HomeMy WebLinkAbout1948 05-25 CC ADJ MIN274 National City, California, May 25, 1948. Adjourned meeting of May 18, 1948, of the City Council was called to order by Mayor Fritz at 7:15 P. M. o'clock. Councilmen present: Adams, Curry, Matthews, Thatcher, Fritz. Councilmen absent: None. ADMINISTRATIVE OFFICIALS present: Dickson, Campbell, Smith, Rogers, Gautereaux. RESOLUTION NO. 4695 was read, authorizing the employment of Joanne Esser as temporary clerk in the City Clerk's office, effective May 24, 1948, salary $150.00 per month, as recommended by City Clerk Rogers. Moved by Thatcher, seconded by Matthews, that the Resolution be adopted. Carried, all Councilmen present voting aye. RESOLUTION NO. 4696 was read, authorizing the transfer of $195.00 from the Unbudgeted Reserve to the Clerk's salary budget approp- riation. Moved by Thatcher, seconded by Curry, that the Resolution be adopted. Carried, all Councilmen present voting aye. RESOLUTION NO. 4697 was read, authorizing Mayor Gilbert E. Fritz to sign an application to the County, requesting encroachment permits within the right of way of 30th Street, 24th Street, and other County roads in the National City area, for the purpose of constructing sewer lines, together with man -holes. Moved by Matthews, seconded by Adams, that the Resolution be adopted. Carried, all Councilmen present voting aye. REPORT FROM ENGINEER IRELAND was read, submitting the bid totals on sewer bids as follows: Charles J. Dorfman, $211,394.30; R. E. Hazard Construction Co., $196,843.78; Carroll & Foster $159,755.80; 275 V. R. Dennis Const. Co., $159,620.20; L. B. Butterfield, $157,108.00; Walter H. Barber, $146,517.60; H. H. Peterson, $143,871.00. The report stated that the Peterson bid contained a qualification which was contingent on being able to obtain the cast iron pipe necessary to complete the job in specified time. That Mr. Peter- son has since filed a letter withdrawing the qualification. The report further stated that this is a doubtful procedure and recommended careful consideration before accepting the low bid. H. H. Peterson was present and stated that he could now obtain the pipe and complete all requirements of the bid. ATTORNEY WARNER, representing Mr. Peterson was present and spoke on his behalf. Mayor Fritz stated that the Council has heard Attorney Campbells opinion and the recommendation of Engineer Ireland on the bids and requested a motion. MR. PETERSON stated that the bid bond was enclosed with the bid. ATTORNEY CAMPBELL questioned the necessity of calling for sealed bids, if they were permitted to be modified later, and stated that he believed the Peterson bid is a modified bid. Moved by Adams, that the low bid be accepted. WALTER H. BARBER submitted a modified bid at this time which stated that $3,000.00 may be deducted from his original bid, as his supplier has offered him that saving since he submitted his original bid. MAYOR FRITZ asked that the matter be laid over until the next meeting. Moved by Matthews, seconded by Curry, that the awarding of the bid be laid over until the next meeting. Carried, all Councilmen present voting aye. Moved by Thatcher, seconded by Curry, that the meeting be closed. Carried, all Councilmen present voting aye. .Q4:1?.
