Hilton Young, to operate a photographers shop in a home at 2325 E, 7th Strcct, National City - the Ely, 25' except the idly 251 of Lot 8 and all of Lot 9 except the PT1y 25'; Block 3 of Sanitarium Place, Permit be granted for one (1) year, no signs to be used at that address, no pictures to be taken at that address, and that permit is not transferable, ?Moved by Newberry, scc )ndcd by Adams, th"t the acsolutian be adapted, Carried, all Councilmen present voting ay( 1224 CONTRACT FOR L:TAINTENANCE OF NATIJNAL CITY was presented, The Electrical Products Corporation stated that their maintenance agreement with the City expires June 30, 1947 and that it will be necessary to raise the rate to $10,50 instead of $7,50 per month, as heretofore, It was the understanding of the Council that after the sign was paid for the rate would continue to be $7,50 per month, Mayor Fritz requested that the contract be referred back_ 'to Mr, Dickson for further study, COUNCILMAN CORDINGLY NOW ABSENT, RESOLUTION NO. 4419 was read, A Resolution of Intention to create a Lighting District according to plans and specifications submitted by the City Engineer for the year beginning August 1, 1947 and ending July 31, 1948, to be known as Lighting District No, 1, Moved by Adams, seconded by Thatcher, that the Resolution be adopted, Carried, all Councilmen present voting aye, RESOLUTION N0, 4420 was read, A Resolution setting the time and, place for hearing of protests an Lighting District N. 1 for August 5, 1947, Moved by Newberry, seconded by Thatcher, that the Resolution be adopted, Carried, all Councilmen present voting ayc, COUNCILMAN CORDINGLY 'RETURNED, CITY ASSESSOR ROGERS stated that in 1938 Mrs, Glen Freetly pur- chased property in 20 Acre Lot 1, (tuarter Section 131, described as follows: E, 501 W 5801 N-A' Ni E*, In 1940 the City of National City recorded a tax deed to the E 82,561 of NI N4 E4 of 20 Acre Lot 1, As there was previously filed with the County Recorder by City of National City a map of 20 Acre Lot 1 showing the Ef to be 660 ft, in width, this 82,56° apparently was an over- lap of 2,56 ft, on the Erectly property, The Title Company now refuses to clear this property as long as the City tax decd appcars 1225 to cloud the title, Actually by the Engineer's record and by a survey made by Walter Bauer„ there are some 662 plus feet in the Di of this 20 Acre Lot; so our tax ieed description was actually correct. But since the official map showf only 660 ft, the con- flict has resulted, Mr, Rogers fLrtl:er stated there were apparent- ly two means of correcting this situation_ First, we can approve and file a new map which would take considerable time and would hold up the sale of the Erectly property - or we can authorize the City Attorney to draw up a Quit Claim in favor of to the E 50' of 7 580' as described and record same, stated that the Quit Claim is his recommendation. CITY A3SE3SOR ROGERS reported on the proposed reappraisal of all property in National City, Mr, Harry E, Wright, 4752 Idaho Street, San Diego quoted the cost of reappraising all parcels of land in National City at $6,800, He estimated it would take about seven months to complete the job, Mr, Rogers contacted the City of San Mateo, California, who are havcina a reappraisal of thcir City done by J, M. Cleminshaw and Associates of Cleve- land, Ohio, The charge to the City of San Mateo is $30,000,00 or $1,00 per capita, Mr, Rogers stated that he wished to make further inquiries into this matter before any definite dcciai3n 1226 was made, ADMINISTRATIVE 0?PICER DIC'CSON brcught up the subject of the sew- age disposal in National City, ::e _naue investigation as to tehat other cities now pay for sewage utsposal and found that the City which comes closest to National City is Coronado which pays $38,25 per million gallons and in the Rolando District it is $108,00 per million gallons, Effective July 1, 1947, the City of San Diego proposes to increase the present charge to National City to a total of $21,60 per million gallons, Mr, Dickson stated there was nothing we could do to get a reduction at this time, and the only thing to do was to enter into this contract with the City of San Diego and continue on this basis, Itr, Dickson reported that Chula Vista has agreed to have their City Engineer draw up new plans for their Treatment and Disposal Plant, with a use with National City and ascertain the actual cost view of to us, City Attorney and City Engineer are to contact Chula Vista's Attorney and City Engineer on the feasibility of these plans, joint Our City ADMINISTnATIV s 02FICER DICKSON reported on the easement program, At the time Mr, Arthur Eddy took over this job there were 26 ease- ments uncompleted, and as of June 16th there are 12 left to complete - 6 owners are out of State so there are still 18 in- complete, It may be necessary to go into condemnation proceedings in order to clean up all easements, This should take another week or ten days at the most, ASSISTANT ENGINEAH SMITH presented a Subdivision map of Sunny Crest, which is West of the South part of Hills of Paradise, between llth and 12th Streets, RESOLUTION N0, 4422 was read, accepting the new Subdivision map of Sunny Crest, Moved by Adams, seconded by Newberry, that the Resolution be adopted, Carried, all Councilmen present voting aye, 1227 Moved by Newberry, seconded by Cordingly that the meeting be adjourned until Monday, June 30, 1947 at 7:30 P,M, Carried, all Councilmen present voting aye, *L4TP OF 1QATI Oi AL C tALI?
