MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
AND COMMUNITY DEVELOPMENT COMMISSION —
HOUSING AUTHORITY OF THE CITY OF NATIONAL CITY
July 17, 2012
The Regular Meeting of the City Council and Community Development
Commission — Housing Authority of the City of National City was called to order
at 6:10 p.m. by Mayor / Chairman Ron Morrison.

PLEDGE OF ALLEGIANCE TO THE FLAG BY MAYOR RON MORRISON
PUBLIC ORAL COMMUNICATIONS
Sonia Ruan, Principal of Kimball Elementary School, informed the Mayor and
Council about a new pilot program at the school called at 50/50 Duel Language
Program for English and Spanish.
Rocina Lizanaga spoke in support of the Duel Language Program and the
importance of bi-lingual teaching at the early stages of education.
Sunshine Horton spoke of the recent loss of her daughter Virginia and her plan to
honor her daughter's name through her continuing efforts to benefit Rady
Children's Hospital.
Alberto Estrada, a business owner, expresses frustration with transient
unlicensed business taking customers away and avoiding rules and regulations
that should apply to all.

SPECIFIC PLAN - WESTSIDE (417-1-10)
3. Presentation and Report to the City Council of the City of National City
reviewing the efforts to improve living conditions in the Westside/Old Town
neighborhood and an update on the ranking process for non -conforming
commercial and industrial uses to be considered for amortization.

TESTIMONY: Carolina Martinez, representing the Environmental
Health Coalition, spoke in support of amortization implementation.
Mary Johnson Powell, property and business owner, objected to
the fact that she can't fix her building to be compliant and building a
home on the site is economically impractical.
ACTION: Staff was requested to make the amortization ranking list
and documents available on the City web page and to provide hard
copies by 2 p.m. on Thursday, July 19th and to have them available
at the library. An Adjourned City Council Meeting will be held on
July 24, 2012 to consider the ranking list and hear public comment
and will mark the beginning of a 30 day public review period.

TEMPORARY USE PERMITS 2012 (203-1-28)
18. Temporary Use Permit — National Night Out on August 7, 2012 from 5:00
pm to 8:00 pm at Las Palmas Pool. This is a National City sponsored
event per City Council Policy #804. (Neighborhood Services Division)
ACTION: Motion by Sotelo-Solis, seconded by Natividad, to
approve the Temporary Use Permit. Carried by unanimous vote.
PUBLIC HEARINGS
SEWER CAPACITY / FEES ADMIN (906-1-4)
19. Public Hearing to consider the report required by California Health and
Safety Code Section 5473, Et Seq. pertaining to collection of sewer
charges on the tax roll, directing the City Clerk to file said report with the
San Diego County Auditor, and directing the Director of Public Works to
certify with the San Diego County Auditor the "Sewer Service Charge
Fund." Sewer service fees have not increased since 2006 and will not
increase for FY 2012-13. (Public Works) **Companion Item #23**

precious metal dealing and establishments in National City. (City

CLOSED SESSION REPORT (509-1-4)
26. Closed Session Report. (City Attorney)
City Attorney Claudia Silva stated there was nothing to report from the
Closed Session. (See attached Exhibit `L')
MAYOR AND CITY COUNCIL
City Treasurer Beauchamp complimented the Fire Department for their response
to the 4th and Highland Avenue fire and the City Council for acting on the
Nutrition Center committee. Mr. Beauchamp expressed his concerns about the
City's financial standing, future problems with bond ratings and the unresolved
issues with the WITOD project and the ability to move forward on the West Side.
Council Member Natividad said he believes it is important that the City continue
to honor the provisions of the Brown Act recently suspended by the State
Legislature; thanked the City Manager for informing the Council about potential
business development and inquired about the demolition of the structure on 4th
and Highland Avenue and the status of the bleachers at the gym.
Vice Mayor Sotelo-Solis said she looks forward to the Amortization meeting and
expressed complements to everyone for the work they have done. She believes
that despite decisions made in Sacramento the City can't stop because if we
don't continue moving forward with the assumption that good things will happen
then they will never happen.
Council Member Rios said all City Departments do outstanding work and singled
out the Fire Department for their efforts with recent fire and promised that the
memorabilia at the Old Town Reunion will be outstanding.
Council Member Zarate reported that the members of her Old Town Reunion
Committee were very special and everyone will be surprised with the fantastic
event that has been planned.
Mayor Morrison said it has been a great week with the swim event, movies in the
Park and the Stein Farm and coming up will be the OTNC Reunion and on
September 22nd the 125th Anniversary picnic. The Mayor explained the
background and recent events with the State of California demanding an
immediate payment of $4.3 million from National City and the expected additional
demands and consequences for the City and the State.

27. City Council requesting status report on the proposed City picnic. (Council
Initiated)
It was clarified that the request was for the employee picnic. No one was
present to provide a report.

Motion by Sotelo-Solis, seconded by Rios, to adjourn the meeting to the next
Adjourned Regular Meeting of the City Council and Community Development
Commission — Housing Authority of the City of National City to be held Tuesday,
July 24, 2012 at 6:00 p.m. at the Council Chambers, National City, California.
Carried by unanimous vote.
