National City, California, April 27, 1948
Adjourned meeting of the City Council of April 20, 1948, was
called to order by Mayor Fritz Jggerimn present: Adams,
Curry, Matthews, Thatcher, Fritz. Councilmen absent: None.
Moved by Adams, seconded by Thatcher, that the reading of the
minutes of the regular meeting of April 20, 1948, be dispensed
with. Carried, all Councilmen present voting aye.
ADMINISTRATIVE OFFICIALS present: Campbell, Dickson.
MRS. H. S. STRICKLAND, 1414 Harding Avenue, was present and
presented a petition signed by 37 residents in the area of the
Casa de Salud, relative to the unnecessary noises from the Casa.
Mayor Fritz stated that it presented quite a problem as the City
is trying to provide recreation for the young people of that
area. Councilman Thatcher suggested that the matter be referred
to the Casa Board. Mayor Fritz thought that it is a combination
problem of the Police and Casa Board. Councilman Matthews
recommended that the place be closed at 9:00 P. M. Councilman
Thatcher stated that the Casa is operated by the Community Chest
and a recreational director is in charge, and no doubt an earlier
closing would interfere with his hours, and would also conflict
with the local curfew. Moved by Thatcher, seconded by Adams,
that the matter be referred to the Casa Board and a communication
be sent to them in regard to the matter. Carried, all Councilmen
present voting aye.
COMMUNICATION FROM THE CHAMBER OF COMMERCE was read, requesting
the following for the Maytime Band Review: erection of the
small stage in the center of the Memorial Bowl arena; installation

of the City -owned public address system; setting up of 30 chairs
and other equipment for the official reviewing stand on the
library steps; street decorations on the light standards. Moved
by Curry, seconded by Thatcher, that the request be granted.
Carried, all Councilmen present voting aye.
COMMUNICATION FROM THE CIVIL SERVICE COMMISSION was read, setting
forth the amendment in the specifications for the position of
Park Recreation Director.
RESOLUTION NO. 4666 was read, amending the specifications of
Park Recreation Director as set up in the Position Classification
Plan as follows:
PARR RECREATION DIRECTOR
Under direction, to have charge of activities at a municipal
playground, recreation center, or gymnasium, or to have charge
of groups of adults or children in special activities at various
playgrounds, and to do other work as required. Include directing
and supervising the work of assistants; planning neighborhood
recreation programs for juveniles and adults; organizing and
conducting city-wide and neighborhood tournaments, and classes
in arts and crafts, gymnasium, etc.; maintaining discipline and
high moral standards on the playgrounds; inculcating good sports-
manship and fair play; maintaining safety on the grounds; adminis-
tering first aid; making reports of attendance and activities;
issuing and accounting for materials, supplies and equipment, and
inspecting apparatus and equipment to see that they are in safe
condition for use; accomplishing the fundamental purposes of
municipal recreation programs including physical, moral, cultural
and citizenship aspects.

MINIMUM STANDARDS AND QUALIFICATIONS: must have graduated from
a college or university of recognized standing with major work
in physical education and have had at least one year or equal
to one summer season of successful experience in playground and
recreation work. Shall be able to obtain an up-to-date Red
Cross first -aid certificate. Ability to direct and supervise
the work of assistants; ability to inspire confidence and to
exercise firm, but fair, discipline; ability to size up situations
and people accurately, to adopt an effective course of action
and get along well with others; dependability; initiative;
enthusiasm; good judgement; high moral standards; pleasing address;
good physical condition.
Moved by Adams, seconded by Matthews, that the Resolution be
adopted. Carried, all Councilmen present voting aye.
COMMUNICATION FROM THE CIVIL SERVICE COMMISSION was read,
recommending an amendment to Rule 5.1 of the Civil Service Rules.
RESOLUTION NO. 4667 was read, amending Rule 5.1 of the Civil
Service Rules as follows: The Civil Service Commission shall
establish an employment list for each class of position for
which an open competitive, a promotional, or non -assembled ex-
amination is held. Such employment list shall contain the names
of those persons who passed the examinations and in the order of
their total rating with the one receiving the highest score
entered first. Employment lists established through examinations
shall not be terminated for at least six months after the date
of establishment; provided, however, if there are less than three
persons available for appointment on any such employment list, the
Civil Service Commission may order a new examination to establish

a new employment list. This list shall expire six months from
date unless extended by action of the Civil Service Commission,
for further period of six months, but not to exceed two such
extensions.
Moved by Matthews, seconded by Curry, that the Resolution be
adopted. Carried, all Councilmen present voting aye.
COMMUNICATION FROM THE NATIONAL CITY LIONS CLUB was read, stating
that the club is prepared to pay foi' the employment of a swimming
instructor for the Municipal Pool this summer, and will send a
check in the amount of $500.00, if this plan is acceptable to
the City. Moved by Thatcher, seconded by Curry, that the City
will accept the offer. Carried, all Councilmen present voting
aye.
COMMUNICATION FROM J. M. SHATTIS, 506 E 1st Street, was read,
requesting the City to remove two Acacia trees in their parkway
so they may plant Cocos Plumosa Palms. It further stated that
the roots have raised the sidewalk and constitutes a public
menace. Councilman Thatcher stated that the only time the City
removed trees was during the WPA project days. Mayor Fritz
suggested that Administrative Officer Dickson and St. Supt.
Finnerty contact the people and give them the procedure to follow.
Attorney Campbell recommended that the sidewalk be barricaded if
it is dangerous. Moved by Matthews, seconded by Thatcher, that
Administrative Officer Dickson and Street Supt. Finnerty investigate
the matter, and be given power to remove the trees if the situation
warrants such action, also to post notice to repair the sidewalk.
Carried, all Councilmen present voting aye.

COMMUNICATION FROM THE STATE COMPENSATION INSURANCE FUND was
read, stating that Walter E. Cagle, Police Officer, was paid
compensation through April 20th and that Mr. Cagle returned to
duty on April 17th, therefore was over -paid $17.14, Moved by
Thatcher, seconded by Matthews, that a refund of $17,14 be made
to the State Compensation Insurance Fund, Carried, by the
following vote to -wit: Ayes: Adams, Curry, Matthews, Thatcher,
Fritz. Nays: None,
COMMUNICATION FROM THE DIVISION OF STATE HIGHWAYS was read,
stating they are desirous to acquire tax title held by the City
on the following described property: E 751 of Lots 21-22, Block
209; Lot 12, Block 209, City Plat. The State also wants the
City to get title from the County and will in turn purchase same
from the City.
RESOLUTION NO. 4668 was read, authorizing the City Clerk to pur-
chase tax title from the County Board of Supervisors on the
following described property: E 75' of Lots 21-22, Block 209;
Lot 12, Block 209, City Plat. In turn an agreement will be
entered into whereby the Division of State Highways will purchase
City and County title from the City of National City on the same
property. Moved by Thatcher, seconded by Matthews, that the
Resolution be adopted. Carried, all Councilmen present voting
aye.
PURCHASING AGENT DICKSON requested authorization to advertise
for bids to purchase three heavy duty gasoline engines to be used
as reserve engines in the sewer department in case the power goes
off causing the sewer lines to back up,, The cost will be approxi-
mately $1,026.00. Moved by Thatcher, seconded by Matthews, that
Mr. Dickson be authorized to advertise for the bids. Carried, all
Councilmen present voting aye.

PURCHASING AGENT DICKSON requested authorization to advertise
for bids to purchase equipment for outside pumping stations.
Moved by Thatcher, seconded by Adams, that Mr. Dickson be
authorized to advertise for bids, Carried, all Councilmen
present voting aye.
COMMUNICATION FROM BOARD OF COUNTY SUPERVISORS stating that all
taxes have been cancelled on tax deeded property owned by the
City of National City, described as follows: Street opening.
S 401 of N 55.98' of Lot 3, Block 1, Tract 1404, Paradena Park,
was read and ordered filed.
ADMINISTRATIVE OFFICER DICKSON reported that on the sidewalk and
curb program on National Avenue, a building at 24th Street and
National Avenue will have to be moved back. At present the
storm drain ends in the middle of the intersection. Mr. Dickson
suggested that the City extend the line to the property line,
which is customary and the City has the materials to do the work.
RESOLUTION N0. 4669 was read, authorizing the City to extend the
storm drain to the property line on the southwest corner at
24th Street and National Avenue. Moved by Matthews, seconded
by Adams, that the Resolution be adopted. Carried, all Council-
men present voting aye.
ORDINANCE N0. 748 was read, an ordinance amending Ordinance No.
716, relating to the issuance of Bonds of the City. Moved by
Adams, seconded by Thatcher, that the Ordinance be adopted.
Carried, all Councilmen present voting aye.
ATTORNEY CAMPBELL reported that the City sold the last block of
bonds at the lowest interest rate in history.

COMMUNICATION FROM SOLON S. KIPP & W. E. STARKE was read, in
regard to the quiet title suit filed against Lots 5-8, Block 2,
10 Acre Lot 5, i Section 153, Nat'l Ro.; Lot 18, Block 24+, City
Plat. Attorney Campbell requested authorization to get a con-
tinuance of the case. Moved by Adams, seconded by Curry, that
the case be referred to Attorney Campbell, with power to act.
Carried, all Councilmen present voting aye.
RESOLUTION NO. 4670 was read, directing the City Engineer to
make an assessment district on the National Avenue Sidewalk and
Curb project. Moved by Thatcher, seconded by Curry: that the
Resolution be adopted. Carried, all Councilmen present voting aye.
ATTORNEY CAMPBEL,TL reported that it is time to form sewer districts
for the.laterals '-thromtghdut_th& City; . Mr. Campbell
requested authorization to enter into negotiations with O'Melveny
& Myers to work on the project. Moved by Thatcher, seconded by
Curry, that Attorney Campbell be authorized to sign a contract
with O'Melverly & Myers. Carried, all Councilmen present voting aye.
COUNCILMAN MATTHEWS reported that he has received a lot of com-
plaints in regard to the City having their bank account in San
Diego, and would like to have the Council go on record in favor
of moving it to National City. Mayor Fritz inquired if Mr.
Matthews knew the circumstances in regard to the account being
in San Diego. Councilman Matthews stated that he did, but was
not one to hold a grudge. Councilman Adams was in favor of the
account remaining in San Diego. Councilman Matthews stated that
he thought the debt had been paid to the San Diego Bank. Mayor
Fritz stated that the City has accounts in both National City
banks and that the First National Bank does not care for a larger

account because of the security they have to put up. He further
stated that in the future the City might he in the same situation,
if the account was moved, and also the Council did not have the
power to move the account, as it is entirely 'ender the jurisdiction
of the City Treasurer.
COUNCILMAN ADAMS inquired into the possibilit,y of the installation
of a traffic signal at 18th Street and National Avenue. Mayor
Fritz stated that the City has received a lot of compliments on
the signal at 18th Street and Highland Avenue, and if the
City would wait until the State moved the Highway, the signal
could be installed for about $1,500.00 instead of six to eight
thousand. the majority of the Council felt that the signal
should be installed as soon as possible. Mayor Fritz suggested
that Administrative Officer Dickson contact the Division of
State Highways in regard to the installation of a signal.
COUNCILMAN ADAMS suggested that the City entice radio manufactu-
ring and textile industries to our industrial lands. That
money be earmarked in the budget to encourage these industries
to locate here, and to offer very low taxes with a guarantee
of a payroll of a minimum of 300 or more. Mayor Fritz stated
that Administrative Officer Dickson has been working on this
problem and gathering statistics for some time.
MAYOR FRITZ reported that he has a Recreation Commission of
the following members: James Rusk, Howard Mikkelson, Al Tarr
and Al Crawford, and felt that this Commission instead of the
Planning Commission should be consulted in regard to the
supervised playground and gymnasium, Councilman Matthews
suggested that the Recreation Commission be invited to attend the
Planning Commission meeting.

COUNCILMAN CURRY inquired about the opening of 24th Street.
Administrative Officer Dickson reported on the case which is
in Court and stated that the City has also filed condemnation
Proceedings.
COUNCILMAN ADAMS stated that he thought the Council should think
about what kind of concessions could be offered manufacturing
in regard to the cost of rent and taxes. Mayor Fritz stated
that the City has turned do -an an offer from a cement plant.
Moved by Matthews, seconded by Curry, that the meeting be closed.
Carried, all Councilmen present voting aye.
