HomeMy WebLinkAbout1948 10-26 CC ADJ MIN106 National City, California, October 26, 1948. Adjourned meeting of the City Council of October 19, 1948, was called to order by Mayor Gilbert E. Fritz at 7:00 P. M. o'clock. Councilmen present: Adams, Curry, Matthews, Fritz. Councilmen absent: Thatcher. ADMINISTRATIVE OFFICIALS present: Dickson, Rogers, Campbell, Smith. ADMINISTRATIVE OFFICER DICKSON read a communication from M. MILLER COMPANY stating that they were hereby waiving the condition contained in their bids that they be awarded all three sections of the sewer lateral job, or none at all. They are willing to accept all or any particular unit. ATTORNEY CAMPBELL ruled that the Council cannot waive a condition unless they wish to award them all three jobs in which case it would not constitute a waiver. COUNCILMAN THATCHER present. REPORT FROM ENGINEER IRELAND was read, reporting on the bids for the construction of lateral sewer - Jobs No. 1, 2 and 3. For Job No. 1, C. J. Dorfman was low bidder. For Job No. 2, Carroll and Foster was low bidder. For Job No. 3, Walter H. Barber and H. R. Breeden we"e low bidders. Engineer Ireland stated that the cost for vitrified pipe for the three jobs is $27,981.94 higher than the cost for concrete pipe, and that he did not consider that the vitrified pipe would be worth the difference in price. ENGINEER IRELAND recommended that the contracts for each job be awarded to the low bidder on the basis of concrete pipe at the unit prices stated in their bids for the different items of the work. COUNCILMAN MATTHEWS brought up the fact that it was his 107 understanding that the City of San Diego will not use concrete pipe and he was desirous of checking further into this to find out the reason for their not using concrete pipe. COUNCILMAN CURRY also was of the opinion that a further check should be made to learn why concrete pipe would be the most suitable. Moved by Thatcher, seconded by Curry, that the awarding of the bids be laid over until the next meeting. Carried, all Councilmen present voting aye. RESOLUTION NO. 4816 was read, authorizing Mayor Fritz to sign a contract between the City of National City and the City of San Diego, providing for transportation, treatment and disposal of sewage, from a small section of National City, near Division and Highland and a portion to the East, on a flat charge of 30¢ per family unit per month. Moved by Adams, seconded by Thatcher, that the Resolution be adopted. Carried, all Councilmen present voting aye, REQUEST FROM C. A. NOBLE for two weeks leave of absence from November 1, 1948, to November 15, 1948, was read. Request was approved by Chief of Police Bates, Moved by Curry, seconded by Matthews, that the request be granted. Carried, all Councilmen present voting aye. RESOLUTION NO. 4817 was read, accepting a deed from C. E. Moon and Jessie M. Moon, for street purposes, described as follows: The easterly twenty (20) feet of the southerly one hundred thirty two (132) feet of the following described parcel of land: Commencing at a point on the northerly line of 40 Acre Lot 1, Quarter Section 132, Rancho de la Nation, according to Map No. 166 on file in the Recorders Office of San Diego County, Califor- nia, which is South 71° west 40 rods from the northeasterly corner 108 of said Quarter Section; thence South 71° west 20 rods; thence south 19° ehst 40 rods; thence north 71° east 20 rods; thence north 19° west 4O rods to the place of commencement. City Clerk Rogers was instructed to have the deed recorded. Moved by Thatcher, seconded by Curry, that the Resolution be adopted. Carried, all Councilmen present voting aye. ADMINISTRATIVE OFFICER DICKSON presented a copy of the Annual Financial Report of the San Diego County Water Authority. Mayor Fritz ordered the communication filed. COMMUNICATION FROM THE DIVISION OF HIGHWAYS, was read, stating theyr°u1d proceed with plans to have 18th and National Avenue signalized and see if arrangements could be made to have this done immediately, ADMINISTRATIVE OFFICER DICKSON stated that in July, 1947, the City wished to purchase a street sweeper, and that they were not available at that time. He has received a letter from the factory stating they could make shipment of a sweeper in about 35 days, and he would like authorization from the Council to advertise for bids. Moved by Matthews, seconded by Curry, that Mr. Dickson be granted this request. Carried, all Councilmen present voting aye. RESOLUTION NO. 4818 was read, authorizing Assessor Rogers to make the following adjustments on the 1948-49 tax roll: Deductions Nos. 1 to 7 inclusive, in the amount of $910.76 and Additions Nos. 1 to 9 inclusive, in the amount of $588,03. Moved by Adams, seconded by Thatcher, that the Resolution be adopted, Carried, all Councilmen present voting aye. 109 Moved by Curry, seconded by Matthews, that the meeting be closed.
