ROLL CALL Council / Board members present: Morrison, Natividad, Rios, Sotelo-Solis, Zarate. Administrative Officials present: Cissel, Dalla, Deese, Duong, Manganiello, Parra, Raulston, Rodriguez, Silva, Smith, Vergara, Williams, Ybarra. Others present: City Treasurer Mitch Beauchamp. PLEDGE OF ALLEGIANCE TO THE FLAG BY MAYOR RON MORRISON PUBLIC ORAL COMMUNICATIONS Fred Puhn, National City, made the City Council aware of a Land Use Code problem he has in his efforts to build a new car port and asked for assistance. Bert Andrade, National City, reported on his community involvement activities over the past year. Mayor Morrison reported on his recent trip to Micronesia as President of the National Association of Regional Councils to provide advice and guidance on regional governance process and issues. PUBLIC HEARING TRANSPORTATION DEVELOPMENT PLANNING ADMIN (802-3-1) 20. Public Hearing of the City Council of the City of National City to consider the annual adjustment to the Transportation Development Impact Fee (TDIF), pursuant to NCMC Section 4.52.100 and consistent with Government Code Section 66017, proposing to increase the TDIF by 2% as required by SANDAG, resulting in the fee adjusting from $2,123 per new residential dwelling unit to $2,165 per unit. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AMENDING THE PREVIOUSLY ADOPTED TRANSPORTATION DEVELOPMENT IMPACT FEE (TDIF) SCHEDULE AND ANNUAL ADJUSTMENT TO THE TDIF, PURSUANT TO NCMC SECTION 4.52.100 AND CONSISTENT WITH GOVERNMENT CODE SECTION 66017, APPROVING AN INCREASE IN THE TDIF BY 2% AS REQUIRED BY SANDAG, RESULTING IN A FEE ADJUSTING FROM $2,123 PER NEW RESIDENTIAL DWELLING UNIT TO $2,165 PER UNIT. Public Hearing — Community Development Commission, Housing Authority of the City of National, Public Housing Agency Plan (PHA), Annual Plan for Fiscal Year 2012 and the Section 8 Administrative Plan for Fiscal Year 2012; and authorizing the submittal of PHA Plan and Administrative Plan to the U.S. Department of Housing and Urban Development. TESTIMONY: Mary Marana questioned the delay she was experiencing with her application for Section 8. Staff was asked to meet with them and look into the matter. Mary Mireles, National City, appeared on behalf of Mary Marana and elaborated on the problems she experienced. ACTION: Motion by Sotelo-Solis, seconded by Zarate, to close the Public Hearing. RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION, HOUSING AUTHORITY OF THE CITY OF NATIONAL CITY APPROVING THE PUBLIC HOUSING AGENCY ANNUAL PLAN (PHA) FOR FISCAL YEAR 2012, AND AUTHORIZING THE SUBMITTAL OF THE PLAN TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT. Carried by unanimous vote. STAFF REPORTS CLOSED SESSION REPORT (509-1-4) 25. Closed Session Report. (City Attorney) City Attorney Claudia Silva stated there was no Closed Session. City Manager Leslie Deese announced the appointment of Steve Manganiello as City Engineer. City Engineer Steve Manganiello announced the appointment of Barby Tipton as Project Officer. MAYOR AND CITY COUNCIL Council Member Natividad requested the City Engineer check the alley on 8th Street near the bank. Book 94 / Page 87 04-03-12 MAYOR AND CITY COUNCIL (cont.) Vice Mayor Sotelo-Solis requested a report on the Transit Oriented Development Project on the Public Works Yard site. She asked that the report include an analysis of; (1) Impact on funding if both phase #1 and #2 are not completed, (2) Consequences of not proceeding with the project even though we have sold bonds, and (3) Costs / issues of continuing with project. Vice Mayor Solis announced that she would be going to Seattle in conjunction with her work at UCSD. Council Member Rios extended congratulations to Steve Manganiello and Barby Tipton for their new positions and reported that she took a tour of MTS facilities and that the MTS Manager offered to make presentation at the next breakfast. Member Rios also inquired when the Nutrition Center update would be coming back to the Council. Council Member Zarate said that she believes that the City is fortunate to have an active Mayor who represents the City in outside organizations and she offered her congratulations to Steve Manganiello and Barby Tipton. Mayor Morrison said it has been a good week for employee promotions and new hires with a new City Engineer, Project Officer, a Police Dispatcher and two new Police Officers. The Mayor said that he can't say enough about city employees and their dedication both during and after work hours. ADJOURNMENT Motion by Zarate, seconded by Rios, to adjourn the meeting to the next Regular Meeting of the City Council and Community Development Commission - Housing Authority of the City of National City to be held Tuesday, April 17, 2012 at 6:00 p.m. at the Council Chambers, National City, California.
