Manager for his assistance in resolving
problems experienced by some business people; suggested improvements in
customer service practices were in order; an appeal process should be in place
for incorrect billings and the City Manager should consider going to bi-weekly
street sweeping schedule.
Vice Mayor Sotelo-Solis thanked staff for their work on the Relay for Life event.
She suggested that future events have contact numbers for any problems that
arise.
Member Rios commended Development Services staff and Neighborhood
Services and expressed appreciation for being appointment by the City Council
to the MTS Board.
Member Zarate said the Relay for Life was a very inspiring event and updated
the City Council on Heartland Communications activities and issues.
Mayor Morrison commented on two great events that occurred during the past
weekend; the Relay for Life and the formal opening and dedication of the new
Sweetwater High School facilities. The Mayor asked Councilmember Rios to
work with him on the August 31 st Port planning meeting; announced that the
State Controller will hold a Small business seminar at MLK on September 15tn
City Treasurer Beauchamp congratulated member Rios for her appointment to
MTS and announced that the new Financial Services Officer is on board and will
be formally introduced at a future meeting.

ADJOURNMENT
Motion by Sotelo-Solis, seconded by Natividad, to adjourn the meeting to the
next Regular City Council and Community Development Commission Meeting to
be held Tuesday, September 6, 2011 at 6:00 p.m. at the Council Chambers,
National City, California. Carried by unanimous vote.
The meeting closed at 9:19 p.m.
