Page 236 12-04-2012 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL AND COMMUNITY DEVELOPMENT COMMISSION — HOUSING AUTHORITY OF THE CITY OF NATIONAL CITY December 4, 2012 The Regular Meeting of the City Council and Community Development Commission — Housing Authority of the City of National City was called to order at 6:07 p.m. by Mayor / Chairman Ron Morrison. ROLL CALL Council / Board members present: Morrison, Natividad, Rios, Sotelo-Solis, Zarate. Administrative Officials present: Dalla, Deese, Duong, Manganiello, Parra, Raulston, Rodriguez, Silva, Smith, Stevenson, Williams. Others present: City Treasurer Mitch Beauchamp and Student Representatives Nallely Aceves. PLEDGE OF ALLEGIANCE TO THE FLAG BY MAYOR RON MORRISON CITY COUNCIL CONSENT CALENDAR ADOPTION OF CONSENT CALENDAR. Item No. 1 (Minutes), Item Nos. 2 and 3 (Warrant Registers). Motion by Natividad, seconded by Sotelo-Solis, to approve the Consent Calendar. Carried by unanimous vote. APPROVAL OF MINUTES 1. SUBJECT: Approval of the Minutes of the Adjourned Regular Meetings of the City Council and Community Development Commission - Housing Authority of the City of National City of May 22, 2012, July 24, 2012, October 30, 2012, and the Minutes of the Regular Meetings of September 4, 2012 and September 18, 2012, and a Special City Council Meeting of September 25, 2012. (City Clerk) ACTION: Approved. See above. WARRANT REGISTER JULY 2012 — JUNE 2013 (202-1-27) 2. Warrant Register #19 for the period of 10/31/12 through 11/06/12 in the amount of $956,990.81. BUSINESS RELATING TO GENERAL MUNICIPAL ELECTION NOVEMBER 6, 2012 ELECTION NOV 2012 ADMIN (505-23-1) 4. Resolution No. 2012-226. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 6, 2012, DECLARING THE RESULT AND SUCH OTHER MATTERS AS PROVIDED BY LAW. (City Clerk) ACTION: Motion by Natividad, seconded by Sotelo-Solis, to adopt the Resolution. Carried by unanimous vote. 5. RECOGNITION OF OUTGOING ELECTED OFFICIAL Mayor Morrison presented outgoing Councilmember Rosalie Zarate with two plaques commemorating her long and distinguished service to the community which began in 1990 and expressed appreciation for her leadership and dedicated service. County Supervisor Greg Cox thanked Councilmember Zarate for her service to the region, highlighted her accomplishments and presented a proclamation declaring December 4th as Rosalie Zarate Day in the County of San Diego. Vice Mayor Sotelo-Solis thanked Mrs. Zarate for the positive impact she had on the City and for being a trailblazer, said she was going to be missed and extended best wishes. Council Member Rios thanked Rosalie Zarate for 18 years of accomplishments and service to National City, commended her for being a pioneer and inspiration to woman, for her personal support and guidance the past two years and said it was an honor and pleasure to serve with her. Council Member Natividad expressed thanks to Member Zarate for her accomplishments and made special mention of all the work she did in the community over the years, especially in working with young women. RECOGNITION OF OUTGOING ELECTED OFFICIAL City Manager Leslie Deese stated, on behalf of all the employees, that Council Member Zarate will be missed immensely, personally thanked her for her support, guidance and on -going support of employees and for many years of working together for the community. City Manager Deese wished Mrs. Zarate all the best and said she will always be a part of National City. City Clerk Michael Dalla told Mr. Zarate that she was a true friend to the people of National City and that her calm quiet voice of reason will be missed. Council Member Zarate reflected on her years of service and said she is proud of what has been accomplishment over the years. Mrs. Zarate praised the City staff and departments and said she was proud to be a part of the team. She told her Council colleagues that that they faced many challenges and encouraged them to work together to make good decisions. 6. SWEARING IN OF NEWLY ELECTED CITY COUNCIL Lorena Gonzales administered the Oath of Office to newly re-elected Councilmember Alejandra Sotelo-Solis and newly elected Council Member Jerry Cano. City Clerk Michael Dalla administered the Oath of Office to newly re- elected City Treasurer Mitch Beauchamp. Maria Dalla administered the Oath of Office to newly re-elected City Clerk Michael Dalla. INCOMING ELECTED OFFICIALS' COMMENTS Vice Mayor Sotelo-Solis said she was truly humbled to have another opportunity to serve and make a difference. She expressed thanks to City Staff, family and friends, her husband, Arturo and all who voted to re-elect her and said she looked forward to working with her colleagues for a clean and safe community. Council Member Cano thanked everyone who actually voted for him, made special mention of those who worked hard to help him get elected and said he looked forward to working with each and every one on the City Council. City Clerk Dalla said that he has found being elected is a very special and humbling experience and public service very rewarding. He expressed gratitude for the support of the public, staff, community and his family. City Treasurer Mitch Beauchamp touched on his lengthy and varied community service over the years, the responsibility of his current position to make sure the public's funds are spent wisely and expressed thanks for the support he has received. PUBLIC ORAL COMMUNICATIONS Michelle Krug, San Diego, congratulated Alejandra Sotelo-Solis on her re- election. VICE MAYOR APPOINTMENT ADMIN (101-20-1) 8. Selection of the Vice Mayor. (City Attorney) ACTION: Motion by Sotelo-Solis, seconded by Rios, to appoint Member Natividad as the Vice Mayor. The motion was clarified by the maker and second that the appointment is for a two-year term. Carried by unanimous vote. Information was requested from staff on duties of the Mayor and Vice Mayor. PROCLAMATION PROCLAMATION ADMIN (102-2-1) 9. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT WITH KTU+A FOR A NOT -TO -EXCEED AMOUNT OF $270,000 TO PROVIDE TRANSPORTATION PLANNING AND PUBLIC OUTREACH SERVICES FOR IMPLEMENTATION OF NATIONAL CITY'S SMART... FOUNDATION (SAFE, MULTI -MODAL, ACCESSIBLE ROUTES TO...TRANSIT, WORK, SCHOOL, SERVICES AND RECREATION) PLAN. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY APPROVING AMENDMENT NO. 3 WHICH PROVIDES FOR AN ADDITIONAL (4) FOUR MONTH EXTENSION TO THE CURRENT AGREEMENT BETWEEN THE SAN DIEGO UNIFIED PORT DISTRICT AND THE CITY OF NATIONAL CITY FOR POLICE, FIRE AND EMERGENCY MEDICAL SERVICES. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT FOR AMENDMENT NO. 1 TO THE MEMORANDUM OF UNDERSTANDING BETWEEN THE SAN DIEGO UNIFIED PORT DISTRICT AND THE CITY OF NATIONAL CITY REGARDING THE NATIONAL CITY AQUATIC CENTER TO REVISE THE CONSTRUCTION COMMENCEMENT DEADLINE FROM DECEMBER 31, 2012 TO DECEMBER 31, 2013. Public Hearing — Proposed Street Vacation of the easterly (15) fifteen feet of G Avenue adjacent to 700 East 24th Street for a potential site of a new Social Security Office. (Applicant: Imperial Group) (Case File No. 2012- 07 SC) (Planning) **Companion Item #19** RECOMMENDATION: Staff concurs with the Planning Commission determination and recommends approval of the street vacation. ORDINANCE OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AMENDING TITLE 11, CHAPTER 11.16, SECTION 11.16.010 — SPEED ZONES DESIGNATED OF THE NATIONAL CITY MUNICIPAL CODE ESTABLISHING SPEED LIMITS ON VARIOUS STREETS BASED ON CERTIFIED ENGINEERING AND TRAFFIC SURVEYS. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING EXECUTION OF AN ORDER OF VACATION OF THE EASTERLY (15) FIFTEEN FEET OF G AVENUE ADJACENT TO 700 EAST 24TH STREET. Notice of Decision — Planning Commission approval of a Conditional Use Permit for an auto detailing business in the Westfield Plaza Bonita parking structure located at 3030 Plaza Bonita Road. (Applicant: Nahum Peralta) (Case File 2012-17 CUP) (Planning) RECOMMENDATION: Staff concurs with the decision of the Planning Commission and recommends that the Notice of Decision be filed. TESTIMONY: Nahum Peralta, the applicant, spoke in support. ACTION: Motion by Sotelo-Solis, seconded by Rios, to approve staff recommendation. Carried by unanimous vote. COMMUNITY DEVELOPMENT COMMISSION — HOUSING AUTHORITY OF THE CITY OF NATIONAL CITY NO AGENDA ITEMS STAFF REPORTS HUMAN RESOURCES DEPT ADMIN (1104-1-2) 21. Update on furlough closure. (Human Resources) REPORT: Human Resources Director Stacy Stevenson provided details of the planned furlough closure of all but essential of City services and facilities beginning December 24th and ending on January 7t . PERSONNEL ADMIN (604-6-1) 21a. Introduction of new Finance Director Mark Roberts. REPORT: City Manager Leslie Deese introduced Mr. Mark Roberts, the City's new Finance Director. MAYOR AND CITY COUNCIL Vice Mayor Natividad congratulated newly elected School Board Member Brian Clapper, inquired about use of the store front office at Plaza Bonita, asked staff to look into removal of vandalized news racks at 16th Street and Highland Avenue and political signs from the last election. Mr. Natividad asked for an update on auto sales on the street and tarps in residential neighborhoods, recommended Council Members and staff participate in the Colorado River Aqueduct Inspection Tour and welcomed Council Member Cano to the Council. Book 941 Page 244 12-04-2012 MAYOR AND CITY COUNCIL (cont.) Council Member Sotelo-Solis reported on the Diablos fundraising dinner, spoke about the problems of donation bins, reminded everyone about the tree lighting ceremony on December 6th and thanked her family, friends and supporters for electing her for another term on the City Council. Council Member Rios congratulated all of the newly elected and re-elected individuals, inquired about establishing criterion for proclamation requests, reported on the Heartland Communication Authority and extended Holiday Wishes to everyone. Council Member Cano thanked everyone who voted for him and made the following statement; "I just want to make it clear that I'm here to work for the City of National City. I'm not here to promote myself for whatever you guys might think is in the future for me. I'm here to work with you guys to concentrate in the City to work hard for the City, not to take pictures and I'm not here to win anyone over. I'm here to work for the citizens of National City". Mayor Morrison encouraged everyone to attend the City tree lighting event on Thursday and to visit the Naval Station to see the decorated ships. The Mayor recalled that tonight's meeting marked his 20th anniversary on the City Council and announced that he has been chosen to serve as President of the California Congress of Cities. ADJOURNMENT Motion by Sotelo-Solis, seconded by Rios, to adjourn the meeting to the next Regular Meeting of the City Council and Community Development Commission — Housinq Authority of the City of National City to be held Tuesday, December 18, 2012 at 6:00 p.m. at the Council Chambers, National City, California.
