MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
AND COMMUNITY DEVELOPMENT COMMISSION —
HOUSING AUTHORITY OF THE CITY OF NATIONAL CITY
September 18, 2012
The Regular Meeting of the City Council and Community Development
Commission — Housing Authority of the City of National City was called to order
at 6:07 p.m. by Mayor / Chairman Ron Morrison.
ROLL CALL
Council / Board members present: Morrison, Natividad, Rios, Sotelo-Solis.
Council / Board member absent: Zarate.
Administrative Officials present: Cissel, Dalla, Deese, Duong, Gonzales,
Manganiello, Parra, Raulston, Silva, Smith, Stevenson, Vergara, Williams.
Others present: City Treasurer Mitch Beauchamp and Student Representatives
Nallely Aceves and Kane Gillego.
PLEDGE OF ALLEGIANCE TO THE FLAG BY MAYOR RON MORRISON
PUBLIC ORAL COMMUNICATIONS
Neil Gamber, National City, urged the City to address some sidewalk issues at
2437 Highland Avenue.
Steven Dela Cruz, National City, expressed concerns about the planned closure
of skating rink on 24th Street.
Eddie Perez, National City, distributed flyers and invited the Council to the 'Hope
in the Park' event on October13th in Balboa Park
Pastor Meza from Highland Baptist Church requested his Temporary Use Permit
application be added to the agenda.
OFF AGENDA ITEM
SUBJECT: Request to add an Off -Agenda Item concerning a Temporary Use
Permit application for the 17th Year Anniversary for Highland Avenue
Baptist Church on September 21 and 22, 2012 from 2 p.m. to 10 p.m.
RECOMMENDATION: Add the item
ACTION: Motion by Sotelo-Solis, seconded by Natividad, to bring the item
onto the Agenda as Item No. 15a. Carried by the following vote, to -wit:

RECOMMENDATION: Approve with all conditions of staff.
TESTIMONY: Pastor Emilio Meza spoke in support and responded
to questions.
ACTION: Motion by Natividad, seconded by Sotelo-Solis, to
approve the Temporary Use Permit provided applicant meets with
staff and application has the approval of the City Manager. Carried
by the following vote, to -wit: Ayes: Morrison, Natividad, Rios,
Sotelo-Solis. Nays: None. Absent: Zarate. Abstain: None.

16. Follow up report regarding lifting of the current moratorium on pawn,

NUTRITION CENTER FLOOD CONSTITUTES AN EMERGENCY AND
AUTHORIZES THE CITY MANAGER TO PROCURE THE NECESSARY
CONTRACTUAL SERVICES, EQUIPMENT, MATERIALS, AND
SUPPLIES WITHOUT GIVING NOTICE FOR BIDS TO AWARD

OF NATIONAL CITY APPROPRIATING $300,000 FROM KIMBALL
TOWER REPLACEMENT RESERVE ACCOUNT TO COMPLETE
NUTRITION CENTER REPAIRS AND IMPROVEMENTS NOT COVERED
BY THE INSURANCE CARRIER. (Housing & Grants)
RECOMMENDATION: Adopt the Resolution.

City Attorney Claudia Silva stated there was nothing to report from the
Closed Session. (See attached Exhibit 'L')
MAYOR AND CITY COUNCIL
City Treasurer Beauchamp said he was pleased that the Nutrition Committee is
scheduled to meet to explore long term solutions to funding issues and
encourage the Council to continue to be aware of the importance of reserves.
Student Council Representatives Nallely Aceves and Kane Gillego reported on
the Education Summit to be held at Sweetwater on September 20th and the
football game on Friday, September 21st

Council Member Natividad reported that Emma Valero died at the age of 103.
Mr. Natividad reminded staff that he requested a report on the possible use of the
Granger Hall parking lot by the adjacent church; requested a report on the policy
for police check points; suggested an information meeting be held with staff
regarding the YMCA and said the Casa Seniors need more space.
Vice Mayor Sotelo-Solis referred to staff a reported problem in the street at 4th
and 'J' Avenue and encouraged that any survey done relating to senior citizen
issues be as thorough as possible.
Council Member Rios said she agreed with encouraging the hiring of local
people, spoke of the passing of Mrs. Valero, the senior citizen survey and
potential move; expressed appreciation to Armando Vergara for his response to
a citizens complaint and reported on her attendance at the League of California
Cities Convention.
Mayor Morrison said he also had some concerns about the recent senior survey
that was done; presented two checks from the Regional Solid Waste Association
to the City Manager and reported on the recent ribbon cutting for a large national
business headquartered in National City.

Regular Meeting of the City Council and Community Development Commission —
Housinq Authority of the City of National City to be held Tuesday, October 2,
2012 at 6:00 p.m. at the Council Chambers, National City, California. Carried by
the following vote, to -wit: Ayes: Morrison, Natividad, Rios, Sotelo-Solis. Nays:
None. Absent: Zarate. Abstain: None.
