RESOLUTION NO. 5000 was read. authoriiing the payment of

MRS. VIRGINIA FORBES was present and stated that she would
like a permit to pick up greens from the Safeway for her
livestock. She asked permission to do this at the meeting of
the Council on June 21, 1949, and understood that she would
be able to continue pioking up the greens as she had done in
the past, but the Manager of the Safeway told her they could
not allow it because Of the Ordinance governing the collection
of garbage.
COUNCILMAN MATTHEWS present.
COUNCILMAN CURRY asked if Oceanside has had any similar cases
and whether they have issued any permits. Mr. Mikkelson
stated that the City of Oceanside does not issue any permits
whatsoever; but if someone goes into a store and buys groceries
they do not atop them from getting some greens. Mr. Mikkelson
said that as far as his Department was concerned they are
stopping no one from picking up greens. COUNCILMAN ADAMS
stated that it was the understanding the last time Mrs. Forbes
was here that she could pick up the greens and take them home
to feed to her chickens.
LEE BACON, President of the Employees' Association, was present

and asked if the Council had received the letter from the Wage
Committee of the Employees' Association asking for an increase
in wages; and what had been done about it. MAYOR FRITZ stated
the letter had been received and it was tabled; the budget was
all set up and at this time the Council is not considering any
general raise.
REPORT FROM CHAMBER OF COMMERCE of activities during 1948-1949
was read. Mayor Fritz ordered the report filed.
RESOLUTION NO. 5001 was read, authorizing the appointment of
the following,persons, as summer recreation personnel in the
City Park as playground supervisors: Lyle Fredlund, effective
June 18, 1949, salary $200.00 per month; Mrs. Elizabeth Graham
Tichenor, effective June 21, 1949, salary $200,00 per month;
also authorizing the payment of $2.50 per night to the swim-
ming pool operating engineer; as recommended by B. J. Gautereaux,
Park Superintendent. Moved by Adams, seconded by Matthews,
that the Resolution be adopted. Carried, all Councilmen pres-
ent voting aye.

Resolution be adopted. Carried, all Councilmen present voting
aye.
APPLICATION for refund of business license by A. Z. McCourry,
5591 Las Alturas Terrace, San'"Diego 2, California, was read.
The refund was approved.by L. W. Bates, License Collector, for
$12.50. Moved by,Curry, seconded by Adams, that the refund

be made. Carried, by the following vote to -wit: Ayes: Adams,
Curry, Matthews, Fritz, Nays: None.
REPORT FROM ENGINEER McCLURE was read, recommending the payment
of bills in the amount of 0139,807.9E on sewer projects. City
Clerk Alston stated that no action was necessary as the bills
are listed on the warrant register.
COMMUNICATION FROM FEDERAL HOUSING AUTHORITY was read, accepting
the bid of the City of National City on Items 5 and 6, Invi-
tation to Bid No. 50-4 for the collection of ashes, trash and
garbage at the Olivewood Homes Housing Project, CAL-4928.
RESOLUTION NO. 5003 was read, accepting the contract with the
Federal Housing Authority for the collection of garbage and
trash for one year starting July 1, 1949 and ending June 30,
1950; and authorizing Mayor Fritz to sign same.

Matthews, seconded by Curry, that the Resolution be adopted.
Carried, all Councilmen present voting aye.
CITY CLERK ALSTON stated that at the last meeting the Council
reappointed Mrs. Walter Flack to the Library Board, but there
is still one vacancy to be filled. COUNCILMAN ADAMS said he
saw no objection to reappointing Dr. A. Watson Brown but felt
we should get some new blood in instead of reappointing the
same ones to fill the vacancies. The matter was tabled until
the next meeting.
CITY CLERK ALSTON referred to the request of Elmer Wiesendanger
for a permit to operate "yard service" in National City.
Moved by Adams, seconded by Matthews, that the request be
denied. Carried, all Councilmen present voting aye.

BID OF DOROTHY F. JENSEN of 111.00 for the cement mixer was
presented. Moved by Curry, seconded by Adams, that the bid
be accepted., Carried,,by the following vote to -wit: Ayes:
Adams, Curry, Matthews, Fritz. Nays: None.
CITY CLERK ALSTCN stated that it is necessary for the Council
to sit as the Board of Equalization and suggested the time
during the third week of July. Mayor Fritz suggested the
evening of the next Council Meeting, July 19, 1949.
ADMINISTRATIVE OFFICER DICKSON presented the 1949-50 budget for
approval. Moved by Matthews, seconded by Curry, that the
1949-1950 budget be adopted. Carried, all Councilmen present
voting aye.
RESOLUTION NO. 5004 was read. authorizing an increase in
salary for Leroy Harkey. effective July 1, 1949, salary to be
$275.00 per month, as recommended by Administrative Officer
Dickson. Moved by Adams, seconded by Matthews, that the
Resolution be adopted. Carried, all Councilmen present voting
aye.
ADMINISTRATIVE OFFICER DICKSON stated that we are in need of
another truck for the Sanitation Department. At the time we
made our estimate we thought we would require four trucks and
four crews of men to make the pickups. There are about 2609
people who have subscribed for service for single dwellings,
765 for apartments, 185 business houses and 896 courts, making
a total of 4446. The result was that in the first five days
thirteen hours of overtime was accumulated. Mr. Dickson stated
that he would like to be given the authorization to purchase
a used truck. Since time is an element there is a 1947 Dodge

truck, locally owned, and in excellent condition which can be
purchased for about two-thirds of its original cost, the price
is $2,250.00, it would cost 01,000,00 more if it was a new
trunk, Mr. Mikkelson stated that the truck has an all metal
body and wood can be run up the sides and used for the collection
of garbage if necessary. Mr. Mikkelson said that his trunks
have made 14.82 stops a day. COUNCILMAN CURRY asked if Mr.
Mikkelson thought that was because the service had just started
but Mr. Mikkelson said he thought not,
RESOLUTION N0. 5005 was read stating that °Whereas: The City
of National City has undertook to collect garbage and refuse
for the entire City; and whereas, the City of National City
purchased certain equipment to collect the estimated amount
of garbage and refuse believed to be necessary to be collected
weekly; and whereas: the said equipment is insufficient to
make a complete garbage and refuse collection and the health
of the residents of the City of National City will be impaired
unless additional equipment is purchased immediately. Now
therefore, be it resolved by the City of National City that
the Purchasing Agent is hereby authorized and directed to
purchase additional equipment not to exceed the sum of 32,250.00,
plus sales tax.° Moved by Matthews, seconded by Curry, that
the Resolution be adopted. Carried, all Councilmen present
voting aye.
MOVED BY ADAMS, seconded by Matthews, that Superintendent of
Sanitation Mikkelson be authorized to employ two helpers and
one truck driver in the Department of Sanitation. Carried,
all Councilmen present voting aye,

ADMINISTRATIVE OFFICER DICKSON stated there was to be a meeting
of City Managers end Administrative Officers in Pasadena,
July 15, 1949, beginning at noon and he would like to have
authorization to attend, Moved by Matthews. seconded by
Adams, that Mr, Dickson be authorized to attend the meeting.
Carried, all Councilmen present voting aye.
COMMUNICATION FRCM SAN DIEGO-CALIFORNIA CLUB was presented. in
which they asked the City of National City to give $500.00
towards their budget to help carry on their activities for
the year, No action was taken.
ATTORNEY CAMPBELL brought up the matter of the amending the
Plumbing Ordinance so that a person could run soil pipe on
his private property, He stated he did not know just how far
the Council wished him to go with this, C. S. NERZER, 421 "E"
Avenue, was present and stated that he was an ex plumber and
that he had applied for a permit from the County to put in
his own plumbing and when they found out it was in National
City they would not give him.one. He said the examination is
not difficult and the County is very cooperative. COUNCILMAN
ADAMS asked just why did the County tell us what specifications
to use. ADMINISTRATIVE OFFICER DICKSON stated that we have
a contract with them to perform the duties as health inspectors.
Mr. Dickson said that the examination is not difficult.
COUNCILMAN ADAMS asked if we could not adopt the same Ordinance
as they have in San Diego. COUNCILMAN MATTHEWS said he thought
we should hold this up until we hear from the Plumbers; let
them bring in their side of it. MR. HERZER said if we waited
it would be a detriment to the pople who are waiting for this
to go through. COUNCILMAN ADAMS stated that he could not see

where the plumbers have any argument if the individual does
his own work. MR. HERZER stated that in San Diego you can
obtain but one permit in two years. COUNCILMAN CURRY said
that you would heve to have sufficient tools to do plumbing
work. MR. RERZER said a man can save enough money by doing
plumbing in his own home to buy his own tools; you can buy
the tools you would need for under S30.00. COUNCILMAN ADAMS
stated that tools can be rented. HAROLD JENSEN stated that
when the representative from Johns -Manville came in with the
samples of transits pipe it was not recommended by the Council.
MAYOR FRITZ stated that they approved the transite pipe that
night. COUNCILMAN MATTHEWS said to let this matter go until
the next meeting and let the plumbers have their chance.
MAYOR FRITZ said that we have got to make up our own minds,
we are compelling the people to connect up to the sewer.
COUNCILMAN ADAMS wanted to know what right the plumbers have
to tell us what to do; we have inspectors to see that they
come up to specifications. As long as the plumbing is just
done in one's home and is not commercialized there can be no
reason to consult the plumbers. MAYOR FRITZ asked that the
Attorney draw up an Ordinance to take care of the plumbing,
COUNCILMAN ADAMS stated that he was a little concerned with
the lack of any activity going on with the Charter Campaign and
he thought that the Committee should be called together in the
very near future. ADMINISTRATIVE OFFICER DICKSON stated that
he will call Mr. Burke and have him send us a corrected copy
of the Charter so that we can get it printed and distributed
to the people. Mr. Adams asked Mr. Dickson if he would get in
touch with the committee in the very near future and ask them

to get to work on the Charter.
RESOLUTION NO. 5006 was read, authorizing the appointment of
John H. Sontgerathe as helper in the Sanitation Department;
effective July 6, 1949, at a salary of S199.00 per month, as
reoommended,by Superintendent of Sanitation Mikkelson. Moved
by Matthews, seconded by Curry, that the Resolution be adopted.
Carried, all Councilmen present voting aye,
J. R. HARVEY, 1705 Grove Street, was present, and stated that
he had quite a number of berry vines which he cut down and
now he does not know how to dispose of them; previously he
burned them. MAYOR FRITZ stated that Mr. Harvey could burn
them. ADMINISTRATIVE OFFICER DICKSON stated that the problem
of burning refuse will be coming up more and more frequently
and he would like to ask the Council to instruct the Attorney
and Fire Chief to draw up an Ordinance which would establish
general rules in National City to take care of these unusual
conditions. Moved by Adams, seconded by Matthews, that the
Attorney and Fire Chief draw up an Ordinance regulating the
burning of refuse. Carried, all Councilmen present voting aye.
