Regular meeting of the City Council called to order by Mayor
Fritz at 7:40 P,M, Councilmen present: Adams, Cordingly, Newberry,
Thatcher, Fritz,
Moved by Cordingly, seconded by Newberry, that the reading of
the minutes of the regular meeting of February 18, 1947, be
dispensed with, Carried, all Councilmen present voting aye,

Moved by Adams, seconded by Newberry, that the bills be allowed
and warrants ordered drawn for same, Carried, all Councilmen
present voting aye.
James Calvin, Principal of Central School, also Mrs, DeWitt and
Mrs, Baker representing the 1)arent Teachers Assn, were present,
Mr, Calvin stated that they were annoyed by dogs on the play-
ground and at the bus stops, also that several children had been
'bitten, not seriously, but he felt that something should be done
before anything serious happens, Mr, Calvin stated that he called
the Pound Master a number of times and found him in once after
calling about twenty times, He called the Chief of Policc and
had him attempt to locate the Pound Master, Mayor Fritz stated
that he thought the Pound Master was doing a good job and assured
Mr, Calvin that the City would do all it could to correct the
situation, Moved by Newberry, seconded by Cordingly that
Administrative officer Dickson be authorized to take the necessary
steps to correct same, Carried, all Councilmen present voting
aye.

Mr, DONOVAN, 39, E, 5th Street, was present and wished to know if
the alley in back of 5th Street, from B, to National Avenue was
closed, Mr, Dickson stated that without looking up the records
he could not be sure, but informed Mr. Donovan that he would
check on the closing and let him know,
MR, FRANK H, JOHNSON was present in regards to widening of E, l6th
Street, City Clerk Rogers informed Mr, Johnson that the matter
would be brought up later in the meeting as Council had a written
petition from the property owners interested,
COMMUNICATION FROM THE SOUTHERN CALIFORNIA TELEPHONE COMPANY, was
read, in regard to increase in certain intra-state rates and
charges applicable to service furnished within the State of
California, The Mayor stated it was his understanding that the
change would not have much effect as far as National City was
concerned as most users now have extended service in the Metro-
politan arca - it would make those who do not have extended service
subscribe to it, Communication ordered filed,
NOTICE OF APPLICATION TO APPROPRIATE WATER, Harbison Canyon
Mutual Water Company applied for a permit to ap-nropriate watcr
from Silver Brook tributary to Sweetwater River, 0,75 cubic foot
per second. Anyone wishing to file a protest must do so within
40 days from date (dated February 27,1947), Mr, Dickson said that
he had contacted Mr, Poulter, local manager of the Water Company
and Mr, Poulter said thcy would file a protest against it,
Application was ordered filed,
TWO APPLICATIONS FROM STATE BOARD OF EQUALIZATION: onc for on
sale bccr & wine to Mario J, Dini & Samuel H, McIntosh (Goodwill
Cafe #2) and onc for on salt bccr to Frank Josef & Ida C, Jcndrossck
(E1 Juan Cafc) were read, Moved by Cordingly, seconded by
Newberry that the applications be referred to the Chief of Police
Bates for recommendation. Carried, all Councilmen present
voting ayc,

INSTJRANCE POLICY on 1941 GMC Truck, used by the Park Dept,,
premium of $21;00 was referred to Administrative Officer Dickson
to check; Mr, Dickson brought up the subject of a "fleet Policy"
Which would cover all of the equipment, and stated that this
' might result in a considerable savings to the City, Moved by
Cordingly, seconded by Newberry that Mr, Dickson be authorized to
look into this tatter, Carried, all Counoilmen present voting aye,
COMMUNICATION PROM HERBERT A, BARNES, was read, stating that
"All Property" Policy No, 1505 expires March 30th, and wished to
be advised about the renewal, Mr; Dickson'stated that three
years ago the City grouped all of its fire insurance and divided
it equally'emong the local insurance agencies and all are Doming
due now;
IT NOW BEING 8:00 P,M, THE OPENINNG 02 BIDS FOR CULVERT PIPE was
ordered, Only one bid was filed, that of the American Pipe &
Construction Company who submitted their quotation for 128 Ft,
of 60" centrifugally spun reinforced concrete culvert pipe,
manufactured in accordance with section 53 of the California
Division of Highways Standard Specifications for standard
strength pipe, Price for pipe, delivered to any point within
the corporate limits of the City of National City, was $10,65 per
lineal foot, A discount of 5% allowed on all invoices for pay-
ment on or before the loth of the month following the date of
delivery, whcn all invoices are due and payable,
RESOLUTION NO, 4331 was road, accepting the bid of the American
Pipe and Construction Company to sell to the City of National City
128 ft. of 60" centrifugally spun concrete culvert pipe for
$10,65 per lineal foot; Moved by Newberry, seconded by Adams that
the Resolution be adopted, Carried, all Councilmen present
voting aye,

INSURANCE GROUP POLICIES were brought up again, all of the
policies issued three years ago are coming due, The City had the
Fire Underwriters check all the insurance policies and found
that all the insurance brokers in National City offered the same
protection at the same rate, Councilman Newberry suggested going
on with the program as in the past; Councilman Adams suggested
that the valuation should be

SURETY BOND OF LLOYD W, BATES for $5,000.00 approved by the City
Attorney, Moved by Newberry, seconded by Cordingly that the
Bond be accepted. Carried, all Councilmen present voting aye,
APPLICATIONS FOR MOVING IN BUILDINGS was presented. Application
of Elizabeth RQ & Jack White, a frame building 18'x21' to be
moved to 220 E, 5th Street, for use as temporary housing, Repairs
and alterations to be made: place on foundation, install electric
lights & plumbing, finish inside and partition for bath, bedroom,
kitchen and livingroom, Moved by Cordingly, seconded by Adams,
that the request be granted provided it meets the Building
Inspector's requirements, Carried, all Councilmen present vot-
ing aye.
APPLICATION of Mrs, Emma R, Morrow to move a garage building at
305 "E" (rear) to 621 E, 2nd Street, Garage to have cement
foundation and cement floor, cement entrance from alley into
garage. New stucco outside and double overhead doors, Moved

Cordingly, seconded by Adams that the request be granted provided
it meets the requirements of the Building Inspector, Carried all

APPLICATION of W, K. Jackson to move a building from Camp Callan
to E 65' of Lots 18, 19 and 20 in Block 44 of McCoy's Sub,, 5th
& E Streets, to be used as a dwelling. Building to be set on a
concrete foundation and to comply with all building, electrical
and plumbing Ordinances of the City of National City, Moved by
Cordingly, seconded by Adams that the request be granted if same
meets all requirements of the Building Inspector, Carried, all
Councilmen present voting aye.
REQUEST POR REP UND ON BUILDING PERMIT N0, 213 issued to Louis 0,
Turley was read, Mr Turley stated that the building was never
erected as he was unable to get the material,
RESOLUTION N0, 4332 was read, granting a refund of $2.00 for
Building permit #213, issued on May 23, 1946 to Louis 0, Turley,
Moved by Newberry, seconded by Cordingly that the Resolution be
adopted. Carried, all Councilmen present voting aye;
PETITION POR WIDENING EAST 16TH STREET was read, signed by tight
property owners for two blocks west of Harbison Avenue.
Mr, Prank Johnson spoke in behalf of the property owners and
stated that he was willing to do whatever was necessary
this project started and to share part of the expense,

was also suggested that the owner of the 30' street be contacted

RESOLUTION NO, 4333 was read granting Matthews Bros, Radio Center
permission to remove three trees from the parkway in the 1900
Block on Highland Ave, The area between the sidewalk and curb to
be paved at the expense of Matthews Bros, Moved by Cordingly,
Seconded by Adams that the Resolution be adopted, Carried, all
Councilmen present voting aye,

ATTENDANCE RULES Of THE PLANNING COMMISSION was again brought
up. It was passed unanimously by the Planning Commission that if
a mcmbcr trans absent for two consecutive mcctings without leave,
thc office would be vacant, and n ncr mcmbcr appointed, Council-
man Newberry said he felt that the Council should not rule on
this, that he bclicvcd thnt if any mcmbcr of thc Commission was
absent, hc would have n good re^son for bcing absent, Moved by
Ncwbcrry, seconded by Cordingly, that this request of the
Planning Commission bc tabled,
ADMDTISTRATIVE OFFICER DICKSON reported that a white linc had
been painted on Harbison Ave, from Division St. to 16th Struct
and on 18th Street from Rachel Ave, as fax cs "D", A whitc lino
will be painted West on 18th Strcct dorm to Bay Blvd,
RESOLUTIOI NO, 4334 was read, granting flr, Claude Hart permission
to remove. two trees and widen his driveway 6 feet, providing hc
will pave from thc curbing to the sidewalk all at his uvm expense,

ADMINISTRATIVE OFFICER DICKSON referred to thc rcqucst of thc
National City Gashoppors" for use of thc Crafts Building.
Mr. Dickson referred the matter to Park Supt. Gautcrcaux,
Mr. Gautcrcaux was present and stated that hc felt that it would
be impossible to let the Gashoppers have thc exclusive use of thc
Building, as there arc times when the building is nccdcd for
purposes, expccially in thc summertime. Thcrc would, no doubt,
bc many times when no one else could b., using thc building, but
Mr, Gautercaux felt that thc "Gashop-ocrs" should contact the.

Park Dept, when they rm.nt use of the building, Movcd by Adams,

ADMNISTRATIVE OFFICER DICKSON reported on the approximate cost
of thc proposed culvcrt at 24th & Wilson Avc, The excnvr.tion
r.nd culvert installation is cstimr.tcd at $772,00, back fill
$340,00, replacement of paving $150,00 - n total cost of $1262,00
plus thc cost of the pipe, In oast piling is necessary the c,st
would be $559;50 additional, Mr, Dickson asked the Council to
grant him permission to rcqucst thc County for funds from our
proportion of the 1/4 cent gas tax, to pay for this project,
RESOLUTION N0, 4335 was read, granting Administrntivc Officcr
Dickson permission to request thc County Board of Supervisers
for funds from our proportion of the 1/4 cent gr,s tax, thc
necessary amount to bc used for thc proposed culvert at 24th &

ADMINISTRATIVE OFFICER DICKSON mentioned thc Safety Campaign and
said that Chief of Police Bates would like to have thc Councilts
official sanction to go ahead and take whatever stcps were
necessary to furthcr this campaign, Movcd by Newberry, scoonded

COUNCILMAN IEWBERRY reported on the condemnation suit for thc
City's Tidelands occupied by thc Tavares Construction Company,
which was completed last *reek, He tr^ccd the progress of the
procccdinzs and stated that he thought thc legal past of thc case
had bcen handled, He also stated that National City had
asked thc sum of $650,000,00 in the suit and had bcen granted

that amount by the jury. The sum of $50,000.00 for the lease-
hold interest of the San Francisco Bridge Company is to be paid
out of National City's portion. Other members of the Council
expressed satisfaction as to the outcome of the suit.
MAYOR FRITZ stated that there was to be a meeting in Sacramento
and he would like authorization to send Mr. Dickson and one or
two other persons to attend the meeting, in case anything is
brought up which might involve our tidelands, Moved by Newberry
seconded by Adams that authorization be given to have At, Dickson
