SUBJECT: Approval of the Minutes of the Regular Meeting of the City Council and Community Development Commission — Housing Authority of the City of National City of April 2, 2013. (City Clerk) ACTION: Approved. See above. CONTRACT (C2003-46) 7. Resolution No. 2013-54. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO EXECUTE A THIRD AMENDMENT TO THE CURRENT CONTRACT WITH ATKINS NORTH AMERICA, INC. FOR SEWER BILLING SERVICES, TAX ROLL PREPARATION/FINANCIAL ADMINISTRATIVE SERVICES FOR THE NOT TO EXCEED AMOUNT OF $45,867 FOR FISCAL YEAR ENDING 2014. THE APPROPRIATIONS FOR THE PRIOR YEARS HAVE BEEN EXPENDED AND THIS THIRD AMENDMENT TO THE CURRENT CONTRACT WILL INCREASE THE OVERALL AGREEMENT TO $137,601. APPROVING THE FINAL CONTRACT AMOUNT OF $29,675.00, AUTHORIZING THE RELEASE OF RETENTION AND RATIFY THE FILING OF A NOTICE OF COMPLETION FOR THE UNDERGROUND STORAGE TANK REMOVAL PROJECT, 2020 HOOVER AVENUE, SPECIFICATION NO. 12-08. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY WAIVING THE BID PROCESS BY UTILIZING WESTERN STATES CONTRACTING ALLIANCE (WSCA) CONTRACT B27160, AND AUTHORIZING THE PURCHASE FROM DELL INC. OF DESKTOP COMPUTERS, AND MICROSOFT OFFICE SOFTWARE FOR AN AMOUNT NOT TO EXCEED $234,870.00. (Information Technology) ACTION: Adopted. See above. TEMPORARY USE PERMITS 2013 (203-1-29) 10. TEMPORARY USE PERMIT — Movies in the Park on June 14th, July 12th, August 9th and September 13th, 2013 at various city locations from 6pm to 9pm. This is a National City sponsored event per Council Policy #804. (Neighborhood Services) ACTION: Approved. See above. WARRANT REGISTER JULY 2012 — JUNE 2013 (202-1-27) 11. Warrant Register #37 for the period of 03/06/13 through 03/12/13 in the amount of $469,433.02. (Finance) ACTION: Ratified. See above. WARRANT REGISTER JULY 2012 — JUNE 2013 (202-1-27) 12. Warrant Register #38 for the period of 03/13/13 through 03/19/13 in the amount of $1,633,649.63. (Finance) ACTION: Ratified. See above. PUBLIC HEARING CITY WIDE HOUSING ADMIN (303-4-1) 13. Public Hearing on the Housing Element General Plan Amendment (Case No. 2013-08 GP), pursuant to Article 10.6 of the Government Code (Sections 65880 et al), a comprehensive strategy for promoting the production, preservation, and maintenance of affordable housing to meet current and future community housing needs. (Planning) STAFF PRESENTATION: Copy on file in the Office of the City Clerk. RECOMMENDATION: On March 18, 2013, the Planning Commission held a public hearing and adopted Resolution No. 07-2013 recommending that the City Council adopt the Housing Element Update General Plan Amendment (Case No. 2013-08 GP). TESTIMONY: Carolina Martinez, Environmental Health Coalition Representative, encouraged the City Council to continue to emphasize and increase the number of low and moderate income housing units. ACTION: Motion by Sotelo-Solis, seconded by Rios, to close the Public Hearing. Carried by the following vote, to -wit: Ayes: Morrison, Natividad, Rios, Sotelo-Solis. Nays: None. Absent: Cano. Abstain: None. NON CONSENT RESOLUTIONS CITY WIDE HOUSING ADMIN (303-4-1) 14. Resolution No. 2013-57. RESOLUTION ADOPTING THE HOUSING ELEMENT UPDATE GENERAL PLAN AMENDMENT (CASE NO. 2013- 08 GP), PURSUANT TO ARTICLE 10.6 OF THE GOVERNMENT CODE (SECTIONS 65880 ET AL), A COMPREHENSIVE STRATEGY FOR PROMOTING THE PRODUCTION, PRESERVATION, AND MAINTENANCE OF AFFORDABLE HOUSING TO MEET CURRENT AND FUTURE COMMUNITY HOUSING NEEDS. (Planning) RECOMMENDATION: Adopt the Housing Element Update General Plan Amendment (Case No. 2013-08 GP). TESTIMONY: None. ACTION: Motion by Rios, seconded by Sotelo-Solis, to adopt the Resolution. TEMPORARY USE PERMIT — Safe Summer Slam sponsored by Operation Samahan at 2841 Highland Avenue on May 18, 2013 from 8 am to 5 pm with no waiver of fees. (Neighborhood Services) RECOMMENDATION: Approve the Application for a Temporary Use Permit subject to compliance with all conditions of approval with no waiver of fees. TESTIMONY: None. TEMPORARY USE PERMIT — Mabuhay Festival & 115th Philippine Independence Celebration at Kimball Park on June 8, 2013 from 10 a.m. to 4 p.m. with no waiver of fees. (Neighborhood Services) RECOMMENDATION: Approve the Application for a Temporary Use Permit subject to compliance with all conditions of approval with no waiver of fees. TESTIMONY: None. Abstain: None. COUNCIL POLICY MANUAL (102-13-1) 17. Proposed dates for a City Council workshop on City Council Policy Manual (Chapter 100 Policies). (City Manager) RECOMMENDATION: Consider a date to schedule a Council Workshop to review and update the Chapter 100 policies. TESTIMONY: None. ACTION: Motion by Natividad, seconded by Rios, to schedule a Council Policy Workshop for June 11, 2013. Carried by the following vote, to -wit: Ayes: Morrison, Natividad, Rios, Sotelo-Solis. Nays: None. Absent: Cano. Abstain: None. BOYS / GIRLS CLUB ADMIN (109-5-1) 18. Request from the Boys & Girls Clubs of Greater San Diego to re -name the National City Branch in recognition of a prospective donor willing to contribute $1 million to the National City Branch. (City Manager/City Attorney) RECOMMENDATION: Provide direction on whether to allow a name change to the building, and if so, whether such name change can be reflected on the signage of the building. Any such change will require appropriate legal documents to be prepared and returned for approval by the Council. TESTIMONY: Danny Sherlock, President and CEO of Boys & Girls Clubs of Greater San Diego, made a presentation, provided background information and requested approval for the request. Request from the Boys & Girls Clubs of Greater San Diego (continued). ACTION: Motion by Natividad, seconded by Rios, to approve re- naming the National City Branch in recognition of a prospective donor. Carried by the following vote, to -wit: Ayes: Morrison, Natividad, Rios, Sotelo-Solis. Nays: None. Absent: Cano. Abstain: None. Staff to return in the future with necessary items for City Council action. COMMUNITY DEVELOPMENT COMMISSION — HOUSING AUTHORITY OF THE CITY OF NATIONAL CITY NO AGENDA ITEMS STAFF REPORTS Police Chief Manuel Rodriguez gave a verbal update on newly released Regional Crime Statistics. City Engineer Steve Manganiello reported on upcoming street closures planned for Sweetwater Road in conjunction with freeway construction. Administrative Services Director Stacey Stevenson updated the City Council on the schedule for the migration of the agenda process and distribution to Apple !- Pads for City Council and staff. MAYOR AND CITY COUNCIL Vice Mayor Natividad praised the new agenda format and acknowledged the efforts of city staff and the Lions Club for their efforts on behalf of the Urban Institute Little League event that will bring teams from many places to the City. Council Member Sotelo-Solis thanked the Wellness Team for the gift baskets provided to the City Council and mentioned a communication she received praising the fact that City Council agendas are now available on-line. Council Member Rios reminded everyone about the Take Back Drug event hosted by the Police Department on April 27th and shared the projection by the San Diego Association of Governments (SANDAG) that by 2050 twenty percent of the population of San Diego will be 65 years old or older. Mayor Morrison listed the many events occurring during the next two weeks including the Urban Institute Little League Jamboree, the Butterfly Park event, Mariachi Festival and the Drug Take Back at the Police Department. CLOSED SESSION REPORT City Attorney Claudia Silva stated there was nothing to report from the Closed Session. (See attached Exhibit `L') ADJOURNMENT Motion by Sotelo-Solis, seconded by Rios, to adjourn the meeting to the next Adjourned Regular Meeting of the City Council and Community Development Commission — Housing Authority of the City of National City — Strategic Planning and FY 2013-2014 Budget Workshop to be held Tuesday, April 30, 2013 at 6:00 p.m. at the Council Chambers, National City, California.
