MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
AND COMMUNITY DEVELOPMENT COMMISSION —
HOUSING AUTHORITY OF THE CITY OF NATIONAL CITY
March 19, 2013
The Regular Meeting of the City Council and Community Development
Commission — Housing Authority of the City of National City was called to order
at 6:07 p.m. by Mayor / Chairman Ron Morrison.
ROLL CALL
Council / Board members present: Cano, Morrison, Natividad, Rios, Sotelo-Solis.
Administrative Officials present: Dalla, Deese, Duong, Gonzales, Manganiello,
Parra, Raulston, Roberts, Rodriguez, Silva, Smith, Stevenson, Vergara, Williams.
Others present: Student Representatives Nallely Aceves and Kane Gillego.
PLEDGE OF ALLEGIANCE TO THE FLAG BY MAYOR RON MORRISON
PUBLIC ORAL COMMUNICATIONS
Sunshine Horton, El Cajon, thanked departing Police Chief Adolfo Gonzales for
his leadership and service and bid him farewell.
Carolina Martinez, Environmental Health Coalition, requested Item No. 27 be
moved up on the agenda. Mayor Morrison ruled that the item was a report and
not an action item and denied the request.
ACTION: Motion by Sotelo-Solis, seconded by Natividad, to grant the
request and move the item up. Carried by the following vote, to -wit: Ayes:
Natividad, Rios, Sotelo-Solis. Nays: Cano, Morrison. Absent: None.
Abstain: None.
Item will be taken up after Item No. 20.
Eddie Perez, National City, said he has noticed a lot of cars parked on the west
side limiting the parking available for residents. He also expressed concern that
residents attending City Council Meetings must wait a long time to speak on their
item.

Flores and Roberto Garcia to the Planning Commission for full
terms of four years. Carried by unanimous vote.
Ballots were then distributed to fill an unexpired term on the Civil
Service Commission. City Clerk Dalla collected and tabulated the
ballots. Mayor Morrison cast his vote for Alyssa Robledo. Member
Cano cast his vote for Alyssa Robledo. Member Rios cast her vote
for Alyssa Robledo. Vice Mayor Natividad cast his vote for Natalie
Limbaga. Member Sotelo-Solis cast her vote for Natalie Limbaga.
Motion by Rios, seconded by Natividad to appoint Alyssa Robledo
to the Civil Service Commission. Carried by unanimous vote.
No action was taken on the Community & Police Relations
Commission or Public Art Committee.

the annual adjustment to the Transportation Development Impact Fee

Community Development Block Grant (CDBG) and HOME Investment

A recess was called at 9:00 p.m.
The meeting reconvened at 9:15 p.m.
Members Present: Morrison, Natividad, Cano, Rios, Sotelo-Solis
A listing of programs approved for funding was distributed to each member of the
City Council. The City Council was then asked to rank the approved programs in
priority order (with #1 being the highest) in the event total CDBG funding is
reduced for 2013-2014. The sheets were then collected, tallied and reported
back to the City Council. Individual ranking sheets and the results of the
rankings are attached as Exhibit "A" and Exhibit "B". The tabulation of the
individual rankings resulted in a tie for second place between "At Risk Youth —
Supreme Teens" and "Domestic Violence Response Team".
ACTION: Motion by Sotelo-Solis, seconded by Cano, to break the tie by
making the Supreme Teens ranking No. 2 and "Domestic Violence
Response Team" ranking No. 3. Carried by unanimous vote.
Motion by Cano, seconded by Rios, to accept the final rankings. Carried
by unanimous vote.

RECOMMENDATION: It is staff's recommendation that the City Council
approve this Agreement with the San Diego Unified Port District for Police,
Fire and Emergency Medical Services for the period July 1, 2012 through
June 30, 2021.

23. General Plan Annual Progress Report for 2012 pursuant to California
Government Code Section 65400(a)(2), which establishes the requirement
that the City prepare an annual report on the status of the General Plan
and the implementation of the Housing Element using forms and
definitions adopted by the California Department of Housing and
Community Development. (Planning)
RECOMMENDATION: Accept and file the Report, and direct staff to
submit the Report to the Governor's Office of Planning and Research
(OPR), the Department of Housing and Community Development (HCD),
and the San Diego Association of Governments (SANDAG).

29. Identified sequestration impacts on City programs. (Housing and Grants)
Alfredo Ybarra, Housing Manager, reported on developing information
regarding the impacts of the Federal Government's budget sequestration
impacts on the City including a decrease in Section 8 payments from the
Department of Housing and Urban Development (HUD) of $52,000 per
month. The impacts of that decrease will result in increased costs to
Section 8 recipients.
29a. City Attorney Claudia Silva introduced the newest part-time member of her
staff, Attorney Lisa Cusato.

30. Discussion of Immigration Reform. (Council Initiated)
ACTION: Carried over to the next meeting.
City Treasurer Beauchamp expressed concern about increasing numbers of
foreclosure occurring in the City; suggested that it would be worthwhile to check
into the meals -on -wheels program sponsored by SDG&E; consider higher fees
for yard sale participants without permits and pursue enforcement efforts against
organized scavengers stealing from residential recycle bins.
Council Member Sotelo-Solis complimented staff for the CDBG and amortization
efforts and presentation and the very professional public safety drill conducted at
Sweetwater High School. Member Sotelo-Solis also acknowledged City Attorney
Claudia Silva for being recognized by the Union Tribune as one of their "Making
a Difference Latino Leaders" for her work with the Girl Scouts.
Council Member Rios reminded everyone about three upcoming events; the Job
Fair on April 3rd, the Bocce Ball fund raiser by the Rotary Club and the Talent
Contest at Sweetwater High School on April 5tn
CLOSED SESSION REPORT (509-1-4)
31. Closed Session Report. (City Attorney)
City Attorney Claudia Silva disclosed that the City Council authorized
initiation of litigation in Closed Session. However, the name of the party
will not be disclosed at this time so as not to affect the ability to serve the
party. The name will be disclosed upon request after service is
accomplished. (See attached Exhibit `L')
