National City, California, April 19, 1949
Regular meeting of the City Council of April 19, 1949, was
called to order by Mayor Gilbert E. Fritz at 7:30 P. M. o'clock.
Councilmen present: Adams, Curry, Matthews, Thatcher and Fritz. -
Councilmen absent: None.
Moved by Adams, seconded by Curry, that the reading of the
minutes of April 5, 1949, and adjourned meeting of April
12. 1949, be dispensed with. Carried, all Councilmen present
voting aye.
ADMINISTRATIVE OFFICIALS present: Campbell, Dickson, Alston,
McClure, and Gautereaux.

Moved by Adams, seconded by Matthews. that the bills be paid
and warrants ordered drawn for sane. Carried, by the following
vote to -wit: Ayes: Adams, Curry, Matthews, Thatcher, and
Fritz. Nays: None.
RESOLUTION N0. 4942 was read, authorizing the payment of $87.18
from the Capital Outlay Fund to Hartwell -Skinner for the Engi-
neer. Moved by Matthews. seconded by Adams, that the Resolu-
tion be adopted. Carried, all Councilmen present voting aye.
C. B. IRELAND presented a survey map for approval on property

located between 13th Street and K Avenue.
RESOLUTION 4943 was read. approving the survey map on property
located near 13th Street and K Avenue presented by C. B.
Ireland. Moved by Matthews, seconded by Curry, that the Reso-
lution be adopted. Carried, all Councilmen present voting aye.
PETITION with 52 signatures was presented, requesting that
the City of National City cease all operations on the gravel
pit located East of Palm Avenue, North of Twenty-third Street,
and West of drove Street. Mr, Godfrey G. Berry, representative
for the petitioners, stated that this excavation was unsightly
and that this property is well-known as a view spot and that
the value of the real estate would be drastically lowered if
the operation by the city is to be continued. MAYOR FRITZ
stated that the City would stand to lose several thousand
dollars if operations were terminated, as the City needs road
material, and that the site in question is the only one from
`which road material can be acquired. It was suggested by
Councilman Adams that the matter be referred to the Planning
Commission. Moved by Matthews, seconded by Adams, that the
matter be referred to the Planning Commission. Carried, by
the following vote to -wit: Ayes: Adams, Curry, Matthews,
Thatcher and Fritz, Nayas None.
REPORT FROM THE RECREATION COMMISSION, STATE OF CAL!PORNIA was
presented. Moved by Matthews, seconded by Curry, that the report
be accepted, All Councilmen present voting aye.
AYDLICATIONS FOR BEVERAGE LICENSE were read as follows: Amigos
Cafe, 1734 McKinley Avenue; Virginia's Tasty Cafe, 1527/9
National Avenue; both were for on sale beer. The applications

were approved by License Collector Bates. Mayor Fritz ordered
the applications filed,
COMMUNICATION FROM FEDERAL HOUSING AND FINANCE AGENCY was read,
enclosing three checks covering payment in lieu of taxes for
projects located within the City of National City for the
fiscal year 1948-49, in the total amount of $11,143.23. City
Clerk Alston reported that the in lieu tax for last year was
$10,998.75. Moved by Matthews, seconded by Adams, that the
checks totaling $11,143.23 be accepted. Carried, all Council-
men present voting aye.
COMMUNICATION FROM THE BUILDING SERVICE EMPLOYEES' INTERNA-
TIONAL UNION, Local No. 102, was read, expressing gratitude
for the Ordinance passed by the Council for Bridgo-Bingo.
Mayor Fritz ordered the communication filed.
REPORT FROM THE PLANNING COMMISSION was read, recommeding that
the following two petitions be granted: Petition #344 of H. A.
Bell for a special permit to build a Duplex on the Southeast
Corner of First Street and "B" Avenue; Petition #145 of A. E.
Hawkins for a special permit to build a Duplex on property
described in petition. Petition #346 of I. M. Franklin was only
partially granted, for the construction of duplex (only) on
property at 904 Melrose Street, The Planning Commission recom-
mended acceptance of Record of Survey Map for portion of 20
Acre Lot 3, Quarter Section 132, by the City. Moved by
Thatoher, seconded by Matthews, that the report be accepted.
Carried, all Councilmen present voting aye.
APPEAL FROM MRS. INA M, FRANKLIN was read, requesting the
Council to reconsider the decision of the Planning Commission

regarding her petition which was recommended to be granted
partially. Mayor Fritz suggested that the matter be referred
back to the Planning Commission. Moved by Curry, seconded by
Adams, that the appeal be referred to the Planning Commission.
Carried, all Councilmen present voting aye,
MAYOR FRITZ announced that it was 8:00 P. M. and that Bids for
street signs would be opened at this time, The bids are as
follows: Ervite Corporation-baaic bid includes two sign frames,
two double-faced porcelain enameled signs, pipe cap, and neces-
sary stainless steel hardware for fastening frames to posts.
Posts not included. Price, contemplating approximately 500 Bets,
at $8.36 per set. Standard Equipment Corporation -proposes to
furnish Galvanized and Bonderized Baked Enamel Street Signs
(all signs double faced with lengths of 24", 28" or 32" as re-
quired) - letters 3*" high - block numbers 3" high. Price,
contemplating 500 signs, would be $7.975 each, plus $.48 for
steel bands and buckles for pole mounting, plus 2 State Sales
Tax. McFarland and Comra3„-proposes criss-cross porcelain
enamel street signs in lots of 500. Each sign consisting of the
complete cross -cross framework ready for mounting on a standard
pipe or eteol tubing nnd. four (4) 18 gauge porcelain enamel
plates with *+ct the block number and street name on each plate.
In lots of '00 the price is 45,260.00 (or $10.52 per complete
crise-croaa sign) with block numbers; and if the block numbers
are eliminated the price in 500 lots is $4,760.00 (or $9.52 per
complete cross -cross sign.) U. 3. Porcelain Enamel Company -bid
on street signs quoting F.O.B. National City, terms 1% l0th
Prox., tax to be added, Type "A" Signs ® $3.30 each, plus
brackets at .40 each. Metal to be used: 18 gauge pure enamel-

Ing iron.. Ferro. Enameling Company -alternate bids: $8.24 per
unit, $8.99 per unit excepting steel band strapping material,
and $12.56 for a complete unit, Price not including California
State Sales Tax. Moved by Matthews, seconded by Curry that
the bids be referrea to Administrative Officer Dickson and the
Traffic Commission for checking and recommendation, Carried,
all Councilmen present voting aye.
COMMUNICATION FROM NATIONAL CITY CHAMBER OF COMMERCE, by George
Edward Harrison, Secretary, was read, requesting permission to
hang a canvas banner 351 wide and 35' long under the present
National,City sign between 7th and 8th Streets, Moved by
Matthews, seconded by Adams, that the request be granted and
the Street Department hang the banner under the supervision of
Building Inspector Bird. Carried, all Counoilmen present voting
aye.
COMMUNICATION FROM NATIONAL CITY CHAMBER OF COMMERCE to Mr.
Dickson, was read, requesting the following for the Maytime
Band Review: 1. The erection of the small stage in the center
of the Memorial Bowl arena. 2. The installation of City -owned
Public Address System. 3. The Betting up of chairs and other
equipment to make the Official Reviewing Stand at the Library
steps. 4. Installing of street decorations. Moved by Adams,
seconded by Thatcher, that the requests be granted. Carried,
all Councilmen present voting aye.
COMMUNICATION FROM NATIONAL CITY CHAMBER OF COMMERCE to Lloyd
Bates, Chief of Police, was read, requesting permission to
stage a parade. The request was approved by Chief Bates.
Moved by Adams, seconded by Thatcher, that the request be

approved. Carried, all Councilmen present voting aye.
COMMUNICATION FROM DIVISION OF HIGHWAYS was read, relative to
mar damage claim.No. 86 covering 8th, 13th, 23rd, 24th, McKinley
and Taft Avenues, National City. Mr. Dickson reported that he
had taken this matter up with Mr. Ireland (former City Engineer)
and was informed that a claim had been filed and the govern-
ment agency turned the claim down. Claim was based on the use
of the streets by heavy gravel trucks from 0tay to Naval
Station. The government maintained that it was under a private
contract and not eligible for any damage claim. Administrative
Officer Dickson recommended that it be abandoned. Moved by
Matthews, seconded by Adams, that the City Council abide with
the recommendation. Carried, all Councilmen present voting aye.
ADMINISTRATIVE OFFICER DICKSON reported that the availability
list, containing names of three persons willing to accept the
position of Police Clerk Matron which will occur in the Police
Department, would be ready for the next meeting. The Chief of
Police was not yet prepared to make an appointment recommenda-
tion.
REPORT FROM ENGINEER MCCLURE was read, regarding the recent
acquisition of the sewer through the Sanitarium Property has
made necessary some changes in the sewer plan for Job No. 3.
and requested that the contractor be requested to make each
changes. Attorney Campbell approved the recommendation.
RESOLUTION NO, 4944 was read, authorizing the City Council to
direct Barber & Breeden to make the necessary changes in the
sewer plan for Job No. 3 and authorize Mayor Gilbert E. Fritz
to sign the Change Order. Moved by Adams, seconded by Curry,

that the Resolution be adopted. Carried, all Councilmen pre-
sent voting aye.
COMMUNICATION FROM CITY ENGINEER MCCLURE was read, stating that
before a portion of th3 work on Lateral Sewer Job No. 1 can be
completed, it will be necessary to comply with State require-
ments, and request authorization to Charles J. Dorfman, con-
tractor, for additional work and changes.
RESOLUTION N0. 4945 was read. direoting Charles J. Dorfman to
make the necessary change in the work on Lateral Sewer Job No. 1,
using double -strength vitrified clay pipe and to furnieh back -
fill to 1 ft. above the pipe across all intersections, as de-
scribed in Order for Extra Work, and authorizing Mayor Gilbert
E. Fritz to sign the Work Order. Moved by Adams, seconded by
Curry, that the Resolution be adopted. Carried, all Council-
men present voting aye.
COMMUNICATION FROM ENGINEER MCCLURE was read, which stated
there is available cc the City of National City the eum of
$8,644.98 in the County Gas Tax Fund. The County intends to
return this money to the County Road Fund July 1, 1949 unless
a request for an allooation has been received before that time.
Mr. McClure reccrmended that the Counoil pass a resolution re-
questing the Countv to transfer $8,644.98 remaining in the fund

RESOLUTION N0. 4946 was read, requesting the County of San
Diego to transfer 58,644,98 to the City of National City for
the purpose of repairing and resurfaoing•Sth Street between
"Ku Avenue and Harbison Avenue, Moved by Thatcher, seconded

by Adams, that the resolution be adopted. Carried, all Council-
men present voting aye.
ORDINANCE NO. , CLOSING A PORTION OF CREST DRIVE was
presented for the second and final reading. Moved by Adams,
seoonded_by Matthews, that only the heading be read. Carried
by the following vote to -wit: Ayes: Adams, Curry, Matthews.
Thatcher, Fritz. Nays: None.
ORDINANCE 761 INTENTI0N TO VACATE AND CLOSE A PUBLIC STREET,
TO-W►IT: PALM CREST DRIVE, PALMCREST SUBDIVISION, LOCATED IN
THE CITY OF NATIONAL CITY, CALIFORNIA. The hearing set at
10:00 A.,M. o'clock, May 6, 1949. Moved by Thatcher, seconded
by Adams, that the Ordinance be adopted. Carried, by the fol-
lowing vote to -wit: Ayes: Adams, Curry, Matthews, Thatcher,
and Fritz. Nays: None.
APPLICATION,FOR TAX SALE was read on the following described
West Half of Lots 16, 17, 184 19, and 20,
property:/ Biook 4, 10 Acre Lot 4, Quar'ter Section 152 by
Metropolitan Securities Company, offering the opening bid of
$125.00. City Clerk Alston reported delinquent taxes in the
amount of $99.58, plus and assessment, and recommended that
the Council accept the 1125.00 as the opening bid.
RESOLUTION NO. 4947 was read, accepting an opening bid of
$125.00 from the Metropolitan Securities Company on the fol-
lowing described property: The West Half of Lots 16, 17, 18,
19 and 20, Block 4, 10 Acre Lot 4, Quarter Section 152. Moved
by Curry, seconded by Thatcher, that the Resolution be adopted.
Carried, all Councilmen present voting aye.
COMMUNICATION FROM CITY CLERK ALSTON was read, requesting that

her name be plaoed on the Reserve List for the position of
Chief Deputy Clerk. Mra. Alston was appointed to the position
of City Clerk to fill the unexpired,term of office of the late
Frank W. Rogers. Moved by Matthews, seconded by Adams, that
the matter be referred to the Civil Servioe Commission. Carried,
all Councilmen present voting aye.
CITY CLERK ALSTON announced that Oceanside will be host to the
County Division of the League of California Cities, April 22nd
at 6:30 P.•M. in the Carlsbad Hotel.
ADMINISTRATIVE OFFICER DICKSON requested that an extention of
six months be granted on the permit to the Congregational
Church to move a building from Ream Field to National City.
The delay was occasioned through no fault of the church.
Moved by Adana, seconded by Matthews, that a six month exten-
sion be granted the Congregational Church. Carried, all Council-
men present voting aye,
ADMINISTRATIVE OFFICER DICKSON reported on the sewer situation
with Mrs. Jensen. After some discussion it was moved by Adams,
seconded by Matthews, that the City purchase the lines with
outstanding payments, and reimburse Mrs. Virgie Babcock in the
amount of 31j6G.0O; Dorothy Jensen, "S280.33; and William Quigley,
R280.13. Carried, by the following vote to -wit: Ayes: Adams,
Curry, Matthews, 'Thatcher, Fritz. Nays: None.
ADMINISTRATIVE OFFICER DICKSON announced that it is tine for
National City to stage another "clean-upc week. He suggested
that since the Mayttme Band Review is to be held on May 7th,
the Clean Up Campaign be May 2nd to 6th.. The purpose of the
annual campaign is to encourage the people to make National

City a clean place in which to live. Moved by Matthews,
seconded by Curry, that annual clean-up week be from May 2nd
to May 6th. Carried, all Councilmen present voting aye.
ADMINISTRATIVE OFFICER DICKSON reported that Thelma Patterson,
secretary, will have been employed by the city for two years
on May 1st and recommended that her salary be increased to the
sum of S189.00 per month, effective May 1, 1949, as provided
in the City Wage Scale. Moved by Curry, seconded by Thatcher,
that the increase be granted. Carried,by the following vote
to -wit: Ayes: Adams, Curry, Matthews, Thatcher, Fritz. Nays:
None.
ADMINISTRATIVE OFFICER DICKSON reported that in order for the
City to have a garbage and rubbish collection °set-up', four
or five trucks would be required (probably start with four),
and that a orew of about 12 - 13 men would be needed. This
will enable the City,to have two garbage pick ups a week in
the residential area, one pink up a week of non-combustible and
combustible materials, tin cans, glass and papers, and would
give three to six pick ups a week in the business districts.
Survey revealed that 80% of the cities throughout the state
finance their garbage programs through a service charge, and
the average of that service charge is 750 per month to each
householder. New equipment to be used in this work was dis-
cussed - equipment that will make the work easier for the
employees, so that there will be rewer Residents that usually
coat a City money. Councilman Matthews inquired about the
possibility of finding a market for the waste paper and salvage.
Adrs_nistrs.tive Officer Dickson replied that the salvage situa-
tion has changed during the past few months, but San Diego was

still selling waste and there might be a possibility of that
source of Sitcom, andthe garbage could probably be sold to
hog ranches.
COUNCILMAN CL'BR_' asiceei Engineer McClure to what extent transite
pipe was used ".n the sewer hook-up to the houses, and had it
been approved for use within the property line. Engineer
McClure stated that the pipe was being used to the property line
and that cast iron, and vitrified pipe with Teagel joints are
permissable within the property ling. Engineer McClure stated
that nine counties has approved the use of transite pipe, but,
that -San Diego was not on the list. The present ordinance doe8
not pernit the use of transite pipe on private property.
MAYOR FRITZ announced that a dinner invitation has been ex-
tended the City Counoil by the Commandant of the Naval Station
for May 10, 1949.
MAYOR FRITZ stated that after hearing the report and recou-
nendations from the State Recreation Commission, that he would
like to propose the development of the proposed golf course.
He suggested that the City authorize Park Superintendent
0autereaux to construct the golf oourse, and Mayor Fritz
believes that by doing this, would save the City coney, a8
was proven by the City building the Annex to the Community
Building. Councilman Adams stated that the golf course would
eventually pay for itself and would be an asset to the city.
It was stated that 1f the city did the work there would be no
-eason why the oourse could not be put in. COUNCILMAN THATCHER
?uggested that water be developed along with the golf course.'
ATTORNEY CAMPBELL stated that the City would have to advertise

for bids as this project is considered "Public Works." Attorney
Campbell stated that there is a Legislative Bill putting any
project costing over $1,000.00 in the public works category.
COUNCILMAN ADAMS remarked that the City could always reject
the bids. MAYOR FRITZ suggested that the matter be referred
to the City Engineer and Park Superintendent for plans and
specifications. Moved by Thatcher, seconded by Adams. Carried,
all Councilmen present voting aye.
EDWARD'B. ALSDORP, was present, inquired whether changes had
been made in the receipts given for applications of licensee,
to avoid embarrassment in the future. Mayor Pritz stated the
matter would be checked.
Moved by Curry, seconded by Thatcher, that the meeting be
adjourned until April 26, 1949, at 10:00 Ao M. o'clock. Carried,
all Councilmen present voting aye.
