ROLL CALL Council / Commission / Board members present: Morrison, Natividad, Rios, Sotelo-Solis, Zarate. Administrative Officials present: Dalla, Deese, Duong, Manganiello, Norrdin, Parra, Raulston, Silva, Smith. PLEDGE OF ALLEGIANCE TO THE FLAG BY MAYOR RON MORRISON PUBLIC ORAL COMMUNICATIONS None. CITY COUNCIL CONSENT CALENDAR ADOPTION OF CONSENT CALENDAR. Item No. 1 (Resolution No. 2012-31). Motion by Sotelo-Solis, seconded by Zarate, to approve the Consent Calendar. Carried by unanimous vote. CONTRACT (C2011-61) 1. Resolution No. 2012-31. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO EXECUTE THE FIRST AMENDMENT TO THE AGREEMENT BETWEEN THE CITY OF NATIONAL CITY, THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF NATIONAL CITY, AND MAZZARELLA LORENZANA, LLP, TO INCREASE THE NOT -TO -EXCEED AMOUNT BY $200,000 FOR A TOTAL NOT -TO -EXCEED OF $250,000. Temporary Use Permit — Continued item from Council Meeting of 1/24/12: Circus Event hosted by American Crown Circus on February 24th thru 27th, 2012 from 6:00 pm to 9:30 pm with no waiver of fees. (Neighborhood Services) RECOMMENDATION: Approve the application for a Temporary Use Permit subject to compliance with all conditions of approval. Staff doesn't recommend waiver of fees. (City Attorney) City Council / CDC Attorney Claudia Silva stated there was nothing to report from the Closed Session. (See attached Exhibit 'L') MAYOR AND CITY COUNCIL Member Natividad suggested that staff consider modifying the Employee Recognition Program to be quarterly rather than monthly. Vice Mayor Sotelo-Solis provided an update on the preliminary meeting of the 125th Anniversary Committee. Member Rios reported on the first daytime meeting of the Neighborhood Council which was a good meeting but lightly attended. Member Rios introduced her new intern, Yessenia Jurado, who previously served as a Student Council Representative. Member Zarate said that the Old Town Reunion Committee plans to participate in the 125th Anniversary event in a way that is meaningful to the entire City. City Clerk Dalla expressed his belief that the demise of Redevelopment in National City and in all of California is very sad; that Redevelopment has transformed National City in so many ways and been a tool for progress and improvement and that we should not let it die without highlighting the good it has done here. Mayor Morrison said that Redevelopment really has transformed National City, done great things and helped us accomplish so much good. He believes we will undoubtedly look back in the future on this decision by the Governor and Legislature as a very bad and shortsighted one for the people and State of California.
