Regular meeting of the City Council was called to order by Mayor
Fritz at 7:30 P. M. Councilmmer. resent: Mamas Thatcher, Fritz.

Moved by Thatcher, seconded by A3ans, that the minutes of the
regular meeting of June 2, 19L8, be dtspensad with, Carried, all
Councilmen present voting aye,

RESOLUTION NO. 4717 was read, authorizing $644.25 paid from the
Capital Outlay Fund as follows: Mission Pipe & Supply Co., $492.22
for the Community Bldg.; National Lumber Co., $108.28 for the
Community Bldg,; Hazard -Gould & Co., $4.77, for the Community Bldg,;
Wilson F. Clark Co,. $32.83, for the Community Bldg.; M. C.
Paterson, $6,15 for the Community Bldg. Moved by Adams, seconded
by Thatcher, that the Resolution be adopted. Carried, all
Councilmen present voting aye.

HERBY ALGERT, 459 F Street, Chula Vista, was present relative to
a survey map on the George Humphrey property.
RESOLUTION NO. 4718 was read, accepting the survey map on the
George Humphrey property descrteea as' the N-k of Ej-. 40 Acre Lot
4, + Section 132. Moved by Adamz, secn.lded by Thatcher, that
the Resolution be adopted:. Carried, all Councilmen present
voting aye.
HERBERT A. BARNES was present in regard to street signs. Mayor
Fritz stated that the matter will be taken care of in the budget.
W. Barnes made some suggestions in regard to lights on the
various courts in the Municipal Park. Mayor Fritz stated that it
will be taken under advisement.
COUNCILMAN MATTHEWS present.
REPORT OF THE PLANNING COMMISSION was read, recommending that the
following zone variances be granted: Leonare Guatelli to construct
a trailer court in the 2700 Block on National Avenue; Marie
Stephens for a yard variance; Vincent Willardson to build apart•
ments and garages at the corner of 22nd & "I" Streets; Richard
Vogel to operate a photo studio at 340 E 8th Street; St. Marys
Church for a yard variance; Clarence S. Herzer to build additional
house on lot at 1+21 "E" Avenue; Mrs. Edeva R. Fioto for yard
variance at 526 "L" Avenue, Petition of J. S. Davidson to build
three apartments in existing building in R-2 Zone, was denied.
Moved by Matthews, seeonled by Thatcher, that the report be
accepted. Carried, all Councilmen present voting aye.
PETITION with 9 names was presented, requesting that their names
be withdrawn from another petition which favored the trailer
court at 2700 National Avenue. Attorney Campbell ruled that the

latter petition would not affect the petition which was required
to be presented to the Planning Commission. ELMER CALKIN$, 2020
National Avenue, was present and protested the trailer court.

would mean revenue for the City, MRS. FAESEL, a trailer owner,
was present and commended Mr. Savoy for the type of court he plans
to build, and protested the slurring remarks being made about
people living in trailers, ATTORNEY CAMPBELL stated that all
trailer courts have to comply with the Ordinances. COUNCILMAN
ADAMS protested against any more trailer courts in the City.
COUNCILMAN MATTHEWS stated that this area is possibly facing an
emergency again and needs trailer courts to help the housing
situation, and also a court such as this would mean revenue for
the City. COUNCILMAN ADAMS stated that Federal money should be
used for housing. Moved by Adams, that the petition for the
trailer court be denied. The motion was declared lost for lack
of a second. Mr. Adams, stated that he had heard that some of the
Planning Commission members didn't vote on the petition and that
one member voted in favor of the court as he was promised some
work if the petition passed. MAYOR FRITZ asked Councilman Adams,
if he was prefering charges, COUNCILMAN ADAMS stated that he
had only heard that this occured, MAYOR FRITZ stated that such
statements shouldn't he made unless charges were preferred and that
he considered the msmpers of the Planning Commission to be honorable
men. COUNCILMAN MATTHEWS quest.oned Mr. Savoy as to the size of
the playground, Mr. Savoy stated that the playground would be
150' x 165', with swings, volly ball courts, and slide shoots.

RESOLUTION NO. 4719 was read, authorizing a permit to Leonare
Ouatelli to construct and operate a trailer court on Lots 6 to
10 incl. and 13 to 17, incl. Block 29; also Lots 6 to 10 incl.,
and Lots 13 to 17 incl. Block 37, City P�_:.�, Moved by Matthews,

RESOLUTION NO. 4720 was read, a-:rhorl7ing a zone variance to the
St. Mary's Church (O'Sullivan) tr., rnd••ce side yard from required
10 feet to 5 feet as will be raqui_red under new proposed ordinance
and substitution of inner court for required 25 feet rear yard,
on the 8 1201 of E 165' of 10 Acre Lot 4, * Section 154, Ex. Ste.
Moved by Thatcher, seconded by Adams, that the Resolution be
adopted. Carried, all Councilmen present voting aye.
RESOLUTION NO. 4721 was read, authorizing a zone variance to Marie
Stephens to convert a garage into an apartment, making the rear
yard 4 feet instead of the required 15 feet on the N of Lot 4,
all of Lot 3, Block 3, 10 Acre Lot 6, } Section 155, O'Connell's
Sub. Moved by Adams, seconded by Matthews, that the Resolution
be adopted. Carried, all Councilmen present voting aye.
RESOLUTION NO. 4722 was read authorizing a zone variance to Vincent
Willardson to build apartments and garages on Lots 11-14, Block 15,
20 Acre Lot 3, a Section 144, Wilbur's Addition. Moved by Adams,
seconded by Matthew. that the Resolution be adopted. Carried,
all Councilmen present voting aye,
RESOLUTION NO. 4723 was real, authorizing a zone variance to
Richard Vogel, to operate a photo studio on the Nly 7.201 of Lot
18, accepting the Wly 65: thereof and all of Lots 19-20, Block 4,

RESOLUTION NO. 4725 was read, authorizing a zone variance to Mrs.
Edeva R. Floto to enclose existing porch which will call for a
yard variance on the N 41*1 of E 501 of N$ Block 13, 20 Acre Lot 3,
Section 131, Frank A. Kimball's Subs Moved by Matthews, seconded
by Adams, that the Resolution be adopted. Carried, all Councilmen
present voting aye.
MAYOR FRITZ announced that it was 8:00 P. M. and that bids would
be opened on the sale of two transformers. There were no bids.
MAYOR FRITZ announced that the hearing of protests for the annexation
of property East of Harbison Avenue between 4th and 8th Streets,
would be heard at this tidies There were no protests. Attorney
Campbell suggested tn::t a letter be obtained from Thomas Clarkso4
stating that they; assu,c their proportionate share of sewer and
utility costs. Moved by Thatcher, seconded by Matthews, that
Administrative Officer Dickson contact Mr. Clarkson and obtain
the letter. Carried. all Councilmen present voting aye.

APPLICATION from B. E. Gray & John Jones, 50 Main Street, for off
sale beer and wine license, was read. Chief of Police Bates approved
the application. Mayor Fritz ordered the document filed.
RESOLUTION NO. 4726 was read, acth -'25;;irg Mayor Gilbert E. Fritz

authority to occupy and use a p_,r:;c^ :f the land at the U. S.
Naval Station for access to the _o,3 acres of land retained by the

The permit to include an additional area of approximately 921 x 641
at the foot of 13th Street° ?ovod by Adams, seconded by Matthews,
that the Resolution be adopted. Carried, all Councilmen present
voting aye.
MAYOR PRITZ announced that it was 8:30 P. M. and the hearing of
appeal by C. A. & Margaret Ncble for a zone variance would be
heard at this time. Mayor Fritz questioned Ass't Engineer Smith
as to the reason the Planning Commission denied the request. Mr.
Smith stated that it was on account of the yard variance. C. A.
Noble was present and stated that he needs the variance to enlarge
the apartment in order to care for more dependents, and could take
care of the situation with a 4 foot yard variance.
RESOLUTION NO. 4727 was read, authorizing a tone variance to C. A.
Noble on Lots 11-12, Block 10, 20 Acre Lot 3, * Section 133,
Wilbur's Addtn, Tlnis allows Mr. Noble a 4 foot yard set back with
permission to build L garago with living room above. Moved by

REPORT FROM THE PLANKING GC';NIbbION was read, approving the follow-
ing changes in the proposed zoning ordinance: That billboards be

in C.3 Zone; that all four corners at 4th Street and Palm Avenue
be changed to C-2, 100 feet on 4th Street and 125 feet on Palm
Avenue.
RESOLUTION NO. 4728 was read, autb,,1-1.1ing the following changes

Palm Avenue be changed to C-2, it feet on 4th Street and 125 feet

AL GRAFF was present and requc:ted that 4th Street from Palm
Avenue to Norton Avenue be changed to an R-2 Zone. Moved by
Matthews, that the request be referred to the Planning Commission.
The motion was lost for lack of a second. Attorney Campbell
ruled that the Council would have to advertise and hold another
hearing in order to make the change. After some discussion, the
Council agreed not to make any further changes in the Ordinance,
as zone variances can be made at a later date.
Moved by Thatcher, seconded by Adams, that Attorney Campbell and
Ass't Engineer Smith make the changes -in the proposed zoning ord-
inance which are set forth in Resolution No. 4728. Carried, all
Councilmen present voting aye.
STATE COMPENSATION INSERANCE POLICY for the fiscal year 1948-1949
was presented. Moved by Thatcher, seconded by Adams, that the

ADMINISTRATIVE OFFICEF DT.CKSON _ubmitted a modified map of the
proposed streets of major importance, as suggested by the Division

of State Highways. After some study, Councilman Adams suggested
that streets running north and south between Roosevelt Avenue and
Bay Blvd. be included on the map.

COMMUNICATION FROM THE FUBLIC UTILITIES COMMISSION was read,
enclosing an outline for the painting of grade crossings. Moved
by Thatcher, seconded by Matthews, that the crossings be painted.
Carried, all Councilmen present voting aye.
APPLICATION to purchase tax deeded property was made by Bernard
3. Banke on Lots 1-2-3, Block 22, City Plat. The bid was $300.00.
City Clerk Rogers made no recommendation as he wants a decision
from the Council whether they wish to sell tax deed property in
that area. Mayor Fritz suggested that the application be referred
back to City Clerk Rogers to figure the taxes against the property.
Moved by Adams, seconded by Thatcher, that the matter be referred
back to City Clerk Rogers. Carried, all Councilmen present voting
aye.

COMMUNICATION FROM FIRE CHIEF BIRD was read, requesting that a
survey be made from the Board of Underwriters of the Pacific, in
regard to our fire defenses. Moved by Adams, seconded by Thatcher,
that the survey be made. Carried, all Councilmen present voting aye.

COMMUNICATION FROM THE NATIONAL CITY PUBLIC LIBRARY was read, re-
commending the reappointment of Mrs. George James and Mr. G.
Charles Watson to the Library Board for a term of three years,
effective July 1, 1948, Attorney Campbell ruled that it is permissible
to appoint Mr. Watson to the Library Board, although Mrs. Watson is
a Library employee. Moved by Adams, seconded by Thatcher, that
the appointments be made° Carried, by the following vote to -wit:

COMMUNICATION FROM THE COUNTY HEALTH DEPARTMENT was read, in
regard to the mosquito control. Councilman Matthews suggested
that a letter of appreciation be sent to the Health Department

ADMINISTRATIVE OFFICER DICKSON reported that he received a
communication from the Army Engineers regarding the bulkhead and
pierhead line and they suggested that the City modify our request
for a 1000 foot pier, Mr. Dickson suggested that Resolution No.
4691 be rescinded and change the bulkhead line from San Diego
Harbor Point 303 to San Diego Harbor Point 499 and extend the
pierhead 1000 feet westerly and parallel to said bulkhead line.

to re-establish the bulkhead line from San Diego Harbor Point 303
to San Diego Harbor Point 499 and extend the pierhead 1000 feet

the City of San Diego on a protest of the higher rates, and that
