National City, California, February 24, 1948
Adjourned meeting of February 17, 1948, of the City Council was -
called to order by Mayor Fritz at 7:30 P. M. o'clock. Council-
ment present: Adams, Cordingly, Thatcher, Fritz. Councilmen
absent: Newberry.
ADMINISTRATIVE OFFICERS present: Campbell, Dickson, Rogers.
COMMUNICATION FROM COUNTY BOARD OF SUPERVISORS in regard to a
meeting February 25th at 2:30 P, M. in the Chambers of the
Supervisors on rubbish disposal, was read. Administrative Officer
Dickson reported on the success of incinerators throughout the
country, and further stated that the county has located property
suitable for dump grounds, which would be favorable to National
City. Mayor Fritz stated that he feels that every possible
effort should be used in order to obtain such a location. Mayor
Fritz requested Administrative Officer Dickson to attend the
meeting.
COMMUNICATION FROM A. W. RIPLEY, 123 F Avenue, was read requesting
permission to remove two acacia trees and replace them with
palms. Mayor Fritz suggested that the trees be checked as to
whether they are in the parking in front on the property of Mr.
Ripley. Moved by Adams, seconded by Thatcher, that the inves-
tigation be made. Carried, all Councilmen present voting aye.
COMMUNICATION FROM CIVIL SERVICE COMMISSION was read, stating
that the position of Deputy Assessor was not included in the
position classification plan; and presented the minimum standards
and qualifications for approval. At the request of Attorney
Campbell, Mayor Fritz suggested that the matter be referred to

the attorney. Moved by Thatcher, seconded by Adams, that
Attorney Campbell approve the recommendation. Carried, all
Councilmen present voting aye.
ADMINISTRATIVE OFFICER DICKSON presented a communication from
E. L. Bartlett, protesting the proposed zoning ordinance. Moved
by Adams, seconded by Thatcher, that the protest be laid over
until the hearing is held on the proposed ordinance.

COMMUNICATION FROM POSTMASTER COSBY was read, in regard to the
half -staffing of flags when repatriated. war dead are returned
for local internment. Moved by Adams, seconded' by Thatcher,
that the matter be referred to Administrative Officer Dickson
with power to take appropriate action.
CITY CLERK ROGERS presented a resolution, consolidating precincts,
designating election officers, and polling places, setting
salaries, and time the polls are to be open.
RESOLUTION NO. 4609 was read, consolidating precincts, designating
election officers, polling places, setting salaries,'and time
the polls are to remain open. Moved by Thatcher, seconded by
Cordingly, that the Resolution be adopted. Carried, all Council-
men present voting aye.
CITY CLERK ROGERS presented Ordinance No. declaring it un-
lawful to waste water, for the second and final reading. Moved
by Thatcher, seconded by Adams, that only the heading be read.
Carried, by the following vote to -wit: Ayes: Adams, Cordingly,
Thatcher, Fritz. Nays: None.

ORDINANCE NO. 747, AN ORDINANCE DECLARING IT UNLAWFUL TO WASTE
WATER SUPPLIED FROM SOURCE DEDICATED TO PUBLIC USE: ESTABLISHING
PENALTIES FOR ITS VIOLATION AND DECLARING ITS URGENCY FOR THE
IMMEDIATE PRESERVATION OF THE PUBLIC PEACE, HEALTH AND SAFETY.
Moved by Thatcher, seconded by Adams, that the Ordinance be
adopted. Carried, all Councilmen present voting aye:
ADMINISTRATIVE OFFICER DICKSON reported that two parties are
interested in renting a portion of the tidelands. W. P. Aron
would like 175 foot frontage; and Raymond G. Turner, M. D. would
like approximately 205 foot frontage, north of the Coronado
Marine Ways lease. Mr. Dickson stated that he had advised Mr.
Turner that the City is receiving three cents a square foot per
year on other rentals. Mr. Turner plans to utilize the property
for commissioning and alteration of surplus vessels. Moved by
Cordingly, seconded by Thatcher, that Attorney Campbell be
instructed to draw up a lease agreement. Carried, all Council-
men present voting aye.
APPLICATION FROM MIKE SALIBA4 1995 Guy Street, San Diego, for a
refund of $7.50 on his business license, was read. License
Collector Bates recommended the refund. Moved by Adams, seconded
by Thatcher, that the refund be granted. Carried, by the
following vote to -wit: Ayer Adams, Cordingly, Thatcher,
Fritz. Nays: None.
ADMINISTRATIVE OFFICER DICKSON reported on the bad condition
of streets having only strip paving, and requested permission
to use some of the State Gas Tax Funds for maintenance. Mr.
Dickson stated that eventually an armor coat will have to be
placed over the entire street. Mayor Fritz questioned the present

method of repairing the shoulders adjacent to strip paving.
RESOLUTION NO. 4610 was read, authorizing Administrative Officer
Dickson to use State Gas Tax Funds for the maintenace of streets
with strip paving. Moved by Adams, seconded by Thatcher, that
the Resolution be adopted. Carried, all Councilmen present
voting aye.
ADMINISTRATIVE OFFICER DICKSON recommended that a street light
of 600 candle power be installed at the intersection of L Avenue
and Virginia Drive. Moved by Adams, seconded by Thatcher, that
the light be authorized. Carried, all Councilmen present voting
aye.
RESOLUTION NO. 4611 was read, authorizing an agreement between
the Cities of Chula Vista and National City, and the California
Water and Telephone Company for distribution of the Colorado
River Water to users and consumers in said cities by the Com-
pany; and authorizing Mayor Gilbert E. Fritz to sign on behalf
of National City. Moved by Adams, seconded by Thatcher, that
the Resolution be adopted. Carried, all Councilmen present
voting aye.
ATTORNEY CAMPRFT,L reported that the South Bay area doesntt have
sufficient signers to form an irrigation district to purchase
Colorado River Water and questioned the little interest the
City has shown. Administrative Officer Dickson questioned the
benefit the City would receive from same and felt that the
consumers in the outside district should spend the time and
money, if they desire a district formed.

MAYOR FRITZ brought up the proposed zoning ordinance. Attorney
Campbell stated that a date will have to be set for a hearing.
Administrative Officer Dickson suggested that a date be set,
other than a Council meeting.
ADMINISTRATIVE OFFICER DICKSON reported that the State is now
paying for street lights, traffic signals, tree trimming, and
street maintenance along their highways. Mr. Dickson further
stated that the state is considering two major structures in
National City. One at 8th Street and Harbor Drive and the other
at l8th Street and Harbor Drive.
There being no further business the meeting was closed at 9:05
P. M. o'clock.
