ROLL CALL Council / Board members present: Cano, Morrison, Natividad, Rios, Sotelo-Solis. Administrative Officials present: Dalla, Deese, Duong, Gonzales, Manganiello, Olson, Parra, Raulston, Roberts, Silva, Smith, Stevenson. Others present: City Treasurer Mitch Beauchamp and Student Representatives Nallely Aceves and Kane Gillego. PLEDGE OF ALLEGIANCE TO THE FLAG BY MAYOR RON MORRISON PUBLIC ORAL COMMUNICATIONS The President and Student Council members from Central Elementary School introduced themselves, discussed their duties and current school activities and thanked the City Council and staff for their recent City Hall tour. Ms. Sotelo, teacher at Central, expressed thanks for the recent tour and informed everyone about their current fund raising efforts on behalf of a student who has leukemia. CITY COUNCIL CONSENT CALENDAR ADOPTION OF CONSENT CALENDAR. Item No. 1 (Minutes), Item Nos. 2 through 6 (Resolution Nos. 2013-28 through 2013-32), Item Nos. 7 and 8 (Warrant Registers), Item Nos. 9 and 10 (TUP). Motion by Sotelo-Solis, seconded by Natividad, to pull Item Nos. 2 and 3, and to approve the remainder of the Consent Calendar. Carried by unanimous vote. APPROVAL OF MINUTES 1. SUBJECT: Approval of the Minutes of the Regular Meetings of the City Council and Community Development Commission — Housing Authority of the City of National City of February 19, 2013. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE INSTALLATION OF ANGLE PARKING ON THE EAST SIDE OF HAFFLEY AVENUE BETWEEN W. 19TH STREET AND BAY MARINA DRIVE AND 20-FOOT LONG PARALLEL PARKING STALLS ON THE WEST SIDE TO ADDRESS VEHICLE STORAGE ISSUES REGARDING LARGE TRUCKS AND DETACHED TRAILERS. (TSC 2013-01) (Engineering) TESTIMONY: Alan Cooper and Jode Jurdi, representing Univar Corporation submitted written materials and made a presentation requesting modification of the proposed parking changes. ACTION: Motion by Rios, seconded by Sotelo-Solis, to refer request to the Traffic Safety Committee. Motion was withdrawn. Motion by Rios, seconded by Sotelo-Solis, to refer entire item back to the Traffic Safety Committee. Carried by unanimous vote. PARKING & TRAFFIC CONTROL ADMIN 2013 (801-2-34) 3. Resolution No. 2013-29. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE INSTALLATION OF REFLECTORIZED CURVE WARNING SIGNS AND 20 FEET OF RED CURB "NO PARKING" ALONG THE 3100 BLOCK OF CAGLE STREET TO ENHANCE SAFETY. (TSC 2013-02) (Engineering) TESTIMONY: Maria Munoz, National City, spoke in opposition to the installation of red curb and requested speed humps instead. Adelina Touar, National City, spoke in opposition to the red curb. ACTION: Motion by Sotelo-Solis, seconded by Rios to continue the item to get additional information. Carried by the following vote, to -wit: Ayes: Cano, Morrison, Rios, Sotelo-Solis. Nays: Natividad. Absent: None. Abstain: None. PARKING & TRAFFIC CONTROL ADMIN 2013 (801-2-34) 4. Resolution No. 2013-30. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING CHANGES TO CURBSIDE PARKING AND PASSENGER LOADING ON E. 30TH STREET ADJACENT TO SWEETWATER HIGH SCHOOL TO ADDRESS ISSUES RELATED TO STUDENT DROP-OFF/PICK-UP, PUBLIC PARKING, TRAFFIC CONGESTION AND SAFETY. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY TO: 1) AWARD A CONTRACT IN THE NOT TO EXCEED AMOUNT OF $813,949.15 TO KOCH-ARMSTRONG GENERAL ENGINEERING, INC. FOR THE NATIONAL CITY CITYWIDE PEDESTRIAN CROSSINGS PROJECT, SPECIFICATION NUMBER 12- 12; 2) AUTHORIZE THE MAYOR TO EXECUTE THE CONTRACT, AND 3) AUTHORIZE 15% CONTINGENCY IN THE AMOUNT OF $122,092.37 FOR ANY UNFORESEEN CHANGES. (CIP Project funded by CDBG and Prop A) (Engineering) ACTION: Adopted. See above. SOLID WASTE / RECYCLING (911-1-6) 6. Resolution No. 2013-32. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY SUPPORTING AND APPROVING THE SUBMITTAL OF AN APPLICATION TO RENEW AND EXPAND THE RECYCLING MARKET DEVELOPMENT ZONE AND AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO EXECUTE ALL DOCUMENTS AND ACTIVITIES NECESSARY TO ADMINISTER THE RECYCLING MARKET DEVELOPMENT ZONE PROGRAM. THIS ACTION HAS NO FINANCIAL IMPACT TO THE CITY. (Public Works) ACTION: Adopted. See above. WARRANT REGISTER JULY 2012 — JUNE 2013 (202-1-27) 7. Warrant Register #32 for the period of 01/30/13 through 02/05/13 in the amount of $2,683,391.07. (Finance) ACTION: Ratified. See above. TEMPORARY USE PERMITS 2013 (203-1-29) 9. Temporary Use Permit — 6th Annual Community Easter Egg Hunt 2013 sponsored by Cornerstone Church of San Diego at Las Palmas Park on March 30, 2013 from 11 a.m. to 3 p.m. with no waiver of fees. Temporary Use Permit — American Cancer Society's National City Relay for Life at Kimball Park from August 23, 2013 starting at 9 a.m. and concluding August 25, 2013 at 9 a.m. This is a City co -sponsored event pursuant to City Council Policy #804. (Neighborhood Services) ACTION: Approved. See above. NON CONSENT RESOLUTIONS FINANCIAL MANAGEMENT 2012 — 2013 (204-1-28) GRANT / PUBLIC SAFETY (206-4-27) 11. Resolution No. 2013-33. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING MID -YEAR BUDGET ADJUSTMENTS BY APPROVING THE DESIGNATION OF THE GENERAL FUND CONTINGENCY RESERVE, AND ESTABLISHING A SELF -REPLENISHING ENVIRONMENTAL MONITORING ACCOUNT; AND RATIFYING ACTIONS RELATED TO THE APPROPRIATION OF FUNDS FOR THE 125TH ANNIVERSARY, AND THE ACCEPTANCE OF SAN DIEGO COUNTY LAW ENFORCEMENT FOUNDATION GRANT FUNDS. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE REINVESTMENT OF $2 MILLION IN THE CERTIFICATE OF DEPOSIT ACCOUNT REGISTRY SERVICES (CDARS) PROGRAM WITH NEIGHBORHOOD NATIONAL BANK FOR A ONE-YEAR TERM. (Finance) RECOMMENDATION: Adopt the Resolution. TESTIMONY: None. ACTION: Motion by Natividad, seconded by Rios, to adopt the Resolution. Carried by unanimous vote. Request to authorize the National City Fire Department to utilize R-1 Seagraves Fire Engine in the St. Patrick's Day Parade in San Diego on March 16, 2013. (Fire) RECOMMENDATION: Approve staff request to use R-1 Seagraves Fire Engine in St. Patrick's Day Parade on March 16, 2013. TESTIMONY: None. ACTION: Motion by Rios, seconded by Sotelo-Solis, to approve staff recommendation. Carried by unanimous vote. BOARDS & COMMISSIONS ADMIN (101-1-1) 14. Discussion of Alternate Member Process — Boards & Commissions. (City Clerk) **Continued from Council meeting 02/20/13** RECOMMENDATION: None. TESTIMONY: None. ACTION: It was requested that attendance records for Boards & Commissions be compiled and be brought back to the City Council within the next 30 days and the annual Maddy Act list of board members and expiration dates be posted on the city web page. CITY MANAGER / REPORTS ADMIN (1104-1-12) 15. Staff Report — Collaborative efforts between the City of National City and National City Schools. (City Manager) RECOMMENDATION: Receive and file. ACTION: Accepted and filed. COMMUNITY DEVELOPMENT COMMISSION — HOUSING AUTHORITY OF THE CITY OF NATIONAL CITY HOUSING AUTHORITY 2013 (404-1-2) CONTRACT (C2013-11) 16. Resolution No. 2013-12. RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION HOUSING AUTHORITY OF THE CITY OF NATIONAL CITY AUTHORIZING THE CHAIRMAN TO EXECUTE A SERVICES AND ACCESS AGREEMENT, AND A GRANT OF EASEMENT AND MEMORANDUM OF AGREEMENT WITH COX COMMUNICATIONS CALIFORNIA, LLC TO PROVIDE COMMUNICATIONS AND OTHER SERVICES TO THE RESIDENTS OF MORGAN TOWER LOCATED AT 1415 D AVENUE. Book 95 / Page 33 03-05-2013 STAFF REPORTS HOUSING & GRANTS DEPT ADMIN (1104-1-9) 17. Update on Federal Sequestration. (Housing & Grants) STAFF REPORT: Alfredo Ybarra, Housing Manager identified the following National City programs which will be impacted by the $85 Billion dollars in Federal spending cuts that went into effect March 1st: Community Development Block Grants, HOME Investment Partnership, Section 8 vouchers, COPS program, Burns Assistance and JAG grants and Nutrition Center funding. The full impacts of the cuts will not all be felt immediately but staff will keep the City Council informed as they progress. 17a. Police Chief Adolfo Gonzales announced that he has accepted a new position with the San Diego County District Attorney's Office. Chief Gonzales thanked the Mayor, City Council and City Manager for the opportunity to serve as Police Chief. Mayor Morrison and Council Members expressed their appreciation for the service provided by Chief Gonzales, congratulated him on his new position and extended best wishes. CLOSED SESSION REPORT (509-1-4) 18. Closed Session Report. (City Attorney) City Attorney Claudia Silva stated there was nothing to report from the Closed Session. (See attached Exhibit `L') MAYOR AND CITY COUNCIL Student Representative Nallely Aceves invited everyone to participate in the blood drive at Sweetwater on March 7th City Treasurer Mitch Beauchamp thanked the City Council for their support of Certificate of Deposit Account Registry Services (CDARS) and thanked Police Chief Gonzales for his contribution to the City. Vice Mayor Natividad requested reports on plan check costs, South Bay Community Services program status and the planned recruitment to fill the Police Chief vacancy. Council Member Sotelo-Solis informed the public that Read Across America Day has been going on for the past two weeks and reported on the recent Sweetwater High Alumni softball game with the varsity which is now coached by former teacher Maryann Perrault. Book 95 / Page 34 03-05-2013 MAYOR AND CITY COUNCIL (cont.) Council Member Rios reported that she also participated in the Read Across America Day and complimented City staff on their level of participation with the program. Mayor Morrison provided background information and explained the omissions and discrepancies in two Union Tribune Newspaper articles; one dealing with Public Relations funding by the San Diego Association of Governments (SANDAG) and the other comparing retirement costs of local public agencies.
