National City, California, May 25, 1948.
Special hearing of the City Council for the purpose of hearing
protests on the proposed Districting Ordinance, was called to
order by Mayor Fritz at 7:30 P. M. Councilmen present: Adams,
Curry, Matthews, Thatcher, Fritz, Councilmen absent: None.
REPORT FROM THE PLANNING COMMISSION was read, in regard to the
Districting Ordinance of 1948 findings, and the map was presented.
COMMUNICATION FROM B. J. GAUTEREAUX was read, protesting the R2
Zone.
COMMUNICATION FROM E. L. BARTLETT, 2111 Newton Avenue, San Diego,
was read, protesting the R2 Zone.
COMMUNICATION FROM E. L. BARTLETT, 2111 Newton Avenue, San Diego,
was read, further protesting the R2 Zone,
JOHN BRENNAN, representative of the FOSTER-KLEIESER CO. was
present and protested that his Company would be unable to do
business in National City under this new ordinance. He further
stated that he could apply for a special permit but the fee is
$25.00 for each permit which would be prohibitive. MAYOR FRITZ
requested Ass't Engineer Smith to clarify the ordinance. Mr.
Smith stated that it is the intention of the Planning Commission
to take care of each individual case, and said that Zone M3 covers
outdoor advertising without a fee. Attorney Campbell ruled that
the Ordinance cannot prohibit outdoor advertising in commercial
zones, and general type of business. ASS'T ENGINEER SMITH requested
Attorney Campbell to define 'general type of business'. Attorney
Campbell stated this covered Zone C3. MAYOR FRITZ suggested that

the matter be taken under advisement and laid over for another
hearing.
JUDGE L. N. TURRENTINE, 343 E. 10th Street, was present and acted
as spokesman on behalf of 19 other property owners present from
his district, who favored the R2 Zone,
BERNARD J. BANK; 533 3rd Street, was present and protested the
R2 Zone.
GEORGE MEADE, 516 E 10th Street, was present and favored the R2
Zone.
ATTORNEY CAMPBELL ruled that the recommendations from the Council
will have to go back to the Planning Commission for procedure.
RAYMOND HILL was present and questioned who is to enforce the
ordinance.
SYLVESTER LOUCKS was present and inquired about the R1A Zone which
he favored.
COUNCILMAN ADAMS inquired about the limits on manufacturing.

ROGERS, 2817 N Avenue, was present and requested that
on Palm Avenue and 100 feet on 4th Street be zoned to
Mr. Rogers stated that this requires a 20 foot set back
also have a 20 foot alley at the rear.
COUNCILMAN ADAMS stated that it should be made difficult to obtain
a zone variance under the new ordinance. Administrative Officer
Dickson stated that the fee is raised to $25.00.
CHAUNCEY NOBLE inquired whether Zone R1 covers the area at 22nd
Street and J Avenue. He was informed that it is in an R1 Zone,

Moved by Matthews, seconded by Curry, that the following
recommendations for zone changes be referred to the Planning
Commission: that outdoor advertising be permitted in Zone C3;
also 125 feet on Palm Avenue and 100 feet on l+th Street be changed
to C2 Zone. Carried, all Councilmen present voting aye.
Moved by Thatcher, seconded by Adams, that the hearing be closed.
Carried, all Councilmen present voting aye.
