ROLL CALL Council / Board members present: Cano, Morrison, Natividad, Rios, Sotelo-Solis. Administrative Officials present: Dalla, Deese, Duong, Gonzales, Manganiello, Parra, Raulston, Roberts, Rodriguez, Silva, Smith, Stevenson, Vergara, Williams. Others present: Student Representatives Nallely Aceves and Kane Gillego. PLEDGE OF ALLEGIANCE TO THE FLAG BY MAYOR RON MORRISON PUBLIC ORAL COMMUNICATIONS Sunshine Horton, El Cajon, thanked departing Police Chief Adolfo Gonzales for his leadership and service and bid him farewell. Carolina Martinez, Environmental Health Coalition, requested Item No. 27 be moved up on the agenda. Mayor Morrison ruled that the item was a report and not an action item and denied the request. ACTION: Motion by Sotelo-Solis, seconded by Natividad, to grant the request and move the item up. Carried by the following vote, to -wit: Ayes: Natividad, Rios, Sotelo-Solis. Nays: Cano, Morrison. Absent: None. Abstain: None. Item will be taken up after Item No. 20. Eddie Perez, National City, said he has noticed a lot of cars parked on the west side limiting the parking available for residents. He also expressed concern that residents attending City Council Meetings must wait a long time to speak on their item. Carried by unanimous vote. Ballots were then distributed to fill an unexpired term on the Civil Service Commission. City Clerk Dalla collected and tabulated the ballots. Mayor Morrison cast his vote for Alyssa Robledo. Member Cano cast his vote for Alyssa Robledo. Member Rios cast her vote for Alyssa Robledo. Vice Mayor Natividad cast his vote for Natalie Limbaga. Member Sotelo-Solis cast her vote for Natalie Limbaga. Motion by Rios, seconded by Natividad to appoint Alyssa Robledo to the Civil Service Commission. Carried by unanimous vote. No action was taken on the Community & Police Relations Commission or Public Art Committee. CONSENT CALENDAR ADOPTION OF CONSENT CALENDAR. Public Hearing of the City Council of the City of National City to consider the annual adjustment to the Transportation Development Impact Fee (TDIF), pursuant to NCMC Section 4.52.100 and consistent with Government Code Section 66017, proposing to increase the TDIF by 2%, as required by San Diego Association of Governments (SANDAG), resulting in the fee adjusting from $2,209 per unit. (Housing and Grants) RECOMMENDATION: Conduct the Public Hearing and make recommendations for the CDBG and HOME funding allocations from the sources identified in the Financial Statement. Carried by unanimous vote. The next category considered was CDBG Program Planning and Administration for FY 2013-2014. The estimated entitlement is $147,964. Item No. n/a City — Community Development / CDBG Program Administration ACTION: Motion by Sotelo-Solis, seconded by Rios, for full funding of $112,964. Carried by unanimous vote. Carried by unanimous vote. The next category considered was the FY 2013-2014 HOME Investment Partnerships (HOME) Program with an estimated Entitlement of $306,790. Item No. n/a City — Housing and Grants / Owner -Occupied Rehabilitation Program ACTION: Motion by Sotelo-Solis, seconded by Rios, for full funding of $276,111. Carried by unanimous vote. Item No. n/a City — Housing and Grants / Program Administration ACTION: Motion by Sotelo-Solis, seconded by Rios, for full funding of $30,679. Carried by unanimous vote. A recess was called at 9:00 p.m. The meeting reconvened at 9:15 p.m. Members Present: Morrison, Natividad, Cano, Rios, Sotelo-Solis A listing of programs approved for funding was distributed to each member of the City Council. The City Council was then asked to rank the approved programs in priority order (with #1 being the highest) in the event total CDBG funding is reduced for 2013-2014. The sheets were then collected, tallied and reported back to the City Council. Individual ranking sheets and the results of the rankings are attached as Exhibit "A" and Exhibit "B". The tabulation of the individual rankings resulted in a tie for second place between "At Risk Youth — Supreme Teens" and "Domestic Violence Response Team". ACTION: Motion by Sotelo-Solis, seconded by Cano, to break the tie by making the Supreme Teens ranking No. 2 and "Domestic Violence Response Team" ranking No. 3. Carried by unanimous vote. Motion by Cano, seconded by Rios, to accept the final rankings. Carried by unanimous vote. Book 95 / Page 47 03-19-2013 PUBLIC HEARINGS (cont.) BLOCK GRANT PROGRAM ADMIN 2013 — 2014 (406-1-28) 20. Public Hearing No. 1 of 2 (continued). Staff indicated that the final rankings would be made available for a 30 day public review and comment period and be back before the City Council on May 7, 2013 for a second public hearing and final adoption. Item No. 27 was taken up next. Vice Mayor Natividad left the meeting at 9:26 p.m. NEW BUSINESS SPECIFIC PLAN — WESTSIDE (417-1-10) 27. A report on the meetings with property owners and business owners ranking within the top ten of nonconforming uses surveyed within the Westside Specific Plan and the amortization process. (Planning) RECOMMENDATION: Accept and file the Report. TESTIMONY: Eddie Perez, National City, spoke in support of moving forward with the process. Carolina Martinez, representing the Environmental Health Coalition supports moving forward with the Ordinance as soon as possible.
