Councilmen present: Cordingly, Newberry, Thatcher, Fritz. Councilmen absent: Adams. Moved by Newberry, seconded by Thatcher, that the reading of the minutes of the regular meeting of March 18, 1947, be dis- pensed with. Carried, all Councilmen present voting aye. ADMINISTRATIVE OFFICIALS present: Smith, Dickson, Campbell, Rogers. BILLS AUDITED by the Finance Committee presented: General Fund $ 1,544.89 St. Imp+ Fund 965,43 Park M. & I Fund 824.21 Light. COP.iAUUNICATION FROM CHAMBER OF COMMERCE was read, in regard to the directional sign which the merchants requested to be placed in the area of 8th Street and National Avenue. Moved by -Newberry seconded by Cordingly, that the matter be referred to Administra- tive Officer Dickson. Carried all Councilmen present voting aye, RESOLUTION N0, 4347 was read, authorizing the payment of $800.00 to the National City Chamber of Commerce for promotional and advertising work for the City in the fiscal year 1946-47, Moved by Newberry, seconded by Cordingly, that the Resolution be adopted, Carried, all Councilmen prcscnt voting aye. 1165 STATEMENT FROM DO'lIS SULLIVAN was presented for services rendered the Civil Service Commission, in the amount of $229.50. Mayor Fritz stated that he would like to see a local set up on the examinations. Moved by Newberry. seconded by Cordin3ly, that the bill be paid. Carried, all Councilmen present voting aye, QUITCLAIM DEED FROM THE WEST COAST CORP. for street purposes only was presented. Attorney Campbell suggested that a grant deed be given. GRANT DEED FROM AVA E. SMITH AND DONALD E. SMITH, for street purposes ohly, was presented. City Clerk Rogers suggested that the deed be referred to the Planning Commission. Moved by Cordingly, seconded by Thatcher, that the deed be referred to the Planning Commission. Carried, all Councilmen present vot- ing aye, NOTIFICATION FROM STATE BOARD OF EQUALIZATION of the following applications: Carmen T. & Manuel G. Felix, 623 W. 15th St., off sale beer; Luis A. Del Rio, dba Amigos Cafe, 1734 McKinley Avenue, on sale beer; Mario J, Dini & Samuel H. McIntosh dba Goodwill Cafe #2, 38 W 8th St., transferred from Nathaniel H. Bloom, 809 Washington St., San Diego, on sale beer and wine. Mayor Fritz referred the applications to Chief of Police Bates, RESOLUTION NO. 4348 was read, amending Resolution No. 2996, setting t:c term of office of members of the Civil Service Commission. Moved by Newberry, seconded by Thatcher, that the Resolution be adopted. Carried all Councilmen present voting aye, RESOLUTION NO. 4349 was read, determining and declaring that the public interest, convenience and necessity of the City of National City require the opcning, construction and maintenance of 24th Street from Taft to McKinley Avenues. Moved by Newberry seconded by Thatcher, that the Resolution be adopted. Carried, all Councilmen present voting aye. 1166 MAYOR FRITZ inquired if the Council had given any thought and study in regard to appealing the Dunlop case. Moved by Newberry seconded by Cordingly, that Attorney Campbell be instructed to appeal the case. Carried, all Councilmen present voting aye, ORDINANCE NO. was presented for the first reading. Moved by Newberry, seconded by Thatcher, that only the heading be read. Carried, all Councilmen present voting aye. ORDINANCE N0. , AN ORDINANCE PROVIDING FOR THE INSTALLATION AND REGULATION OF TRAFFIC CONTROL DEVICES AT INTERSECTIONS WITHIN THE CITY OF NATIONAL CITY, CALIFORNIA. Moved by Newberry, seconded by Thatcher, that Ordinance be laid over until the next meeting for the second and final reading. Carried, all Councilmen present voting aye, ADMINISTRATIVE OFFICER DICKSON reported that he would like to have Resolution No, 4343 repealed as he found two more insurance brokers in the City, thereby allowing $7,000.00 insurance policies on the City to each broker. RESOLUTION N0. 4350 was read, repealing Resolution No. 4343, setting the amount of insurance policy each broker should write on the City. Moved by Newberry, seconded by Thatcher, that the Resolution be adopted, Carried, all Councilmen present voting aye, RESOLUTION NO. 4351 was read, authorizing the sixteen insurance brokers in the City to issue a $7,000.00 each on City Buildings, total insurance to be $112,000,00, Moved by Newberry, seconded by Thatcher, that the Resolution be adopted. Carried, all Councilmen present voting aye. COMMUNICATION FROM E1LA R. MOTIROW was read, requesting permission to remove a trec in the parkway at 3rd Street and "E" Avenue. Mayor Fritz thought too many trees wore being taken out in the City and feels that the Council should set a precedent that trees cannot be taken out, Mayor Fritz stated that this is a very beautiful seen it, has broken 1167 pepper tree and wondered if any of the Councilmen have Administrative Officer Dickson stated that the tree the curb and sidewalk, leaving them in a dangerous condition. Moved by Cordingly, seconded by Thatcher, that the request be laid over until the next regular meeting. Carried, all Councilmen present voting ayc. COUNCILMEN NE TERRY was excused. COMMUNICATION FROM CHIEF OF POLICE BATES 'AS read, requesting that the salary of Chas. M, Hill be increased to($217.50), effective April 1st. Moved by Thatcher, seconded by Cordingly, that the request be referred to the Civil Service Commission as Officer Hill has broken service. Carried, all Councilmen present voting aye, ADMINISTRATIVE OFFICER DICKSON reported that to date he has not received the copy of the Ordinance from the City of San Diego governing the scats at bus stops and requested that thc matter be laid over; ADMINISTRATIVE O.FrICER DICKSON reported that St. Supt. Finnerty is an sick leave and suggested that an Acting St. Supt.bc appoint- ed in order to take care of any legal work that may came up, RESOLUTION NO. 4352 was read, appointing Runles Mostly as Acting St. Supt., St. Supt. Carried, all Councilmen present voting ADMINISTRATIVE OFFICER DICKSON reported on the drainage problem at 5th Street and "B" Avenue. Mr. Dickson stated that he could not find in any record where it recommended a 24 inch drain, E. J. Arthur, 111 E 5th Street, was present and stated that Mr. Ireland stated that he wanted to put in a 24 inch drain and thc Council wouldn't approve it, Mr. Dickson stated that the Engineer suggests a 24 inch drain together with thc present 18 inch drain. Mr. Arthur stated tnat he didn't believe this would 1168 take care of the situation. Mr. Dickson asked Mr. Arthur, in this event if the 24 inch drain had originally been installed, that it wouldn't have taken care of the situation either. Mr. Arthur said probably not. Mr. Pickson asked Mr. Arthur, even though the 24 inch drain is installed, if they wouldn't be troubled with drainage from the alley. Mr. Arthur stated there wouldn't be enough water from the alley to bother Officer Dickson stated that the only drain would be to form a district and anybody. Administrative way to put in this 24 inch assess the property owners; Moved by Thatcher, seconded by Cordingly, that the matter be referred to Attorney Campbell to make preparations to form a district. Carried, all Councilmen present voting aye, ADMINISTRATIVE OFFICER DICKSON reported that he has received a communication from the Paradise Valley Sanitarium expressing their desire to have a directional sign to the Sanitarium installed - at 8th Street and Palm Avenue, Moved by Cordingly, seconded by Thatcher, that Mr. Dickson inform Mr. Lysinger that the Sani- tarium has permission to install the sign. Carried, all Council- men present voting aye. ADMINISTRATIVE 02 ICER DICKSON reported on the f ccnt Gas Tax, and stated there are three projects pending: widening of Granger Avenue from 18th to 24th Street; resurfacing of Highland Avenue from 2nd to 8th Street, and 8th Street from National to Highland Avenue. ADMINISTRATIVE OJFICER DICKSON reported that a bad situation exists at Main Street and National Avenue, and suggested two islands be put in to assist the pedestrian in crossing National Avenue at this point. Moved by Cordingly, seconded by Thf.tcher, that Mr. Dickson follow through on his suggestion. Carried, all Councilmen present voting ayu. S.P. QUIIiIT, 1039 E 3rd Street, was present and requested the Council to establish a grade on 3rd Street east of Highland Avc, in the new Subdivision, Mayor Fritz referred the matter to Attorney Campbell to check subdivision violations. 1169 ADMINISTRATIVE 07FICEfl DICKSON reported on the conference held in Sacramento in regard to the bill on state tidelands between National City and Chula Vista, which was attended by Mayor Fritz, City Clerk Rogers„ and himself. Mr. Dickson stated that Assemblyman Cramer was ill and requested that the bill be held up until he could be present. There was also some opposition and with the assistance of Richard Graves of the League of California Cities, and Lfr. Dean, head of the State Lands Division, the delegation was' able to present its case very satisfactorily. Assemblywoman NSehousc and Assemblyman Brady of the Tide and Submerged Lands Committee were contacted in regard to State aid on the construction of a yacht harbor. They requested an invita- tion to view the proposed project and such an invitation was extended. Iir. Dickson stated that the City has the same problem on the Sweetwater River as the proposed project on the Tijuana sloughs, and that the City's propossition looks very fav,rnble. Mayor Fritz reported that Mr, Dickson took along an aerial map which he had colored, and made a very attractive display. Mayor Koester and Administrative Officer Bryant of Chula Vista were also present. Mayor Fritz stated that Mr. Dickson presented a very good and strong case.
