Adjourned meeting of the City Council of April 15, 1947, was
called to order by Mayor Fritz at 3:00 o'clock P, M, Councilmen
present: Adams, Cordingly, Newberry, Thatcher, Fritz,
ADMINISTRATIVE 0.:: ICIALS present: Campbell, Dickson, Rogers.
ATTORNEY CAMPBELL reported on the hearing of the San Diego
Electric Ry Co. for increased rates. LiR, HATSEN, representative
of the Company was present and requested the Council to approve
their request to the Commission to make an immediate interim
order on a part of the fare increases.
RESOLUTION NO, 4368 was read, approving the request of the San
Diego Electric Ry Co. to the Public Utilities Commission to make
an immediate interim order granting the Company a part of the
fare increases, and authorizing Mayor Gilbert E. Fritz to sign
on behalf of the City. Moved by Thatcher, seconded by Cordingly,
that the Resolution be adopted. Carried, all Councilmen present
voting aye.
BILLS AUDITED by the Finance Comiittee presented:
Payroll fund $8,023.65
Moved by Cordingly, seconded by Thatcher, that the payroll be
allowed. Carried, all Councilmen present voting aye,
CITY CLERK ^,)GBRS presented the following checks for acceptance:
from the Division of Highways, $771,15, i cent gas tax
allocation for the quarter April to July, 1945; from the
Federal Court, $2.86, 522,00, a portion of the judgment awarded
the City from the Navy on the tidelands; from the Motor Vehicle
Department, $11,684,24 for license fees collected from July 1,
1946, to March 31, 1947; from the Alcoholic Beverage Division,
$1,644,70, for foes collected from July 1 to December 31, 1946:
from the State Compensation Insurance Fund, $1,763.57, refund

by Chief Bates,
RESOLUTION NO. 4370 was read, aut:iorizing a salary increase of
Charles Martin Hill, Police Department, to $217.50 per month,
effective April 1, 1947, as recommended by Chicf Bates and the
Civil Service Com-iission. Moved by Newberry, seconded by
Cordingly, that the Resolution be adopted. Carried, all
Councilmen present voting aye.

RESOLUTION N0„4374.was read,, authorizing a. zone variance to
Pay E, Wasson for a special permit to construct a new building
from which to operate a donut shop on Lots 18-19, Block 2,

RESOLUTION 110, 4375 was read, a resolution of intention to
change and establish the grade of National Avenue in the City
of National City, California from the southerly line of
Eighteenth Street to the southerly City limits. Moved by New-
berry, seconded by Cordingly, that,the Resolution be adopted.

CITY CLERK ROGERS reported that in 1943, the City purchased
improvement bonds (for street grading and sidewalks) on certain
lots in 10 acre Lot 8, i Section 154, Atoarently bonds on Lots

ADMINISTRATIVE OfFICEl DICKSON repor t ,i that he has a communi-

Assembly bills 638-630 have passed t'.e State Legislature and
suggested that the City write to the Governor requesting his
signature on same,
RESOLUTION NO, 4377 was read, authorizing the installation of
two way fire hydrants at the following locations:
24th Street and Hoover Avenue

16th " " Earle Drive
16th " " Palm Avenue (replacing stand pipe),
which are recommended by Fire Chief Bird and Administrative
Officer Dickson, Moved by Adams, seconded by Newberry, that the
Resolution be adopted. Carried, all Councilmen present voting
aye.
ADMINISTRATIVE O_'2ICER DICKSON that he has a communication from
Assemblywoman Neihouse which stated that the Interim Committee,
of which she is a member would not be able to visit National
City until the session is over.
ADMINISTRATIVE OJFICER DICKSON reported that the assembly bill
allowing Library employees to work under municipal civil service
has passed the Assembly and is now in the Senate,
ADMINISTRATIVE 02rICER DICKSON reported that Severin Stores
at 9th Street and National Avenue have requested a loading zone
on 9th Street near the alley in the rear of their store, Moved
by Adams, seconded by Newberry, that the request be referred to
Chief of Police Bates, Carried, all Councilmen present voting
aye.

Memorial Bowl,
RESOLUTION NO, 4378 was read, authorizing Administrative Officer
Dickson to call for bids on the Memorial Bowl and adopting a
minimum wage scale as provided by law, Moved by Newberry,
seconded by Thatcher, that the Resolution be adopted, Carried,

the Supreme Court.
