National City, California, July 1, 1947
Regular meeting of the City Council was called to order by Mayor
Fritz at 7:30 P. M. Councilmen present: Adams, Cordingly, That-
cher, Fritz. Councilmen absent: Newberry.
Moved by Adams, seconded by Thatcher, that the reading of the
minutes of the regular meeting of June 17, 1947, and the adjourned
meeting of June 30, 1947, be dispensed with. Carried, all Council-
men present voting aye.

Moved by Cordingly, seconded by Adams, that the bills be allowed
and warrants ordered drawn for same. Carried, all Councilmen
present voting aye.
WALTER C. BOELLARD, 2904 "I" Avenue, was present and requested
that the City legally close the N 10' of Lots 1 and 10, Block 1,
Irving Place. Mr. Boellard stated that the alley has been closed
but the Title Company claims it is not legal as the posting was
not in the proceedings. Mr. Boellard further stated that he would
like to have the Eucalyptus trees removed in the alley but he will
remove them if the City will legally close the alley.
RESOLUTION NO. 4430 was read, instructing Attorney Campbell to
start proceedings to close the N 10' of Lots 1 and 10, Block 1,
Irving Place. Movedby Thatcher, seconded by Cordingly, that the
Resolution be adopted. Carried, all Councilmen present voting aye.
REPOIT TRO'•4 THE PLANNING COMISSION was rend, denying the fallowing
petitions: Elmer T „ 0ma G, Shafer and Lelia G. Brathcrton to place
a two story frame duplex building on tite property at 821 E, 4th
Street; Ed Porter and A, A, Jerauld to close the alley between
Lots 9-10, Kimball's Sub, and Lot 16, Horrison's Sub, Moved by
Thatcher, seconded by Cordingly, that the report be accepted,
Carried, all Councilmen present votin3 aye,
Moved by Cordingly, seconded by Thatcher, that a representative
of the Planning Commission be authorized to attend the "Regional
and Community Planning in Southern California" conference to be
held at Pomona College from July 8th to llth, Carried, all Caun-
cilmen present voting aye,

COMMUNICATION FROM THE SAM DIEGO COUNTY WATER AUTHORITY was read,
informing the City that the term of George V, Johnson, National
City Director, expires July 15th, Moved by Thatcher, seconded
by Cordingly, that the appointment be laid over until the next
meeting. Carried, all Councilmen present votin3 aye,

ing the City that the State desires to terminate their lease on
the premises at 1243 National Avenue, roved by Thatcher, sec-
onded by Cordingly; authorizing Mayor Gilbert E, Fritz to ack-
nowledge the notice given by the State, Carried, all Councilmen
present voting aye,
COMIU NICATION FROM ROY S, EMBRY, 911 Melrose Street, was read,
requesting permission to remove two trees in the parkway, Moved
by Cordingly, seconded by Adams, that the request be laid over
until an invectigation may be made, Carried, all Councilmen
present votinz aye,
RESOLUTION NO, 4432 was read, granting an increase in salary to
Florence v, Kibbcy, Deputy Assessor, to $160,00, effective July
1, 1947, as recommended by City Assessor Rogers; also granting
an increase in salary to Mildred Dudacek, Deputy Treasurer, to
$160,00, effective July 1, 1947, as recommended by City Treasurer
Vansant, Moved by Adams, seconded by Thatcher, that the Res-
olution be adopted, Carried, all Councilmen present voting aye.
COMMUNICATION mROM THE NATIJNAL CITY CHAMBER 02 CO.BSERCE was read,

inviting a representative of the Council to attend the Chamber
Board meetings, and in turn a representative of the Chamber will -
attend the Council meetings, Moved by Thatcher, seconded by
Adams, that an invitation be written to the Chamber for their
representative to attend Council meetings, Carried, all Council-
men present voting aye,
COMMUNICATION FROM THE J, M, CLEMINSHAW CO„ Appraisal Engineers,
was read, offering to discuss revenue and tax equalization pro-
blems, City Assessor Rogers stated that he would like to have a
re -valuation made of the real estate and improvements in order to
equalize assessments, Moved by Adams, seconded by Cordingly, that
Assessor Rogers be authorized to contact the Cleminshaw Co, and
any other firm, in this regard, Carried, all Councilmen present
voting aye,
PETITION signed by 15 residents was read, requesting thc City to
clean and make deeper the water course on the north side of 8th
Street in Paradise Valley, Administrative Officer Dickson rcpnto
cd that the course is an private property, also the utility service
lines cross through this oourse m^king it impossible to use mach-
inery to do the work, Mayor Fritz stated.that he didn't believe
-that it is the City's obligation, Moved by Adams, seconded by
Thatcher, that the request be referred to Attorney Campbell,

COMMUNICATION FROM THE U, 9, NAVY PURCHASING 017ICE was road, re-
questing a now contract for sewer disposal in their housing units
located in National City, The contract is for the fiscal year
1947-1948, Administrative Officer Dickson requested that it be
referred to the City Attorney and City Engineer to check whether
the Navy is paying sewer service for their warehouses, M:.yor
Fritz questioned the rate, In view of the fact that the rate to
the City for sewage treatment has been raised, it is thc Mayor's
opinion that the City would 1.n. • money if the same rate is
continued with the Navy, Moved by Thatcher, seconded by Adams,
that the contract be referred to Attorney Campbell, Engineer
Ireland, and Administrative Officer Dickson, to negotiate with
the Navy for a new contract in r;tard to price and inclusion of

RESOLUtION NO, 4433 was read, authorizing the rental payment of
$925,O6 from the Capital Outlay Fund, on the Community Building
to the Federal '?orks Agency, This is a quarterly payment due

ADIiIINISTRATIVE C 'ICE.R DICKSON stated that he has a report from
the Engineer at Chula Vista and National City's portion to join
Chula Vista with their Sewage Treatment Plant will cost National
City approximately $$288,000,00, Mr, Dickson stated that the City
could build their own sewage treatment plant at the extension of
24th Street for approximately $200,000,00 including the pipe linc,
Asset Engineer Smith reported that Mr, Carwyle will make a report
without cost, for the proposed treatment plant, Moved by
Thatcher, seconded by Adams, that Mr, Carwylc submit a report,
Carried, all Councilmen present voting aye,
ADLtITISTRATIVE 022ICER DICKSDN reported that the Zeon sign is not
the property of the City, 'loved by Adams, seconded by Thatcher,
that the contract be refereed to Attorney Campbell, Carried,

ADMINISTRATIVE OFFICER DIC'MSON presented the Park Concession
Agreement, Moved by Adams, seconded by Cordingly, that !tyor
Fritz be authorized to sign the agreement on behalf of the City,

ADMNISTRATIVE 0'. IC] R DIC`{SON reported on the proposed
acquisition of park property from S, Z, Greenberg, Since Mr,
Greenberg's original offer, he has filed quiet title suit on a
portion of the property, Moved by Adams, seconded by Cordingly,
that City Assessor Rogers and Administrative Officer Dickson be
authorized to negotiate with Mr, Greenberg, and make recommen-
dations at the next meeting, Carried, all Councilmen present
voting aye,
ADMINISTRATIVE OFFICER DICKSON reported that an error has bccn
made in the plans for the Memorial Bowl, The plans show no
partition between the men and ladies showers, Er, Dickson stated
that the change will cost about $85,00, Moved by Adams, seconded
by Cordingly, that the change be allowed, Carried, all Council-
men present voting aye,
SOLUTION TO, 4434 was read, authorizing the temporary appoint-
ment of Esco Ogden as Ass't Park Supt„ effective July 1", 1947,
salary to be $215000 per month, as recommended by Park Supt,
Gautereaux, Moved by Thatcher, seconded by Cordingly, that the
ResolutiDn be adopted, Carried, all Councilmen present voting

built around the City barns, The property is in an R1 Zone and
will need a zone variance, Attorney Campbell ruled that a zone
variance is not nc.edcd for City structures,
MAYOR FRITZ suggested that this meeting adjourn until 7:30 P, FI,
July 8th to complete the budgets, :Iayor Fritz also suggested
that the City operate with skeleton crows on Saturday morning
July 5th, :loved by Adams, seconded by Thatcher, that the depart-
ments be allowed to operate with a skeleton force Saturday
morning July 5th and the employees working Saturday morning be
allowed time off at a later date for compensation, but not the
Department Heads, and Administrative Officers, Carried, all
