ROLL CALL Council / Board members present: Cano, Morrison, Natividad, Rios, Sotelo-Solis. Administrative Officials present: Dalla, Deese, Duong, Gonzales, Manganiello, Parra, Raulston, Silva, Smith, Stevenson, Vergara, Williams. ACTION: Motion by Morrison, seconded by Sotelo-Solis, to re- appoint Cheryl Howrey-Colmenero & Gonzalo Quintero to the Traffic & Safety Committee. Carried by unanimous vote. Motion by Morrison, seconded by Rios, to re -appoint Gloria Bird and Nancy Nieto to the Library Board of Trustees. Carried by unanimous vote. Motion by Morrison, seconded by Sotelo-Solis to re -appoint Louise Branch and Nancy Estolano to the Community and Police Relations Commission (CPRC). Carried by unanimous vote. Motion by Morrison, seconded by Rios, to appoint Richard Wingfield to the Community and Police Relations Commission (CPRC) subject to a background check. Carried by unanimous vote. Motion by Morrison, seconded by Sotelo-Solis, to appoint Member Rios to the Bay Shore Bikeway Working Group; to appoint Member Rios as Primary and Member Cano as Alternate to the Heartland Communications; to appoint Member Sotelo-Solis as Alternate to the Metro Wastewater JPA; to appoint Member Natividad as 1st Alternate to SANDAG. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO SIGN A SERVICE LEVEL AGREEMENT FOR THE PROVISION OF A PORTION OF THE REGIONAL COMMAND AND CONTROL COMMUNICATIONS (3CS) TRANSPORT NETWORK FOR EXCLUSIVE USE OF THE SAN DIEGO COUNTY SHERIFF'S DEPARTMENT FOR CAL -ID DATA AS PART OF THE 3CS MEMORANDUM OF UNDERSTANDING. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO EXECUTE THE GRANT ASSURANCES FOR THE FY 12 STATE HOMELAND SECURITY GRANT PROGRAM FOR EQUIPMENT, TRAINING, EXERCISES, AND PLANNING FOR POLICE AND FIRE PERSONNEL. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING FUNDS IN THE AMOUNT OF $23,526 FOR THE REIMBURSABLE GRANT PURCHASE OF EQUIPMENT FOR THE POLICE AND FIRE DEPARTMENTS FROM THE FY 2012 STATE HOMELAND SECURITY GRANT PROGRAM. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO SIGN A MEMORANDUM OF AGREEMENT WITH THE UNIFIED SAN DIEGO COUNTY EMERGENCY SERVICES ORGANIZATION FOR THE TEMPORARY TRANSFER OF A MASS CASUALTY APPARATUS. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE EXTENSION OF THE EXISTING REGIONAL COMMUNICATIONS SYSTEM (RCS) CONTRACT WITH THE COUNTY OF SAN DIEGO UNTIL MARCH 31, 2016. THIS SECOND THREE YEAR EXTENSION TO THE AGREEMENT WILL PROVIDE PARTICIPATING AGENCIES CONTINUED SERVICE ON THE RCS WHILE COUNTY STAFF AND THE RCS BOARD OF DIRECTORS COMPLETE PLANNING EFFORTS FOR THE REPLACEMENT OF THE RCS SYSTEM AND TO DEVELOP A NEW PARTICIPATING AGENCY AGREEMENT. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE CITY OF NATIONAL CITY TO ENTER INTO AN AGREEMENT WITH THE STATE OF CALIFORNIA AND DESIGNATING THE CITY MANAGER TO SIGN THE AGREEMENT AND ANY AMENDMENTS THERETO, FOR THE "A" AVENUE GREEN STREET AND PEDESTRIAN PATHWAY PROJECT. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE FILING OF AN APPLICATION FOR SMART GROWTH INCENTIVE GRANT PROGRAM FUNDS THROUGH THE SAN DIEGO ASSOCIATION OF GOVERNMENTS IN THE AMOUNT OF $1,300,000 FOR THE HIGHLAND AVENUE SMART GROWTH CORRIDOR PROJECT; AND IF AWARDED THE GRANT, COMMITTING TO $900,000 IN MATCHING FUNDS, AUTHORIZING THE CITY MANAGER TO ACCEPT THE GRANT FUNDS, EXECUTE THE ATTACHED GRANT AGREEMENT WITH SANDAG WITH NO EXCEPTIONS, AND COMPLETE THE PROJECT. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE FILING OF AN APPLICATION FOR SMART GROWTH INCENTIVE GRANT PROGRAM FUNDS THROUGH THE SAN DIEGO ASSOCIATION OF GOVERNMENTS IN THE AMOUNT OF $2,000,000 FOR THE NATIONAL CITY DOWNTOWN-WESTSIDE COMMUNITY CONNECTIONS PROJECT; AND IF AWARDED THE GRANT, COMMITTING THE $2,200,00 IN MATCHING FUNDS, AUTHORIZING THE CITY MANAGER TO ACCEPT THE GRANT FUNDS, EXECUTE THE ATTACHED GRANT AGREEMENT WITH SANDAG WITH NO EXCEPTIONS, AND COMPLETE THE PROJECT. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE FILING OF AN APPLICATION FOR SMART GROWTH INCENTIVE GRANT PROGRAM FUNDS THROUGH THE SAN DIEGO ASSOCIATION OF GOVERNMENTS IN THE AMOUNT OF $400,000 FOR THE LAS PALMAS PARK EXPANSION HEALTH IMPACT AND BENEFIT ASSESSMENT; AND IF AWARDED THE GRANT, AUTHORIZING THE CITY MANAGER TO ACCEPT THE GRANT FUNDS, EXECUTE THE ATTACHED GRANT AGREEMENT WITH SANDAG WITH NO EXCEPTIONS, AND COMPLETE THE PROJECT. Continued Public Hearing — Street Vacation of the northerly 160 feet of the alley between 11th and 12th Streets, east of National City Blvd. as part of the Revolution 2 Project. (Applicant: The Focus Group) (Case File No. 2012-16 SC) (Planning) (Continued from Council meeting of 12/18/12) **Companion Item #22** RECOMMENDATION: Staff concurs with the Planning Commission determination and recommends approval of the Street Vacation. TESTIMONY: A written letter of protest was received from Attorney Douglas Dennington on behalf of the property owner of the Enterprise site. The letter was distributed to the City Council prior to the hearing and will be entered into the record by reference. ACTION: Motion by Sotelo-Solis, seconded by Rios, to close the Public Hearing. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE EXECUTION OF AN ORDER TO VACATE THE NORTHERLY 160 FEET OF THE ALLEY BETWEEN 11TH AND 12TH STREETS, EAST OF NATIONAL CITY BLVD. (Housing & Grants) Book 95 / Page 8 01-15-2013 MAYOR AND CITY COUNCIL Student Representative Aceves informed the Council that the dedication for Ms Laura Charles' theatre will be on January 24th from 6 to 8 pm. Vice Mayor Natividad spoke of the need for improved communication with the art group in the old library and recommended formation of a joint committee from the City and schools to discuss school safety. Council Member Sotelo-Solis commended the phenomenal work done by a multitude of community organizations and service groups to make the Holiday Season special for National City residents and said she was asked by California Senator Diane Feinstein's office to consider a resolution of support for gun legislation she has proposed. Council Member Rios thanked all the applicants for Boards and Commissions and the staff for the work that went into the new Municipal Code Title 16. She also complemented the Engineering Department for their efforts with Green Streets and grand funding. Council Member Cano said he has met with all departments except the City Clerk and thanked everyone for taking the time to meet with him and provide him with valuable information about their departments. Mayor Morrison added La Maestra Clinic and Christmas with Kids to the list of organizations that worked to make the holidays special for National City residents. Mayor Morrison reported that he has stepped down as Chairman of Sweetwater Authority but has been appointed as Vice Chair. ADJOURNMENT The meeting was adjourned in honor of Mr. Pete Salcedo. Motion by Sotelo-Solis, seconded by Rios, to adjourn the meeting to the next Regular Meeting of the City Council and Community Development Commission — Housing Authority of the City of National City to be held Tuesday, February 5, 2013 at 6:00 p.m. at the Council Chambers, National City, California.
