Councilmen present: Adams, Cordingly, Newberry, Thatcher, Fritz. Carried, all Councilmen present voting aye, HOWARD MIKKEELSON was present and stated that he has been accused for a number of years of being the stumbling block in regard to municipal garbage disposal, and would like to have action from the Council. Mr. Mikkelson further stated that he wants to ex- pand and buy equipment municipal disposal, if asked if the City took but wants assurance that there will not be he goes to this expense. Mr. Mikkelson stated that he had been accused before Mr. Adams' entered the picture, that he did not hold anything against any body but wants a comrnittment from thc Council or the City. Council- man Thatcher stated that the surveys made in the past proved to be too costly to be put on the property owners without an election and feels that it is up to the people. Councilman Cordingly stated that it appears that the City did not want the disposal when it wasn't making a dollar, but now wants to take it away from Mikkelson. ROLLAND OLIVER was present in regard to granting him a zone variance after the work he id doing is completed on 30th Street from N, Ave to the East City limits. Carried, all Councilmen present voting aye, RESOLUTION MO, 4385 was read, approving plans and specifications, and adopting the .rage scale for thu proposed construction of a 16 inch pressure sewer line Westerly from 6th St, and Moon Ave, as recommended by Administrative Officer Dickson, Moved by Thatcher, seconded by Newberry, that thc Resolution bc adopted, Carried, all Councilmen present voting aye, 1177 ADMINISTRATIVE O PICER DICKSON requested authorization to adver- tise for bids on the 5c'i Streee Sever tire, Moved by Cordingly, seconded by Newberry, that Mes, Dickson advertise for bids, Carried, all Councilmen present voting aye, RESOLUTION NO, 4366 was read, declaring 24th Street from Bay Blvd, to Highland Avenue; and 4th Street from National Avenue to Palm Avenue, streets of major importance, as recommended by Adminis- trative Officer Dickson, Moved by Adams, seconded by Newberry, that the Resolution be adopted. Carried, all Councilmen present voting aye. ADIansTRATIVE OFFICER DICKSON suggested that the Council con sider the adoption of an ordinance governing the amount of drive- way space to be broken, Moved by Newberry, seconded by Cordingly, that the Attorney be instructed to draw up the ordinance, Carried, all Councilmen present voting aye, ADMINISTRATIVE OFFICER DICKSON requested the Council to consider granting him authorization to purchase the traffic signal for 18th Street and Highland Avenue, the amount to be $980,00 Mr. Dickson explained that it takes several months to get delivery on the signal, Moved by Newberry, seconded by Thatcher, that Mr, Dickson make thc purchase. Carried, all Councilmen present voting aye, ADMINISTRATIVE OFFICER DICKSON reported on existing situation in regard to the oiling of the alley cast of "I" Avenue between 15th and 16th Street, Mr, Dickson reported that the curbs need to be broken and about twenty loads of dirt needed to bring it up to grade, and thought it is the responsibility of the property owners. Moved by Newberry, seconded by Adams, that the City do the work and pro rate the cost to thc property owners, Carried. all Councilmen present voting ayco ADMINISTRATIVE OFFICER DICKSON requested authorization to Employ a full time clerk for his office, salary to bc $140,00 per month, Moved by Cordingly, seconded by Thatcher, that tht. request bc granted.
