MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
AND COMMUNITY DEVELOPMENT COMMISSION —
HOUSING AUTHORITY OF THE CITY OF NATIONAL CITY
May 21, 2013
The Regular Meeting of the City Council and Community Development
Commission — Housing Authority of the City of National City was called to order
at 6:05 p.m. by Mayor / Chairman Ron Morrison.
ROLL CALL
Council / Board members present: Cano, Morrison, Natividad, Rios, Sotelo-Solis.
Administrative Officials present: Dalla, Deese, Duong, Manganiello, Parra,
Raulston, Roberts, Rodriguez, Silva, Smith, Vergara, Williams.
Others present: Student Representatives Nallely Aceves.
PLEDGE OF ALLEGIANCE TO THE FLAG BY MAYOR RON MORRISON
PUBLIC ORAL COMMUNICATIONS
Brian Clapper, National City, brought to the attention of the City Council that
Alliant University was scheduled to move into the Sweetwater Adult School
Campus in National City,
Janice Pedroza, National City, asked for support for an Ordinance to deal with
the problem of second hand smoke in multi -family units.
Jerine Guevara, National City, spoke in support of an Ordinance to deal with
second hand smoke.
Carlo Cazares, no address given, spoke in support of an Ordinance to deal with
second hand smoke.
Eddie Perez, San Diego, spoke against the action of the City Council to enter into
an agreement with the YMCA to operate Las Palmas Pool and Camacho Gym.

(Warrant Registers). Motion by Natividad, seconded by Sotelo-Solis, to approve
the Consent Calendar. Carried by unanimous vote.

THE CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO
AMEND THE CITY'S CURRENT CONTRACT WITH MOYNAHAN'S
TOWING AND A TO Z ENTERPRISES DBA ROAD ONE TOWING, TO
INCREASE FEES PER SECTION 3.5 RE -OPENER CLAUSE — FEE
SCHEDULE. (Police)
RECOMMENDATION: Adopt the Resolution.
TESTIMONY: Eddie Perez, San Diego, spoke in opposition.
ACTION: Motion by Rios, seconded by Cano, to adopt the

UNDERGROUND UTILITY DISTRICT 16A ADMIN (904-1-12)
13. Resolution No. 2013-72. RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF NATIONAL CITY ESTABLISHING THE FIXED DATE OF
JANUARY 31, 2014, BY WHICH ALL POLES, OVERHEAD WIRES AND
ASSOCIATED OVERHEAD STRUCTURES SHALL BE REMOVED, AND
BY WHICH THE UNDERGROUND WIRES AND FACILITIES FOR
SUPPLYING ELECTRIC COMMUNICATION, COMMUNITY ANTENNA
TELEVISION, OR SIMILAR OR ASSOCIATES SERVICES SHALL BE
INSTALLED IN UNDERGROUND UTILITY DISTRICT NO. 16A ON
PLAZA BOULEVARD FROM INTERSTATE 805 TO THE WEST OF
PALM AVENUE, AND DIRECTING THE CITY CLERK TO PROVIDE
PROPER NOTICE TO ALL AFFECTED UTILITY COMPANIES AND

TEMPORARY USE PERMITS 2013 (203-1-29)
14. Temporary Use Permit — St. Anthony of Padua Festival at 1816 Harding
Avenue on June 1, 2013 from 12 p.m. to 5 p.m. and on June 2, 2013 from
6 a.m. to 6 p.m. with no waivers of fees. (Neighborhood Services)
RECOMMENDATION: Approve the Application for a Temporary Use
Permit subject to compliance with all conditions of approval with no waiver
of fees.
TESTIMONY: None.
ACTION: Motion by Sotelo-Solis, seconded by Rios, to approve
staff recommendation. Carried by unanimous vote.
BROWN ACT (509-1-1)
15. PRESENTATION & DISCUSSION: The intersection of Social Media,
Modern Technology, and the Brown Act. (City Attorney)
(Presentation on file in the Office of the City Clerk)
RECOMMENDATION: Staff seeks direction as to whether Council desires
to pursue a Council policy on the above subject matter.
TESTIMONY: None.

MAYOR AND CITY COUNCIL
Student Representative Nallely Aceves informed the City Council that she will be
attending the University of California at Berkley in the Fall.
Vice Mayor Natividad said that there are several bills before the Legislature that
need to be reviewed by staff.
Council Member Sotelo-Solis thanked the Police Department for a ride -along she
participated in and informed everyone that the National Association of Latino
Elected Officials (NALEO) will hold its annual conference in San Diego in 2014.

MAYOR AND CITY COUNCIL (cont.)
Council Member Rios praised the "Every Fifteen Minutes" program at
Sweetwater High School and thanked all the partners that participated and
announced that Granger Junior High earned an Award of Excellence and
national recognition for the school.
Mayor Morrison reported on action taken at the San Diego Association of
Governments (SANDAG) regarding regional projects and advised that disposal
rates for the Regional Solid Waste Authority will increase on July 1st
CLOSED SESSION REPORT
City Attorney Claudia Silva stated there was nothing to report from the Closed
Session. (See attached Exhibit 'L')
ADJOURNMENT
Motion by Sotelo-Solis, seconded by Rios, to adjourn the meeting to the next
Regular Meeting of the City Council and Community Development Commission —
Housing Authority of the City of National City to be held Tuesday, June 4, 2013 at
6:00 P.M. at the Council Chambers, National City, California. Carried by
unanimous vote.
The meeting closed at 8:41 p.m.
