Regular meeting of the City Council was called to order by
Mayor Gilbert E. Fritz at 7:30 P.M. o'clock. Councilmen
present: Adams, Curry, Thatcher, Fritz. Councilmen absent:
Matthews.
Moved by Adams, seconded by Curry, that the reading of the
minutes of the,regular meeting of June 7, 1949, be dispensed
with. Carried. all Councilmen present voting aye.

Moved by Curry, seconded by Adams, that the bills be allowed
and warrants ordered drawn, for same. Carried, by the following

RESOLUTION NO 4978 was read, authorizing the payment of
$551.96 from the Capital Outlay Fund as follows: Division of
Highways, $4,6.65 for truck for Sanitation Department; H. L.
Benbough Co., Ltd., $115.31,for posture chair. Moved by
Adams, seconded by Thatcher, that the Resolution be adopted.
Carried, all Councilmen present voting aye.
MR. WEST, 1643 Orange Street, was present. representing a

group of citizens in regard to the garbage and rubbish col.
leotion, He stated they were not in favor of the method of
payment, and asked if it would not be possible to have it in-
cluded with the regular tax assessment as it would be a nuisance
to receive a bill payable in advance, twioe a month; it would
be like receiving another utility bill. He said a deal like
that makes it rather tough and wondered why it could not be
taken care of with the regular tax bill like San Diego and
Coronado, which would be a better deal for the community.
Mr. bluest said a lot of people are on the old age pension and
others unemployed and this would work a hardship on them.
MAYOR FRITZ stated that payments would be made every two
months, not twine a month; and that you will not pay the City
employees, it will be paid at the City Hall. In regard to
assessing it on the regular tax bill, Mayor Fritz stated that
the State law gives us a $1.00 tax rate for the General Fund
and we would not have enough money to take it out of the
General Fund.
COUNCILMAN MATTHEWS present.
MR. WUEST said that this had necessitated the employing of an
extra clerk. MAYOR FRITZ stated that the clerk will be used
in one of the other offices later. COUNCILMAN ADAMS stated
that the main objection that we ran into in attempting to
charge the people for it out of the tax assessments is that
there are just so many tax payers within the City and there,
are a lot of people who don't pay taxes.- If you own a home,
I don't, you will be paying for my services on your tax bill.
The best way to do it would be through taxes but we cannot
take care of it out of the General Fund; and a number of tax

payers objected to it and felt it would be best to do it the
other way. MR. WUEST asked if it could not be put on a public
ballot. COUNCILMAN ADAMS said the objections are from people
who don't pay anything now. The average man thinks people in
the rural country are not paying for this kind of service,
but in rural districts throughout California they are doing
It as we are. ADMINISTRATIVE OFFICER DICKSON stated there
are people who own vacant property and if put on our tax roll
they would be paying for garbage and trash collection. Mr.
Dickson said we have a list of every house and we sent out
4950 letters and there will be around 3,000 to 4,000 who will
use the service. MAYOR FRITZ stated that this Council has
had petition after petition requesting a garbage collection
system and you are the first organized group that have come
before the Council making a protest. We thought it was a
step in progressive Government. FRANK ELLSWORTH, 1604 Lanoitan
Avenue, was present. and said it should be put on a voluntary
basis,.or voted on by the people. F. 7. MOURNIAN, 2721 °S°
Avenue, was present, and stated that the $9.00 a year for the
collection amounts to a 33 1/3% raise in his taxes, it is not
necessary to have even one half of that go for garbage and
trash collection. There is no guarantee that from year to
year the fee might be raised and that taxes always go up not
down. MAYOR FRITZ stated he wished to remind Mr. Mournian
that two years ago our tax rate was $1.96 and this year it is
$1.70. MR. MOURNIAN said there is always an exception to the
rule, but generally taxes go up and don't come down. This
should be put to the vote of the people and find out how many
want it. COUNCILMAN ADAMS stated that the figure was set on
today's prices and today's cost; when prices come down the

operating costs will come down. MR. MOURNIAN said it would
to
not coat 75¢ a month/load his trailer and haul his own trash.
ELMER WIESENDANGGER. was present, and stated that he serves
1050 people - he has had a contract with Mr. Mikkelson to
collect garbage and rubbish - and he has never yet had one
customer say they are paying for this service against their
will. He said 75¢ a month was rather high to pay for only
one trash collection a week whereas under private contract
they get two trash collections for $1.00. The City of La
Mesa has contracted with a private concern for 66 2/3¢ a week
for twice a week garbage and twice a week trash collection.
MR. ELLSWORTH said he thought if they would leave the rural
areas out and stick to the City it would be better; and he
said he thought they should be excluded from this. He could
get a peition to that effect if necessary. THOMAS FORBES,
216 "B" Avenue, was present, and stated that when this new
law goes in it will post him more money, and he has not been
able to raise his rents since 1944. The service of collection
has been very good, twic a week garbage and trash collection.
He said.he would not keep the trash at his places from week
to week, and even if it is against the law to haul it to the
dump he will do it just the same and the City can make a test
case out of, it if they want to. MR. HUNT, 2707 "A" Avenue.
was present, and stated that there are a lot of things that
the City won't pick up as trash and which will mean additional
cost to have it done. MR. ELLSWORTH said that he cannot burn
his papers, but the people who live in the City of Arcadia can
burn trash from 9 to 10 in the morning. MR. MOURNIAN stated
that in San Diego you can burn trash or take it to the dump.
ADMINISTRATIVE OFFICER DICKSON stated that the people of San

Diego are paying for trash and garbage collection service
whether or not they take their trash to the dump. Mr. Dickson
stated that in order for the City to perform a complete ser-
vice it is neceesary to have a oertain amount of money to buy
trunks and hire men. He also stated that these Ordinances are
prepared on a State wide basis and some years from now it
might be well to put it out on bide. MR. HUNT said that the
way this is being forced on the people reflects the commun-
istic attitude. MAYOR FRITZ stated they are trying to make
the City clean and sanitary which would help reduce the fly
menace; also consideration is being given concerning permits
for burning trash. MR. MOURNIAN said that if a person had
chickens there will be flies around whether or not you feed
them garbage. COUNCILMAN ADAMS stated that there is quite a
relationship between sanitation and polio, and we have enough
with the swamps, poor drainage in certain sections, and the
garbage is Just one phase of it.
MAYOR FRITZ stated that bids on the sale of City property
would be opened at this time. The bid of Dorothy F. Jensen
for the cement mixer was opened. Mrs. Jensen bid the sum of
$11.00. ADMINISTRATIVE OFFICER DICKSON stated that STREET
SUPERINTENDENT FINNERTY estimated that we'should get $50.00
or $75.00 for the cement mixer. Moved by Adams, seconded by
Thatcher that the acceptance be held up for two weeks. Carried,

MR. ELLSWORTH asked if the garbage and trash collection could
be put to the vote of the people. MAYOR FRITZ stated that
the Council is on record as starting the service the first of
July. MAURICE CARRIGAN, 431 °JD Avenue, was present, and

stated that the people cannot vote an a law that has been
passed, whether your arguments are right or wrong there is
nothing you can do about it; you know nothing about it until
it is too late. Mr. Carrigan stated that he had a garbage
disposal and as far as the 75% is concerned he had no objec-
tion to it; and he would say that it is a good thing, and he
believed that if a cross section vote of the people were taken
they would vote for it; but he said that on issues of this
kind the Council has done as they wished. Mr. Carrigan said
what most of the people were arguing about is that the City
sent notices to the people Baying they were going to get this
services; whereas these same notices could have gone to the
same crops section of people and allowed them to vote their
opinions, and there would probably be an overwhelming majority
for it. ,MAYOR FRITZ asked what would be an overwhelming
majority, and Mr. Carrigan said 10.000 against 2,000. MRS.
HALL who lives on "I" Avenue, was present and stated that she
did not like to have things pushed down her throat without
knowing anything about it. She said nothing could be a law
unless voted on by the people and asked why the Council took
it upon themselves to pass such a law. COUNCILMAN ADAMS
stated that it is one of the duties of the Council to pass
laws. He said the Ordinance was published in the National
City News where all Ordinances are published after they are
given the first reading. After the first reading they have
to be held over for a period of time before the second reading
to give the people time to enter their protests; during this
period not one single soul Dame in to protest. MR. WUEST said
that to the average householder the National City News is just
a shopping news. MAYOR FRITZ said the law states that the

Ordinanoe must be published in the local newspaper. MR. WUEST
said that the general public does not read the local newspaper.
ELMER WIESENDANGER asked if this method of operation was not
endangering our Constitutional and individual rights. %He said
he would like to come into the community in private enterprise
and would like to know if he had this right. He further stated
that he had a letter to the Council en$ he asked if -it might
be considered at this time. The letter requested that he be
granted the necessary permits in order to operate "yard Ser-
vices pick up of trash and garbage within the city limits of
National City. The letter states that by °yard service" pick
up Mr. Wieaendanger or his employees will enter the yards of
his customers to make pick up of trash and garbage, thereby
eliminating labor for the housewife and an unsightly appearance
on traeh day when containers are stacked on the curbs awaiting
pick up. COUNCILMAN ADAMS asked if there were private con-
tractors in San Diego and MR. WIESENDANGER said there are Sub-
contractors. MR. MOURNIAN said he knew for a fact that at
least one man goes around and picks up trash from the down
town section of San Diego. COUNCILMAN ADAMS stated that they
were salvage contractors. MR. WUEST atated that according to
the Ordinance the City will not take any tree trimmings and I
would like to know what can be done with them if they cannot
be picked up or burned. MAYOR FRITZ,said that this Ordinance
does not go into effect until July 1, 1949. MRS. VTRGINIA
FORBES, was present and stated that she was not making a kick
about the Orrdinance; she said she mates her living with chickens
and turkeys, and wondered if she oould continue to pick up
greens to take home for her chickens as she has been doing in
the past. She stated that she picked them up from the Safeway

Store; she picks up greens and potatoes. She said she cleans
up the place thoroughly when she is finished. ATTORNEY CAMPBELL
stated that in his opinion there was nothing to prohibit her
from doing this. as it is the same as buying feed. MRS. FORBES
said if she could oontinue to make this piok up of greens she
was perfectly satisfied and would be glad to pay 75¢ a month
for garbage and trash collection. MR. MOURNIAN said the meter•
ial that is collected from•the Safeway is corn husks in season,
radish leaves, carrot tops, etc; and asked what procedure they
should follow for reconsideration of the Ordinance provided
we do not reach some sort of an agreement. MRS. HALL said
she did not see why the Council should stop Elmer from making
a living in National City; they did not stop Mrs. Forbes.
MR. MOURNIAN said he resented the dictatorial methods used.
MR. SINBVLE, 1137 E. 3rd Street, was present, and stated that
a petition had been sent in to the Council for a street light
on E. 3rd Street between "J" and "L" Avenues. Mr. Sinkule
said that the light that was installed is practically in hie
front yard and the light shines throughout his house. He said
his three bedrooms are so light that one can scarcely Sleep;
there is no privacy at all. Re said he thought it would en-
courage burglars more than ever as they would not need to use
flashlights to enter the house and find their way around in
it. Mr. Sinkule said this light would be better if installed
at the corner of 3rd & Laurel or down on "J" Avenue and the
Counoil had been petitioned to make this change; however the
petition was tabled and he would like to reopen it at this
time: MAYOR FRITZ said that in regard to the new lights that
have been installed, the Council wished to have these lights

installed where they thought they would do the most good; and
we have requests coming in about once a month for lights to be
installed. MR. SINKULE eaid he was sure the light would do
more good on some other corner. Moved by Adams, seconded by
Thatcher, that this request be referred to the, Lighting Com-
mittee and have them check the light. Carried, all Councilmen
present voting aye.
JIM COLVIN was present. as a representative from the Executive
Board of the Boys Club of National City. Mr. Colvin stated
that what they would like is to have the City of National City
lease them some property between 14th and 16th Streets. They
would like it close enough to make use of the base ball dia-
mond. They want to build a building where the boys can come
and know that it is their building and it is their organization.
W. Colvin said they have received between $750.00 and $800.00
in donations and feel sure they will be able to get more con-
tributions from those who oan afford it. The ages of the boys
vary from 8 years to 16 years and as time goes on they will
increase that age limit in order to take some of the load off
the Police Department and some load off of the Recreational
Department; if that cannot be done they feel that their work
would not be worth while. MAYOR FRITZ asked how large a piece
of property they would need and MR. COLVIN said about 200' in
depth and 100' in width; a good deal of our activities would
be inside and we don't need too large a piece of property.
OOUNCILMAN ADAMS asked if they had made a survey of possible
sites in the City that might be available and MR. COLVIN said
he had talked to MR. DICKSON and he showed him some of the
places. S. Z. GREENBERG was present and said he had some

property on 16th Street, 100' x 125' that he would be glad to
lease free of charge for twenty-five years. MAYOR FRITZ said
the City realized that the Boys Club was a wonderful thing
and the City would be glad to cooperate with them in any way
possible.
MAURICE CARRIGAN was present and registered a protest against
the proposed golf course.
MRS. VIRGINIA FORBES said she would like to know why the names
of the boys who gave their lives in the war were not put on
the plaque. She said a lot of money had been collected for
this purpose. MAYOR FRITZ stated that the names were to be
listed by the Veterans of Foreign Wars or the American Legion
and the money collected was for the purpose•of building the
bowl. COUNCILMAN ADAMS suggested that Mrs. Forbes inquire about
this matter from Postmaster Cosby as he oould give her the
information.
STATE COMPENSATION INSURANCE POLICY for thb fiscal year
1949-1950 was presented. ATTORNEY CAMPBELL approved the policy.
Moved by Adams. seconded by Thatcher, that the policy be ao-
oepted and the deposit premium of $500.00 be paid.. Carried,
by the following vote to -wit: Ayes: Adams, Curry, Matthews,
Thatcher, Fritz. Nays: None.
RESOLUTION NO. 4979 was read. accepting the following grant
deeds for street purposes only; and authorizing City Clerk

RESOLUTION REGARDING UNIFORM TRAFFIC ORDINANCE FROM LEAGUE OF
CALIFORNIA CITIES, was read. ADMINISTRATIVE OFFICER DICKSON
stated that a sizeable portion of this ORDINANCE could not be
applied to the City of National City, since it was written to
take care of cities the size of San Diego, Los Angeles and
San Francisco. Mayor Fritz ordered the Resolution filed.
APDLICATION FOR PERMIT FOR PUBLIC FIREWORKS DISPLAY from the
Lions Club wag presented. The application was approved by
James A. Bird, Fire Marshal. Moved by Thatcher, seconded by
Adams, that the request be granted. Carried, all Councilmen
present voting aye.
FROM
COMMUNICATION/ELLEN BAEDER, LIBRARIAN, was read, stating that
the Board of trustees of the National City Public Library re-
commends the reappointment of Mrs. Walter Flack and Dr. A.
Watson Brown to the Library Board for a, term of three years,
beginning July 1, 1949. Moved by Adams, seconddd by Thatcher,

that this be laid over until the next meeting. Carried, all
Councilmen present voting aye.
COMMUNICATION FROM MARGARET STAHL petitioning the reduction
of trailer park tax, was read. Mayor Fritz asked that this
request be filed with the rest of the requests for reductions
in business license fees which are to be re -considered at a
later date.
APPLICATION FOR REFUND on Business License from Millum.Bros.,
was read, The application was approved by L, W. Bates,
License Collector, in the amount of $11.50. Moved by Addax,
seconded by Matthews, that the refund be granted. Carried,
by the following vote to -wit: Ayes: Adams, Curry, Matthews,
Thatcher, Fritz. Nays:- None.
REPORT FROM THE PLANNING COMMISSION was read, summarizing
the action taken on Petition #346 of I. M. Franklin. 904
Melrose Street, National City.
RESOLUTION NO. 4980 was read, granting a zone variance to I.
M. Franklin to build a duplex only on the E �54 of W 3904 of
Si of Ni of 20 Acre Lot 1, ' Sec. 131. Moved by Adams,
seconded by Matthews, that the Resolution be granted. Carried,
all Councilmen present voting aye.
REPORT FROM THE PLANNING COMMISSION was read, stating that
the Commission recommends the use of the "Cocos plumosa°
Palm in replacing trees removed. The Commission also moon -
mended that "M" Avenue between 22nd and 23rd Streets. as
shown on Map #2176 of Roselawn Addrn. be closed; and the
acceptance of the Map of Roselawn No. 2 Subdivision and Street

named Roselawn? a 48' travel -way with 14' radius at corners.
Moved by Adams, seconded by Matthews, that the report be
accepted.
CITY ENGINEER MoCLURE Stated that since this report was made
he had talked with some members of the Planning Commission
and a number of other people, and that Mr. Christman had ex-
pressed his opinion in a previous Planning Commission meeting
and is of the opinion that a 40' travel -way would be in order
on Roselawn Street instead of a 48' travel -way as recommended
in the report. Moved by Curry, seconded by Adams, that the
Map of Roselawn No. 2 Subdivision be accepted, changing the
48' travel -way to 40' travel -way. Carried, all Councilmen
present voting aye.
ORDINANCE NO. was presented. Moved by Adams,
seconded by Curry, that only the heading be read. ,Carried,
by the following vote to -wit: Ayes: Adams, Curry, Matthews,
Thatcher, Fritz. Nays: None. ORDINANCE NO. AN
ORDINANCE OF INTENTION TO VACATE AND CLOSE A PUBLIC STREET TO
WIT: CLOSE ALL OF M AVENUE AS SHOWN ON MAP NO. 2176 ON FILE
IN THE OFFICE OF THE COUNTY RECORDERS OFFICE, SAN DIEGO,
CALIFORNIA. The hearing to be set at 8:00 P.M. July 19, 1949.
Moved by Adams, seconded by Matthews, that the Ordinance be
laid over until the next meeting for the second and final
reading. Carried, by the following vote to -wit: Ayes: Adams.
Curry, Matthews, Thatcher, Fritz. Nays: None.
MAYOR FRITZ stated that he thought a little more consideration
and study should be given to the use of trees; perhaps not
everyone who replaces a tree would care to use a Palm tree,

and he felt there ehould be several varieties considered.
Moved by Thatcher, seconded by Curry, that the matter be
referred back to the Planning Commission for their further
recommendations. Carried. all Councilmen present voting aye.
RESOLUTION OF BOARD OF SUPERVISORS PROVIDING PAYMENT OF
$8,644.98 to the City of National City for street improvement
purposes, was presented. ADMINISTRATIVE OFFICER DICKSON
recommended the acceptance of this Resolution.
RESOLUTION NO. 4981 was read, accepting the agreement with
the County Board of Supervisors, providing for payment of
$8,644.98 to the City of National City for repair work on a
portion of 8th Street in National City. Moved by Matthews,
seconded by Curry. that the Resolution be adopted. Carried,
all Councilmen present voting aye.
REPORT FROM THE AUDITOR for the period of July 1, 1948 to
December 31, 1948. was presented. Moved by Curry, seconded
by Matthews. that the report be accepted and filed with the,
City Clerk. Carried, all Councilmen present voting aye.
COMMUNICATION FROM EMPIRE LUMBER SALES COMPANY, was read,
stating they are desirous of leasing a portion of the Tidelands
at the foot of 13th Street. ADMINISTRATIVE OFFICER DICKSON
stated they requested a 10 year lease with an option for an-
other 10 years, and would like about 75,000 square feet. Mr.
Dickson suggested that the price be figured at 1¢ per square
foot for the first two years and jumping a cent ever two years
until,it reaches 5¢ for the 9th and loth years. Moved by
Curry, seconded by Adams, that this be referred back to
ADMINISTRATIVE OFFICER DICKSON and ATTORNEY CAMPBELL for

further study and recommendations. Carried, all Councilmen
present voting aye.
REPORT OF CIVIL SERVICE COMMISSION was read, certifying from
an eligibility lint of ten persona, the following three names
in the order of their respective ratings, for the position of
City Mechanic to fill one vacancy: George E. Marshall, 2137
'8" Avenue, National City; Wilbur L. Dean, 5791 Widwiok,
National City; Harold J. Hogan, 516* "C" Avenue. National City.
Moved by Matthews, seconded by Adams, that the report be accepted.
Carried, all Councilmen present voting aye.
RESOLUTION NO. 4982 was read, authorizing the appointment of
George Marshall as City Mechanic, effective July 1, 1949,
salary $257.00 per month, as recommended by SUPERINTENDENT OF
DEPARTMENT OF SANITATION MIKKELSON. Moved by Adame, seconded
by Curry, that the Resolution be adopted. Carried, all Coun-
cilmen present voting aye.
RESOLUTION NO. 4983 was read, authorizing the following Men
for the position of helper in the Sanitation Department: Joe
Reeves, Jr., Joseph A. Rowan, Ronald James Hoeft, Harvey L.
Donavan, James A. Hargis, Jr., James E. Salient effective
July 1, 1949, at a salary of $199.00 per month; also author-
izing the appointment of Leonard Lefler, Elliot Cook and Arvid
Eaterbloom as truck drivers, effective July 1, 1949, salary
3210.00 per month; also authorizing the appointment of Luther
Proctor.aa truck drive, effective June 22, 1949, salary of
$210.00, to assist in organizing the Sanitation Department;
as recommended by SUPERINTENDENT OF DEPARTMENT OF SANITATION
MIKKELSON. Moved by Matthews, beconded by Adams, that the

Resolution be adopted. Carried, all Councilmen present voting
aye.
RESOLUTION NO, 49814 was read, authorizing Louie and Mercedes
Rebolledo, a special permit to build a cottage on the rear of
the lot in R-1 zone, for rental purposes; property described
as Lots 16 and 17 in Block 3 of Subdivision of 10 Acre Lot 4
in Quarter Section 152, known as 2718 "C" Avenue. Moved by
Adams, seconded by Curry, that the Resolution be adopted.
Carried, all Councilmen present voting aye.
RESOLUTION NO. 4985 was read, authorizing the appointment of
Ida Mae Holgate, temporary office clerk for clerical and
cashier work connected with the billing and collection of
charges for garbage and trash removal, effective June 16, 1949,
at a salary of 3168.00 per month, as recommended by City
Treasurer Vanaant. Moved by Adams, seconded by Matthews, that
the Resolution be adopted. Carried, all Councilmen present
voting aye.
FROM
COMMUNICATION/HOLBROOK & TARR was read, enclosing a claim for
refund on taxes of Merchants National Realty Corporation.
ATTORNEY CAMPBELL stated that this is a procedure that they
go through with each year; this is for personal property of

RESOLUTION NO.4987 was read, appointing time and place for
hearing protests and directing Clerk to give notice of hearing

COMMUNICATION FROM CALIFORNIA STATE DISASTER COUNCIL was read,
stating that the City of National City Disaster Council was
duly certified by the California State Disaster Council as an
"Accredited Disaster Council". Mayor Fritz ordered the com-
munication filed.
CITY CLERK ALSTON stated that a Bulletin from the League of
California Cities had been received which referred to Assembly
Bill 1804. This Bill provides a procedure for establishing
"urban districts" in the unincorporated area of the counties.
The Bill will be heard by the Senate Committee at 9 A. M.
Wednesday, June 22, and it is imperative that the City should
register their oppositWn to the Bill. Mrs. Alston stated that
MAYOR FRITZ requested that a wire be sent to Senator Kraft
and would like confirmation from the Council. Moved by

ATTORNEY CAMPBELL stated that he had checked the property
involved in the Quiet Title Suit which the Estate of Edgar
B. Levi wishes to.aonvey to the City in exchange for property
owned by the City, and he feels that the City is getting the
Lion's share of the land. The City is getting six or seven
blocks in exchange for two blocks; and the Levi Estate has
offered to pay for the sidewalks and curbs put in

RESOLUTION NO. 4988 was read, authorizing Mayor Gilbert E.
Fritz to enter into an agreement between the City of National
City and Charles J. Dorfman. The agreement is similar to those
we entered into with Carroll & Foster and Barber and Breeden•
The Contractor agrees to pay the City_$3,492.50 for replacing
of oiled streets. This will provide 40% of the oil for a 32'
street and 64% cf.the oil for a 20' strip. Moved by Matthews,
seconded by Curry, that the Resolution be adopted. Carried,
all Councilmen present voting aye.
ADMINISTRATIvE OFFICER DICKSON stated that the Fire Department
is in need of a new refrigerator. The one they have has
completely given out, Included in the budget for 1949-1950
was an item for the purchase of a new refrigerator. Mr.
Dickson said that three of the local merchants have been con-
tacted and that two were considerably lower than the other.

The Bay Furniture Company quoted the price $269.00; Ace Refrig-
eration Company for a 7.7' Frigidaire 0174.75; Hartwell &
Skinner for an 80' Hot Point $174.75. Administrative Officer
Dickson recommended the larger refrigerator. Maurice Carrigan
of the Ace Refrigeration Company was present and argued for the
Frigidaire. Moved by Adams, seconded by Curry, that this be
held over until the next meeting, Carried, all Councilmen
present voting aye.
COMMUNICATION FROM CITY ENGINEER McCLURE stated that Walter
H. Barber presented a bill for $200.00 which is the balanoe
due for the completion of the Pumping Plante• CITY CLERK
ALSTON said this bill had been presented with the other bills
for which authorization of payment was granted. Moved by
Thatcher, seconded by Matthews. that Walter H. Barber file
a notice of completion. Carried, all Councilmen present voting

MAYOR FRITZ stated that there is an existing bill in Congress
which would provide in lieu of taxes on Navy Housing. This
would mean that the City would receive taxes on Navy Housing
as they do on Government Housing.
RESOLUTION NO. 4989 was read, requesting that the City of
National City receive their portion of in lieu taxes for Navy
Housing, located in National City. Moved by Thatcher, seconded
by Matthews, that the Resolution be adopted, Carried, all
Councilmen present voting aye.
MAYOR FRITZ stated that there was a League meeting to be held
in San Francisco in October; and he wondered what policy the
Council wished to adopt as to who should go. Moved by Adams,

seconded by Thatcher, that we continue the same policy in
regard to this Annual Convention this year as in the past
years. Carried, all Councilmen present voting aye.
CITY ENGINEER McCLURE stated that he had been granted permission
to adopt a 48',travel-way on Palm Avenue and 18th Street East
of Palm Avenue, but in laying out the plans he found there is
about 100 feet of sidewalk already laid in the North end and
in the South end of Palm Avenue. Mr. McClure recommended that
we forfeit 3' of travel -way and go to 45' on Palm Avenue in
order to avoid interfering with the present sidewalks. Moved
by Matthews, seconded by Curry, that City Engineer McClure's
request,to use 45' travel -way on Palm Avenue be granted.
