HomeMy WebLinkAbout1949 10-18 CC ADJ MIN116 National City, California, October 20, 1949 Adjourned meeting of October 18, 1949, of the City Council was called to order by Mayor Gilbert E. Fritz at 2:00 P.M. o'clock. Councilmen present: Matthews, Thatcher, Fritz. Councilmen absent: Adams, Curry, ADMINISTRATIVE OFFICIALS present: Alston, Dickson. ADMINISTRATIVE OFFICER DICKSON stated that both he and Attorney Campbell had gone over the bide on Comprehensive Liability Insurance very carefully, and it is their recommendation that the bid of Guy and Ouy, for a three year policy with the Great American Indemnity Company be accepted. The amount of the premium is 16,124.36 and there would be a savings of $124.93 if the 0. L. & T. portion is paid in advance; also there is to be a clause in the policy which states that if there is any reduction in rates the City would benefit by them. COUNCILMAN ADAMS present. V. D. KEMPSEY, representative for the Pacific Insurance Agency, was present and stated that when they were figuring their three year general liability bid it was to the penny, and the one year automobile bid was to the penny He stated that auto- mobile insurance can be issued for one year only, and not for three years and he did not see how a contract could be gone into on that basis as it is def_nitely against the California Insurance laws, ADMINISTRATIVE OFFICER DICKSON stated that checking into the lake prohibiting a three year policy on auto- mcbi:e insurance, he took the matter up with the representative tor the other company and called attention to this and he was 10/20 117 told that they were within the law in their bide because there was no request for a breakdown in the specifications and pay- ment is to be made annually. RESOLUTION NO. 5081 was read, accepting the Comprehensive Liability Insurance policy from Guy and Guy. Moved by Matthews, seconded by Thatcher, that the Resolution be adopted. Carried, all Councilmen present voting aye. ADMINISTRATIVE OFFICER DICKSON stated that a small problem has arisen In our garbage collection department. There are some two or three hundred accounts that have not responded since July 1st, and we do not know whether they are receiving the service or refusing to take it. Mr. Dickson stated that Mr. Vansant is quite concerned, and it is suggested that the Coun- cil employ somebody for a short period of time to make a house to house call on these people to find out the difficulty, so that we can bring the bookkeeping system up to date. It will require a great deal Of tact and diplomacy and a salesman to handle the situation. RESOLUTION NO. 5082 was read, authorizing the temporary appoint- ment of Don Newberry in the garbage collection department, salary H1.50 per hour, as recommended by City Treasurer Vaneant. Moved by Adams, seconded by Thatcher, that the Resolution be adopted. Carried, all Councilmen present voting aye.
