National City, California, May 3, 1949
Regular meeting of the City Council was called to order by
Mayor Gilbert E. Fritz at 7:30 P. M. o'clock. Councilmen
present: Curry, Matthews, Thatcher, Fritz. Councilmen absent:
Adams.
Moved by Matthews, seconded by Curry, that the reading of the
minutes of the regular meeting of April 19, 1949, and the
adjourned meeting of April 28, 1949, be dispensed with.
Carried, all Councilmen present voting aye.

Moved by Curry, seconded by Matthews, that the bills be allowed
and warrants ordered drawn for same. Carried, by the following
vote to -wit: Ayes: Curry, Matthews. Thatcher, Fritz. Nays:

RESOLUTION NO. 4954 was read, authorizing the payment of
$75.00 from the Capital Outlay Fund to Huntley Industrial
Minerals Inc., for the Street Department. Moved by Thatcher;
seconded by Matthews, that the Resolution be adopted. Carried,
all Councilmen present voting aye.
FRANK BRUNO was present and stated that he operates a house
to house vegetable wagon, and that he was picked up by the

Police for not having a license. Mr. Bruno stated that he
is a disabled veteran and understood that he could operate
without a license. Moved by Matthews, seconded by Thatcher.
that the matter be referred to the Attorney and Lisense Col-
lector. Carried, ali',Couneilmen present voting aye.
J. F. ALBERTSON,; '815 ,Adetsant Lane, was present and stated
that he understood,it wits a misdemeanor for a person to do
any of their own plumbing. Ns requested the Council to adopt
an Ordinance which would permit a man to do his own plumbing.
BUILDING INSPECTOR BIRD was present and stated that there is
no provision in the existing Ordinance which would permit
anyone except a licensed plumber to operate in National City.
The County and City of San Diego have an Ordinance allowing
a home owner to do his own plumbing job in his own home
providing he passes their examination, but Ordinance No. 750
provides that it must be a °licensed plumber". MR. ALBERTSON
stated that a plumber can set any pride, and he has to pay
exorbitant prices, and a great many people cannot afford this.
INSPECTOR BIRD said that the County and City give an examin-
ation which includes laying out the job. MR. BIRD stated that
this was brought about by Mayor Knox on the low cost housing
situation. MR. BIRD said the. County refuses to inspect any
plumbing job in National City, unless the City Council passes
an Ordinance to the effect that a home owner can do his own
plumbing. COUNCILMAN MATTHEWS aeked if it would entail more
help if these people are oapable of doing the job themselves.
INSPECTOR BIRD said it was not a matter of more help, but
there is no way under the present, -existing Ordinance whereby
a license can be issued out or his office except to a licensed

plumber. COUNCILMAN CURRY stated that he felt that if a
person was capable of doing the job he should be allowed to
do so. PARKER HILTY, 1141 Palm Avenue was present, and
stated that Sacramento was trying to do something for prop-
erty owners in this same line. MAYOR FRITZ asked INSPECTOR
BIRD if the Council passed such an Ordinance would the County
give the examination to the man wanting to do the work;
INSPECTOR BIRD said they would. Moved by Thatoher, seconded
by Curry, that -the Attorney be instructed to draw up an Ord.
finance allowing a home owner to do his own plumbing. Carried,
all Councilmen present voting aye.
HAROLD L. JENSEN was present, requesting that the Council
consider a municipal pistol"range. He, stated that the Police
Department is organizing a pistol club and they should have
some suitable place to practice shooting in order to keep in
training. Mr. Jensen stated, that it would bring a lot of
people to the City, also additional revenue; also the Junior
clubs will have a safe place to practice. MR. JENSEN intro-
duced MR. ECHLE$, National Rifle Association representative,
who had investigated the 30 acres of land at 22nd & Pain,
also some land east of Harbison Avenue on 8th Street, which
was very level and would Hake a good pistol range. MAYOR
FRIT2 stated that he had discussed this with the Chief of
Police Bates and the Police want to establish such a club
themselves, and have a site picked out on the outskirts of
the City. Mr. Eckles said that the true value of the pistol
range is almost unbelievable for a town of this size. It will
curb juvenile delinquency, by teaching the boys how to shoot
rifles, and will bring revenue to the City. Mr. Mack who owns

the site off Harbison Avenue will be very glad to lease the
land for Q60,00 a year on long tern lease, Mr. Eckles stated
and if .1110,000.00 was put into the range it would pay for
itself in five years.
MAYOR FRITZ announced that it was 8:00 P. M. and that Bids for
Fire Equipment would be opened at this time. The following

APPLICATION TO THE STATE BOARD OF EQUALIZATION. was read as
follows: Eugene G. Fiese, 213 Highland Avenue, off sale beer
and wine. The application was approved by Chief of Police

Bates and Mayor Fritz oidered it filed.
APPLICATIONS for retuitds on business licenses were read as
follows: BETSY P. Mi1'TEER, P. 0. Box 84, Chula Vista, requested
a refund of $2.50: ROSE =MPRICH, 2104 Granger Avenue,
National City requested a refund of $5.00. The requests were
approved by License Collector Bates. Moved by Matthews,,
seconded by Thatcher, that the refunds be made. Carried,
by the following vote to —wit: Ayes: Curry, Matthews, Thatcher,
Fritz. Nays: None.
COMMUNICATION FROM KENNETH L. BLANCHARD POST 255 AMERICAN
LEGION was read, requesting the use of the Memorial Bowl on
May 15, 1949, at 2:00 P. M. for °I Am An.American Day" Program,
They wish the use of the platform,, piano, and the public
address system. Moved by Matthews, seconded by Curry, that
the request be granted. Carried, all Councilmen present
voting aye.
COMMUNICATION FROM G. H. PARCHEN, JR., D. C. was read, request—
ing the installation of one hour parking on Roosevelt Avenue
between 8th & 9th Streets, on the West side. Moved by
Matthews, seconded by Curry, that the request be referred to
the Traffic Committee for checking. Carried, all Councilmen
present voting aye.
RESOLUTION NO. 4955 was read, -accepting the following grant
deeds for street purposes only; and authorizing City Clerk
Alston to have same recorded: LOUTS AND HENRIETTA GUICHARD,

effective May 16. 1949, was read. .The resignation was approved
by Police Chief Bates. Mayor Fritz ordered the communication
filed.
COMMUNICATION FROM CHIEF OF POLICE BATES was read, recommending
,the appointment of Any E. Bice to fill the position of General
Office Clerk with the Police Department, effective May'', 1949,
starting salary 1168.00 per month. -
RESOLUTION NO. 4956 was rea&,,authorizing the appointment of
Any E. Bice as General Office Clerk in the Police Department,.
effective'May 1, 1949, starting salary of $168.00 per month,
as recommended by Chief of Police Bates. Moved. by Curry,
seconded:by Matthews, that the Resolution be adopted. Carried,
all Councilmen present voting aye.

REPORT FROM THE TRAFFIC COMMITTEE was read, recommending the
following; for the new street signs the City use the G-400,
black letters on white background, manufactured by the Grote
Company; that on all new installations of street lights, the
20 foot arm suspensions be used; and that a boulevard stop be
placed, stopping East bound traffic on Earle Drive at Harbison.
Moved by Matthews,, seconded by Thatcher, that the report be
accepted. Carried, all Councilmen present voting aye.
MOVED HY CURRY, seconded by Thatcher, that the ordering of
the new street signs be laid over until we get the full details
as to the number needed; but that the recommendation of the
Traffic Committee be approved. Carried, all Councilmen present
voting aye.
RESOLUTION NO. 4957 was read, authorizing the 20 foot arm
suspension on all new installation of street lights. Moved
by Curry, seconded by Matthews, that the Resolution be adopted.
Carried, all Councilmen present voting aye.
RESOLUTION NO. 4958 was read, authorizing.the erection of a
boulevard stop on Earle Drive at Harbison, stopping East bound
traffic, Moved by Matthews, seconded by Curry, that the
Resolution be adopted, Carried, all Councilmen present voting
aye.
COMMUNICATION FROM CITY ENGINEER McCLURE, was read, requesting
a release of three trunkline sewer easements which have not
been used. These easements! numbers 46, 73, and 74 were
granted by Mr. W. A. Taylor, Wayne H. and Nellie E. Martin
and Elizabeth Sohlstrom, respectively. Mr. McClure requested

that action be taken to cancel the easements since no future
use is anticipated.
RESOLUTION NO. 4959 was-reade`•authorizing the,eancelling of
trunkline sewer easements Nos. 46, 73, and 74, granted by
Mr. W. A. Taylor, Wayne H. and Nellie E. Martin and Elizabeth
Sohlstrom, respectively. -Moved-by Thatcher, seconded by
Matthews, that the Resolution be adopted. Carried, all Coun-
cilmen present voting aye.
REPORT FROM ENGINEER MoCLU E•iras read, recommending the pay-
ment of bills in the amount of $101.111.70 on lateral sewer
projects. Administrative Officer Dickson stated that no
action is necessary as the bills are listed on the warrant
register.
THE REPORT OF THE PLANNING COMMISSION was read which was
presented at the meeting of April 19, 1949, recommending that
the following two petitions be granted: Petition No. 344 of
H. A.:Bell for a special permit to build a Duplex on the
Southeast- Corner of First Street and "B" Avenue; Petition No.
345 of A. E. Hawkins for a special permit to build a Duplex
on property as described in petition; about 930 E. 16th
Street. The report was accepted at the April 19th meeting.
RESOLUTION NO. 4960 was read, authorizing a special permit
to H. A. Balleto build a Duplex on the t4 of Ni of W} of E4 of
10 Acre Lot 2, Quarter Section 155; excepting -therefrom the
E 50', the W 40', the N 40', and the S 45.741. Moved by
Thatcher, seconded by Matthews, that the Resolution be
adopted. Carried, all Councilmen present voting aye.

RESOLUTION N0. 4961 was read, authorizing A. E. Hawkins a
special permit to build a Duplex on property described as the
S 1251 N 165' E 601 W 570.331 of Ni W of 20 Acre Lot 1 in
Quarter Section 133; about 930 E. 16th Street. Moved by
Matthews, seconded by Curry, that the Resolution be adopted.
Carried, all Councilmen present voting aye.
SURETY BOND of Judge Ira Harbison was presented, and approved
by Attorney Campbell. Moved by Matthews, seconded by Thatcher,
that the bond be accepted. Carried, all Councilmen present
voting aye.
APPLICATION BY FLOYD E. PITTMAN to move a building was read.
Present location a portion of Lot 1 in Sec. 134, to be moved
to a different location on.the same property. Application was
approved by Janes A. Bird,.Building Inspector. Moved by
Curry, seconded by Matthews, that the request be granted,
provided the building conforms with the building code and is
completed within six months from this date. Carried, by,the
following vote to -wit: Ayes: Curry, Matthews, Thatcher,
Fritz. Nays: None.
CITY CLERK ALSTON reported that the City had received two
checks from the State of C alifornia, one for 12.940.00 for
Liquor Licenses and one in the amount of 021,302.15 for Motor
Vehicle Licenses.
CITY CLERK ALSTON stated that she had received a Bulletin
from the League of California Cities informing the Cities that
there is a bill before the Assembly (No. 2799) which provides
every householder with 01,000 exemption with assessed valuation
under 31,000 on personal property. CITY CLERK ALSTON said

that it the bill passed, that it would mean loss of revenue
to Cities and Counties, Moved by Curry, seconded by Matthews,
that CITY CLERK ALSTON send a letter to the State Assemblyman
requesting him to oppose the Bill. Carried, all Councilman
present voting aye.
ADMINISTRATIVE OFFICER DICKSON stated that he had a request
from Judge Harbison asking permission to employ Mary Louise
Sides from May 23, 1949 to June 6, 1949, while his regular
clerk is on vacation. Salary to be at the rate of $168.00
per month.
RESOLUTION NO. 4962 was read, authorizing the appointment of
Mary Louise Sides as temporary Clerk of the Court from May
23, 1949 to June 6, 1949, salary to be at the rate of 0168,00
per month. Moved by Thatcher, seconded by Matthews, that the
Resolution be adopted. Carried, all Councilmen present voting
aye.
ADMINISTRATIVE OFFICER DICKSON stated that he had a report
from Park Superintendent Gautereaux and he is working on the
specifications for the Golf Course, and he has an appointment
with the designer next week; also the architect is engaged at
the present tine on the plans of the proposed City Hall.
ADMINISTRATIVE OFFICER DICKSON stated that he received a
communication from the San Diego Mill Supply Corporation asking
permission to occupy 20,000 feet of land adjacent to the water.
They have seaplanes purchased from war surplus which they
wish to bring in and dismantle, to sell for salvage. They
wish a short term lease. ADMINISTRATIVE OFFICER DICKSON
recommended that they be granted permission to lease this

property at three cents per square foot per annum and that
the Mayor be authorized to sign the lease on behalf of the
City; and requiring that the premises be cleaned and restored
to the original condition when the lease is expired.
RESOLUTION NO. 4963 was read, authorizing Mayor Gilbert E.
Fritz to enter into a contract with the San Diego Mill Supply
Corporation to lease approximately 20,000 feet of tidelands.
Rental to be three cents per square foot of annum. Moved
by Matthews, seconded by Thatcher, that the Resolution be
adopted. Carried, all Councilmen present voting aye.
ADMINISTRATIVE OFFICER DICKSON read a report on the proposed
garbage and refuse colleotion, presented by the Committee.
Moved by Matthews,,seconded by Curry, that the report be
accepted. Carried, all Councilmen present voting aye.
ADMINISTRATIVE OFFICER DICKSON presented the Ordinance which
regulates the collection, removal and disposal of garbage
and rubbish. Moved by Thatcher, seconded by Matthews, that
the entire Ordinance be read. Carried, by the following vote
to -wit: Ayes: Curry, Matthews, Thatcher, Fritz. Nays: None.
ADMINISTRATIVE OFFICER DICKSON stated that in the proposed
Ordinance, Seotion 17 which reads: This ordinance shall take
effect and be in force on the thirty-first day after the date
of its final passage and approval; should be changed to read:
°This ordinance shall take effect and be in force on the first
day of July, 1949. Moved by Thatcher, seconded by Curry, that
the ordinanoe be re -introduced; and that only the heading be
read. Carried, by,the following vote to -wit: Ayes: Curry,
Matthews, Thatcher, Fritz. Nays: None.

ORDINANCE NO. AN ORDINANCE OF THE CITY OF NATIONAL CITY,
CALIFORNIA, :REGULATING THE COLLECTION, REMOVAL AND DISPOSAL
OF GARBAGE AND RUBBISH WITHIN SAID CITY, AND PROVIDING A
PENALTY FOR THE VIOLATION THEREOF, AND REPEALING ALL ORDINANCES
AND PARTS OF ORDINANCES IN CONFLICT THEREWITH. Moved by
Thatcher, seconded by Curry, that the Ordinance be laid over
until the next meeting for the second and final reading.
Carried,,by the following vote to -wit: Ayes: Curry, Matthews,
Thatcher, Fritz. Nays: None.
ADMINISTRATIVE OFFICER DICKSON stated that when this Ordinance
becomes effective the City will have to be prepared to take,
over the collection and disposal of the garbage and rubbish.
and suggested that a Superintendent be employed and that he
be placed in charge of the City Garage. At present the Street
Superintendent is in oharge of the Garage and his duties are
now so numerous that it is impossible for him to adequately
take charge of the Garage. Mr. Dickson recommended that
Howard Mikkelson be appointed as Superintendent of Sanitation,
and that he also be planed in charge of the garage.
RESOLUTION NO. 4964 was read, authorizing the appointment of
Howard Mikkelson as Superintendent of Sanitation, and also be
in charge of the garage, effective June 1, 1949; starting
salary )282.00 per month. Moved by Matthews, seconded by
Thatcher, that the Resolution be adopted. Carried, all Coun-
cilmen present voting aye.
ADMINISTRATIVE OFFICER DICKSON requested he be authorized to
advertise for bide on the equipment necessary for use in the
garbage and rubbish collection. Moved by Thatcher, seconded

by Curry, that Mr. Dickson be authorized to advertise for the
bids. Carried, all Councilmen present voting aye.
ATTORNEY.CAMPBELL presented the Ordinance which prohibits
"Bridgo", "Bingo",after January 1, 1950. Moved by Matthews,
seconded by Curry, that only the heading be read. Carried,
by the following vote to -wit: Ayes: Curry, Matthews, Thatcher,
Fritz. Nays: None.
ORDINANCE NO. AN ORDINANCE OF THE CITY OF NATIONAL CITY,
PROHIBITING CERTAIN GAMES OF CHANCE AND CERTAIN GAMES COMBINING
CHANCE AND SKILL, INCLUDING "BRIDGO": "BINGO": "SKILL BALL":
"TANGO": AND SIMILAR GAMES AND DEVICES. Moved by Matthews.
seconded by Curry, that the. Ordinanoe be laid over for the
second and final reading. Carried, by.the following vote to -
