HomeMy WebLinkAbout2012 08-21 CC HA MINBook 94 / Page 175 08-21-2012 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL AND COMMUNITY DEVELOPMENT COMMISSION — HOUSING AUTHORITY OF THE CITY OF NATIONAL CITY August 21, 2012 The Regular Meeting of the City Council and Community Development Commission — Housing Authority of the City of National City was called to order at 6:04 p.m. by Mayor / Chairman Ron Morrison. ROLL CALL Council / Board members present: Morrison, Natividad, Rios, Sotelo-Solis, Zarate. Administrative Officials present: Cissel, Dalla, Deese, Gonzales, Manganiello, Parra, Raulston, Silva, Smith, Stevenson, Williams. Others present: City Treasurer Mitch Beauchamp and Student Representatives Nallely Aceves and Kane Gillego. PLEDGE OF ALLEGIANCE TO THE FLAG BY MAYOR RON MORRISON PUBLIC ORAL COMMUNICATIONS Neil Gamber, National City, spoke about problems he and others are having with a section of sidewalk near Rose Drive and requested reimbursement for expenses and repair of the sidewalk. CITY COUNCIL PRESENTATIONS PERSONNEL RECOGNITION / APPRECIATION ADMIN (604-2-1) 1. Employee of the Month of August, 2012 — Leah Munoz, Senior Office Assistant ACTION: The item was continued to the next meeting. Mayor Morrison indicated that Agenda Item #11 would be considered concurrent with Item #2. COUNCIL MEETING PRESENTATIONS 2012 (102-10-7) 2. Port of San Diego Update — Port Commissioner Robert Valderrama (Copy on file in the Office of the City Clerk) Book 94 / Page 176 08-21-2012 NEW BUSINESS HARBOR FACILITY PLANNING / PROJECTS ADMIN (701-1-1) 11. Discussion regarding Unified Port of San Diego matters, including Marina District Vision Plan, Port CIP, Bay Shore Bikeway, Port communications with the City of National City, and request for City Council direction. (City Manager/Engineering/Community Development) RECOMMENDATION: Provide comments and direction to staff. TESTIMONY: City Engineer Steve Manganiello reviewed the history of the Planning and development of the Bay shore Bike Route and recent events and issues that impact its planned completion. Port Commissioner Dukie Valderrama highlighted progress made and planned steps to improve communication between the Port District and City. Commissioner Valderrama provided background and responded to questions about past, present and future issues of mutual interest. Diane Takvonian, representing the Environmental Health Coalition (EHC), provided information on her organizations involvement and actions regarding the contract between Dole and the Port District and its impact on National City. ACTION: Staff was asked to return with additional information on the Bay Shore Bikeway, the Vision Plan and CIP. COUNCIL MEETING PRESENTATIONS 2012 (102-10-7) 3. Sweetwater Authority Update — Sweetwater Authority Board Member Jess Van Deventer and Mayor Ron Morrison. (Copy on file in the Office of the City Clerk) OFF AGENDA ITEM SUBJECT: Facility Use Request — Request by Reverend Robert Dominguez to use the Granger Musical Hall parking lot for overflow parking on Sunday, August 26, 2012 from approximately 10:30 am to 2 pm. ACTION: Motion by Sotelo-Solis, seconded by Rios, to bring the item onto the Agenda as Item No. 11a based on findings that there is a need to act and the need arose after the posting of the agenda. Item No. 4 (Minutes), Item Nos. 5 and 6 (Resolution Nos. 2012-179 and 2012-180), Item No. 7 and 8 (Warrant Registers), Item No. 9 (TUP). Motion by Sotelo-Solis, seconded by Rios, to pull Item No. 9, and to approve the remainder of the Consent Calendar. Carried by unanimous vote. APPROVAL OF MINUTES 4. SUBJECT: Approval of the Minutes of the Regular Meeting of the City Council and Community Development Commission — Housing Authority of the City of National City of July 17, 2012. (City Clerk) ACTION: Approved. See above. CONTRACT (C2010-3) 5. Resolution No. 2012-179. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL AUTHORIZING THE MAYOR TO EXECUTE A SECOND AMENDMENT TO THE AGREEMENT BETWEEN THE CITY OF NATIONAL CITY AND CLAIMS MANAGEMENT ASSOCIATES (CMA) INC., IN THE AMOUNT OF $4,965 PER MONTH TO PROVIDE LIABILITY CLAIMS ADJUSTING AND RISK MANAGEMENT SERVICES TO THE CITY OF NATIONAL CITY. (Administrative Services/Human Resources) ACTION: Adopted. See above. CONTRACT (C2002-25) 6. Resolution No. 2012-180. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING EQUIPMENT MODIFICATIONS FOR THE EXISTING WIRELESS FACILITY LOCATED AT 3359 CAGLE STREET KNOWN AS "SWEETVVATER HEIGHTS PARK," PURSUANT TO THE LEASE AGREEMENT DATED MAY 7, 2002, BETWEEN THE CITY OF NATIONAL CITY AND SPRINT PCS ASSETS LLC. (Engineering) ACTION: Adopted. See above. WARRANT REGISTER JULY 2012 — JUNE 2013 (202-1-27) 7. Warrant Register #3 for the period of 07/11/12 through 07/17/12 in the amount of $599,531.00. (Finance) ACTION: Ratified. See above. WARRANT REGISTER JULY 2012 — JUNE 2013 (202-1-27) 8. Warrant Register #4 for the period of 07/18/12 through 07/24/12 in the amount of $1,830,246.46. Temporary Use Permit — City of National City 125th Anniversary Picnic "A Celebration of History & Culture" at Kimball on September 22, 2012 from 11 a.m. to 3 p.m. This is a City -sponsored event. (Neighborhood Services) ACTION: Motion by Sotelo-Solis, seconded by Natividad, to approve the Temporary Use Permit with requested changes. Carried by unanimous vote. PUBLIC HEARING STREET VACATION ADMIN 2011-2020 (902-26-6) 10. Public Hearing — Street Vacation to vacate a portion of the public right-of- way on Hoover Avenue north of 22nd Street and a portion of the public right-of-way on Harding Avenue north of 22nd Street. (Applicant: Paradise Creek Housing Partners, L.P.) (Case File No. 2012-04 LS, SC) (Community Services) RECOMMENDATION: Staff recommends approval of the street vacation. TESTIMONY: None. ACTION: Motion by Sotelo-Solis, seconded by Rios, to close the Public Hearing. Carried by unanimous vote. NEW BUSINESS HARBOR FACILITY PLANNING / PROJECTS ADMIN (701-1-1) 11. Discussion regarding Unified Port of San Diego matters, including Marina District Vision Plan, Port CIP, Bayshore Bikeway, Port communications with the City of National City, and request for City Council direction. (City Manager/Engineering/Community Development) ACTION: This matter was taken up with Item No. 2. See above. GRANGER HALL ADMIN (702-12-1) 11a. Facility Use Request — Request by Reverend Dominguez to use the Granger Musical Hall parking lot for overflow Sunday, August 26, 2012 from approximately 10:30 am to 2 pm. ACTION: Motion by Sotelo-Solis, seconded by Natividad, to approve the Facility Use Request. Carried by unanimous vote. An informal request was made for additional information regarding the future use of the lot and the possibility of limiting access. No vote was taken. Book 94 / Page 179 08-21-2012 COMMUNITY DEVELOPMENT COMMISSION — HOUSING AUTHORITY OF THE CITY OF NATIONAL CITY HOUSING AUTHORITY 2012 (404-1-1) CITY WIDE HOUSING ADMIN (303-4-1) 12. Resolution No. 2012-8. Resolution of the Community Development Commission Housing Authority of the City of National City approving the Section 8 Management Assessment Program (SEMAP) for Fiscal Year ending June 30, 2012 and authorizing the submittal of the SEMAP to the U.S. Department of Housing and Urban Development. (Housing & Grants) RECOMMENDATION: Adopt the Resolution approving the Section 8 Management Assessment Program (SEMAP) and authorize the submittal of the SEMAP to the U.S. Department of Housing and Urban Development. TESTIMONY: None. ACTION: Motion by Natividad, seconded by Sotelo-Solis, to adopt the Resolution. Carried by unanimous vote. STAFF REPORTS CLOSED SESSION REPORT (509-1-4) 13. Closed Session Report. (City Attorney) City Attorney Claudia Silva stated there was nothing to report from the Closed Session. (See attached Exhibit `L') MAYOR AND CITY COUNCIL City Treasurer Beauchamp advised that the BSNF Railroad will have a train at the National City Depot on September 15, 2012 to help celebrate the City's 125th Anniversary. Council Member Natividad thanked Mr. Brian Clapper for acquiring 450 backpacks from COSTCO for Central School and asked for a report on his request for information regarding selling cars on the street and tents in residential areas. Vice Mayor Sotelo-Solis expressed thanks to COSTCO for the donation of backpacks and said she was approached about the need to revisit the facility use fee policy for Las Palmas Park. Council Member Rios reminded everyone about the 125th Anniversary event at the Fire Department and the Spirit of the Holidays breakfast at the American Legion Post #255. Mayor Morrison said he hoped the discussions with the Port District will prove to be an opportunity for improved communications between the City and Port District going forward. ADJOURNMENT Motion by Sotelo-Solis, seconded by Rios, to adjourn the meeting to the next Regular Meeting of the City Council and Community Development Commission — Housing Authority of the City of National City to be held Tuesday, September 4, 2012 at 6:00 p.m. at the Council Chambers, National City, California.
