National City, California, May 6, 1949
Adourned meeting of the City Council of May 3, 1949, was
called to order by Mayor Gilbert E. Fritz at 19:00 A. M.
o'clock. Councilmen present: Adams, Matthews, Thatcher,
Fritz. Councilmen absent: Curry,
ADMINISTRATIVE OFFICIALS present: Alston, Dickson.
REQUEST OF SEVERS MARIN, 1836 Wilson Avenue, to remove a
Willow tree, was read, Mr, Marin stated that the roots of
the tree have caused the sidewalk to raise and become a
hazard. Moved by Matthews, seconded by Adams, that the tree
be inspected, and if found in such condition that it should
be removed, that Mr. Marin pay the usual 05.00 deposit and
remove the tree at his own expense. Carried, all Councilmen
present voting aye.
CLAIM FROM JACK DEMBO for refund on unsecured personal prop-
erty tax collected on his 1947 and 1948 liquor licenses was
presented. The amount of tax totaled 3131.82. Moved by
Adams, seconded by Thatcher, that the refund be made. Car-,
tied, by,the following vote to -wit: Ayes: Adams, Matthews,
Thatcher, Fritz, Nays: None,
MAYOR FRITZ announced that the hearing on the closing of Crest
Drive would be held at this time, No protests were made.
RESOLUTION NO. 4965 was read, closing A portion of Crest
Drive, Paimcrest Subd. Moved by Adams, seconded by Thatcher,
that the Resolution be adopted. Carried, all Councilmen
present voting aye.

COUNCILMAN CURRY present.
COMMUNICATION FROM THE CALIFORNIA STATE EMPLOYEES ASSOCIATION
was read, stating that there will be an Institute of Govern-
ment held in San Diego on May 13th and 1Jth. This Institute
is being sponsored in part by California State Employees
Association Chapters in San Diego, and also has the support
of Governor Warren. ADMINISTRATIVE OFFICER DICKSON stated
that he would be glad to take this up with the Department
Heads and employees with responsible jobs in this field, if
the Council so desired. Moved by Matthews, seconded by Adams,
that ADMINISTRATIVE OFFICER DICKSON contact the Department
Heads and cake the necessary reservations. Carried, by the
following vote to -wit: Ayes: Adams, Curry, Matthews, Thatcher,
Fritz. Nays: None.
ADMINISTRATIVE OFFICER DICKSON recommended that a Resolution
requesting the County Board of Supervisors to draw up a con-
tract for the assessing and collecting of taxes, starting the
fiscal year 011,1950-51, and submit it to the Council, including
in the request, that the publication of the National City Delin-
quent list be published in the National City paper.
RESOLUTION NO. 4966 was read, requesting the County Board of
Supervisors to draw up a contract for the assessing and col-
lecting of taxes, starting the fiscal year of 1950-51; also
that the National City Delinquent list be published in the
National City newspaper. Moved by Adams? seconded by Thatcher,
that the Resolution be adopted. Carried, all Councilmen pre-
sent voting aye.
MEMBERS OF THE CASA DE SALUD BOARD OF DIRECTORS were present.

MARY JANE GARDNER, Secretary, stated that the Casa de Salud
had received a report from the Community Welfare Council
saying that there are no longer funds to carryon the Casa.
Mrs. Gardner said they suggested that National City help take
over part of their program and the Community Chest handle the
other part of the program. National City might handle the
boys' recreational group. MAYOR FRITZ asked if this curtail-
ment of funds by the Community Cheat was definite. Mre.
ardner said that they feel that unlese more funds come out
of National City there would be a curtailment. MAYOR FRITZ
said that three years ago we raised $6,400.00 for the Com-
munity Chest, but that the last year or two it has fallen
behind. REVEREND OLAF STOEVE stated that not so much money
was raised here because a lot of our people work in San Diego
and contribute there, and perhaps it is well to wait and see
what the Community Chest is going to do. MAYOR FRITZ said
that two years ago we went along with Mr. Morrison of the
Community Chest who sold us a bill of goods. MRS. CORLISS
said they were bringing their problems to the Council since
they were fellow citizens and have the community's interest
at heart. COUNCILMAN ADAMS stated that we are all aware of
what is being done and the Casa Will not be closed. REVEREND
STOEVE said that they were suggesting that the•City•take over
the work entirely, or at least would it not be possible that
part of the program could be taken over by the City? MRS.
GARDNER said they had help in the summer program and possibly
it could be run on a full tine schedule. REVEREND STOEVE
asked whether the City work of recreational supervising is
heavier during the summer. ADMINISTRATIVE OFFICER DICKSON
stated that we are able to do the sumgertime recreational

work as we receive assistance from the National School District,
Sweetwater High School, National City Relief Federation, which
contribute 31,200.00, and 0500.00 from the-Lion's Club. MRS.
CORLZSS asked if there would be a possibility for the recrea-
tional program of the City to be set up to include a recrea-
tional program for the Casa de Salud nine months of the year,
MAYOR FRITZ said he felt the City was justified in assisting
inithe summer recreational program but if we give full time
to the Casa we probably should give full time to other parts
of the City. JAi4ES RUSK stated that the Community Welfare
Council is the organization in San Diego, and that Mr.
Morrison is now with the Council. MR. RUSK said there have
been a number of requests for funds in the Southeast part of
San Diego for the operation of the neighborhood house and
the YWCA, and that' too large a share of the funds went to
Southeast San Diego and other areas were receiving no funds
from the Community Chest. A committee was organized to study
the situation and they suggested a neighborhood house. A
survey was made and they came back with the sane recommen-
dations. The Board of Directors of the Community Chest found
that the funds for the two programs were close enough to
appoint a committee to make a study; their recommendations
will go to the Welfare Counoil and then in turn to the Com-
munity Chest. The survey should be over before the first
of July. but if necessary they will go on further. Mr. Rusk
asked if it would be possible for the Council to go along
with the recommendations of the Community Chest. REVEREND
STOEVE said that a man from the State Recreational Department
made a survey and he would like to know what he said about
the Casa de Salud&s recreational program. ADMINISTRATIVE

OFFICER DICKSON read the portion of the report which stated:
"There is no gymnasium except in the upper room of the Casa
de Salud". COUNCILMAN CURRY aeked.what the budget of the
Casa was; and MRS. GARDNER said 09,208.00 for 1949, and the
budget was the same Last year. MRS. GARDNER said she under-
stood that Mr. Morrison had talked with Mr. Dickson and she
asked what his recommendations were. MR. DICKSON stated that
Mr. Morrison said that a oommittee had been formed to make a
study and he was waiting to find out their recommendations,
COUNCILMAN MATTHEWS said the Council all agree that we are not
going to see the program stopped. MRS. GARDNER asked if the
Council could make some arrangements for funds for the budget.
MR. DICKSON said he felt the Council would not be in a posi-
tion to give any answer on the proper expenditure of funds
until the report was received. MRS. GARDNER introduced the
following members of the Board of Directors: Mr. Rusk, Mr.
Burns, Miss Kaiser, Director, Mrs. Grove, Mrs. Corliss, Mrs.
Smith and Mist Russ.
Moved by Matthews, seconded by Curry, that the meeting be
closed. Carried, all Councilmen present voting aye,
