National City, California, April 2, 1946
Regular meeting of the City Council called to order by Mayor Fritz
at 7:30 P. M. Councilmen present: Christman, Cordingly, Newberry,
Thatcher, Fritz.
Moved by Cordingly, seconded by Newberry, that the reading of the
minutes of the regular meeting of March 19, 1946, be dispensed
with. Carried, all Councilmen present voting aye.
ADMINISTRATIVE OFFICIALS present: Bird, Bates, Vansant, Stevens,
Campbell, Gautereaux, Finnerty, Rogers.

Moved by Cordingly, seconded by Christman, that the bills be
allowed and warrants ordered drawn for same. Carried, all Cow
Gilman present votin- aye.
SAM MASON, representative of the San Diego Electric Railway Co.
was present, requesting the approval of the Council on the ex-
tension of the "N" Route on National Avenue from 18th Street
in National City to "H" Street in Chula Vista, suggesting also
that a letter of approval be transmitted to the Railroad Com-
mission and a copy to the Company. Moved by Newberry, seconded
by Cordingly, that Mayor Fritz be authorized to write a letter
to the Railroad Commission, voicing the Council's approval of
the "N" Route extension, and send a copy of same to the Railway
Company. Carried, all Councilmen present voting aye.
COMMUNICATION FROM J. B. EDWARDS, 2316 Highland Avenue, was read,
requesting permission to remove tree from parkway, which obstructs
view of their business establishment. Moved by Newberry, seceade;d
by Cordingly, that Mr. Edwards be allowed to remove the tree at
his own expense and that no deposit be made as it is business prop-

erty . Carried, all Councilmen present voting aye.
COLThUNICATION FROM MRS. C. 3. MCCRARY, 406 G Avenue, was read,
requesting permission to remove a tree in her parkway. Moved
by Christman, seconded by Newberry, that the request be turned
over to the St. Supt. so that he may explain to Mrs. McCrary
that a $5.00 deposit must be made to insure the replacement of
another tree, and the money will be returned when the new tree
is planted and growing. Carried, all Councilmen present voting
aye.
CoC- J1ICATION FROM L. E. C. SMITH was read, requesting permission
to remover::some trees in the parkway of his property at 19th Street
and Highland Avenue as the roots are raising and breaking the side-
walk. Moved by Cordingly, seconded by Christman, that Mr. Smith
be granted permission to remove the trees at his own expense.
Carried, all Councilmen present voting aye.
RESOLJTIO:r FO. 4053 was read, authorizing the temporary appoint-
ment of Lavyrn Sledgister to act as Police Clerk, effective March
25, 1946, salary
125.00'per month, until an eligible list can be
obtained through the Civil Service examination. Moved by New-
berry, seconded by Cordingly, that the Resolution be adopted.
Carried, all Councilmen present voting aye.
COMMUNICATION FROM MRS. HENRY PLUMB, SECY., HIGHLAND AVENUE IMPROVE=
✓SENT ASS'N relative to the painting of crosswalks, sodium lights,
and installing larger bulbs in the street lights, was read and or-
dered filed as a similiar communication from the Association had
been taken care of at the last meeting.
COMMUNICATION FROM FEDERAL WORKS AGENCY giving notification of the
approval of the continuance of the Federal Recreation Project
through June 30, 1946, was read and ordered filed.
COM'M'SUNICATION FROM SAN DIEGO & ARIZONA EASTERN RAILWAY COMPANY
was read, requesting the closing of 12th Street between Wilson
and Taft Avenues, as the Keim Produce Co. recently acquired the
interests of the Greenbaum Produce Co. and wish to lease Blocks

180 and 181, on, which they intend to construct a large produce
warehouse. Moved by Christman, seconded by Newberry, that the
request be referred to Engineer Ireland and S t. Supt. Finnerty.
Carried, all Councilmen present voting aye.
NOTIFICATION FROM STATE BOARD OF EQUALIZATION of the application
of James W. Walker and Earl E. Weber for on sale beer license at
1125 National Avenue, was read and referred by Mayor Fritz to Chief
of Police Bates for recommendation.
COMMUNICATION FROM WAR DEPARTMENT relative to the application of
the Eleventh Naval District to install four mooring buoys in the
north portion of the Bay, was read and ordered filed.
CITY CLERK reported on a call from Supervisor Austin requesting
the Council to pass a Resolution and send same to Joe Brennan,
Harbor master, voicing the Council's approval of the continued
operation of the Western Salt Co. on the south end of the Bay.
RESOLUTION NO. 4054 was read, requesting the approval of Joe
Brennan, Harbor master, to allow the Western Salt Co. to con-
. tinue operation on the south end of San Diego Bay. Moved by
Thatcher, seconded by Newberry, that the Resolution be adopted.
Carried, all Councilmen present voting aye.
RESOLUTION NO. 4055 was road, appointing fireman Zenith McCourry
to the position of Engineer in the Fire Department, effective
April 1, 1946, salary $200.00 per month. Moved by Cordingly,
seconded by Christman, that the Resolution be adopted. Carried,
all Councilmen present voting aye.
APPLICATION FROM LeROY PITTMAN, 557 Parkway, Chula Vista, for a
refund of $250.00 for the 1946 business license for conducting a
taxi -cab business, was read and referred to Chief of Police Bates.
COMMUNICATION FROM SAN DIEGO CHAWMER OF COMMERCE was read, request-
ing the Council to pass an ordinance Prohibiting the solictation
of magazine subscriptions on the sidewalks, and the operation of

of candid camera photographers commercially on the street.
Moved by Newberry, seconded by Christman, that the matter be re-
ferred to Attorney Campbell. Carried, all Councilmen present vot-
ing aye.
ASS'T ENGINEER STEVENS was present and reported that the Federal
Public Housing Authority has received the $4,000.00 from the
Government to pay their portion of the sidewalks throu h Olive -
wood as set up in the overall plan by the State Highway and wants
the City to get the program lined up as orginally planned.
Moved by Newberry, seconded by Christman, that a letter
be written to Gov. Warren, each member of the Highway Commission
and Legislature, requesting that National Avenue be widened to
100 feet from 14th Street south to the City limits. Carried, all
Councilmen present voting aye.
COMMUPIICATION FROM U. S. NAVAL REPAIR BASE,was read, requesting
the installation of a street light at 4th Street and Harbor Dr.
After some discussion, Iayor Fritz suggested that the Engineer
contact the Navy and ascertain if they plan to reopen 4th Street.
Moved by Thatcher, seconded by Christman, that a letter be sent
to the State Highway Dept. on the natter. Carried, all Council-
men present voting aye.
COUNCILMAN CHRISTMAN REPORTED on his conference with the represent-
ative of the Lions Club relative to use of the Municipal Park on
July 3rd and 4th. Mr. Christman suggested that the Club be granted
use of the swimming pool for exhibition purposes in the evening
after the pool is closed, the use of one tennis court for a paid
admission dance in the evening, and consessions to be let only to
local organizations with no professional or carnival people han-
dling same. Moved by Christman, seconded by Newberry, that permission
be granted the Club under the above conditions. Carried, all Coun-
cilmen present voting aye.

Moved by Newberry, seconded by Christman, that the Lions Club
be notified of the action taken by the Council. Carried, all
Councilmen present voting aye.
COMMUNICATION FROM STONE & YOUNGBERG relative to revenue bonds
was read and orderd filed.
MOVED by Thatcher, seconded by Newberry, that the closing of
12th Street between Wilson and Taft Avenues be referred to the
Planning Commission. Carried, all Councilmen present voting aye.
MR. CLINTON MATTHEWS representing the Highland Avenue Improvement
Club was present and requesting clarification of his communication
which was presented at the last Council meeting.
THE COUNCIL requested the Engineer to notify the property owners
who requested the closing of C Avenue at 27th Street, the cost
_so that a deposit may be made.
RESOLUTION NO. 4056 was read, accepting a check for $300.00 for
quiet title suit on Lots 17-18-19, Block 3, Austin Heights; and
Lot 19, Block 143, City Plat, from the Investiment Securities
Corp. Moved by Thatcher, seconded by Christman, that the Res-
olution be adopted, and the Attorney authorized to follow thro-
ugh. Carried, all Councilmen present voting aye.
ATTORNEY CAMPBELL presented an ordinance providing for the issu-
ance of bonds. Moved by Newberry, seconded by Christman, that
only the heading be read. Carried, all Councilmen present vot-
ing aye.
ORDINANCE NO. , AN ORDINANCE OF THE CITY OF NATIONAL CITY,
CALIFORNIA, PROVIDING FOR TYh ISSUANCE OF BONDS OF SAID'CITY
IN THE AI10UNT OF
375,000.00 FOR THE ACQUISITION AND CONSTRUCT=
ION BY SAID CITY OF A CERTAIN MUNICIPAL IMPROVEMENT. Moved
by Newberry, seconded by Thatcher, that the Ordinance be laid
over, according to law, until the next regular meeting. Carried,
all Councilmen present voting aye.

RESOLUTION NO. 4057 was read, directing the City Clerk to
publish notice inviting sealed proposals for $108,000.00 sewer
bonds 1946 of said City. Moved by Newberry, seconded by Cord-
ingly, that the Resolution be adopted. Carried, all Council-
men present voting aye.
ATTORNEY CAMPBELL presented a statement for $281.50 covering
the Newbrough case, and two criminal jury trials.
RESOLUTION NO. 4058 was read, authorizing the payment of $281.50
to M. L. Campbell, City Attorney, for special services rendered

in the Newbrough case, and/jury criminal trials. Moved by
Newberry, seconded by Cordingly, that the Resolution be adopted.
Carried, all Councilmen present voting aye.
MAYOR FRITZ reported on his conference with Commodore Boak in
regard to the City tidelands. He also stated that Ed Mueller's
appraisal for the tidelands was $7,000.00 an acre. Commodore
Boak, the Mayor reported, had stated that if this appraisal was
decided upon, the Navy would fill our remaining tidelands for
the sum of $550.00 per acre. The Mayor also reported that the
Navy desired the negotiation of suitable lease for two more
years for the Atchison, Topeka, Santa Fe spur track. Mayor
Fritz appointed Councilman Newberry, Attorney Campbell, and
Engineer Ireland to contact officials of the Atchison, Topeka,
Santa Fe Ry. Co. to ascertain what -can be worked out.
Moved by Cordingly, seconded by Newberry, that the meeting be
closed. Carried, all Councilmen present voting aye.
