HomeMy WebLinkAbout1946 12-03 CC MIN1091 National City, California, December 3, 1946 Regular meeting of the City Council called to order by City Clerk Rogers, at 7:30 PeM., Mr, Rogers announced that Mayor Fritz was absent and an Acting Mayor would have to be appointed. Moved by Cordingly, seconded by Adams, that Councilman Thatcher be appointed Acting Mayor, Carried, all Councilmen present voting aye. Councilmen Present: Adams, Cordingly, Newberry, Thatcher. Councilmen absent: Fritz. Moved by Adams, seconded by Newberry, that the reading of the minutes of the regular meeting of November 19, 1946, and tie adjourned meeting of November 27, 1946, be dispensed with. Carried, all Councilmen present toting aye. Carried, all Councilmen present toting ayc. RESOLUTION NO. 4253 was read, authorizing the temporary appoint- ment of'Clifford`A. Foy as a"Jr.rPark Gardener, salary $170400 per month. effective December 2,,1946. Moved by Cordingly, seconded by Newberry, that the Resolution be adopted, Carried, all Councilmen present voting aye. COMICATION FROM MRS. LILLIE WILLIAMS, was read, requesting the Council to give her permanent employment as Police Matron, salary to be $100.00 per month, Administrative Officer Dickson I 1032 reported that Chief Bates does not recommend the appointment as it is much more economical for the City to employ e. matron "on call" basis. Councilman Adams stated that he did not approve of anyone bcing under -paid and thought the Council should con- sider the appointment. After some discussion, it was moved by Cordingly, seconded by Newberry, that the request be laid over until the salaries are reviewed. Carried, all Councilmen present voting aye. APPLICATION for transfer of card room license at 28 VI 8th Street to James Thompson from James Sheridan, was read, Chief of Police Bates recommended the transfer. Moved by Cordingly, seconded by Newberry, that the transfer be granted, Carried, all Councilmen present voting aye. ORDINANCE for closing a portion of "C" Avenue was presented for the first reading. Moved by Newberry, seconded by Cordingly, that only the heading be read. Carried, all Councilmen present voting aye. ORDINANCE NO, was read, AN ORDINANCE OF INTENTION TO VACATE AND CLOSE PORTIONS OF A PUBLIC STREET IN THE CITY OF NATIONAL CITY, CALIFORNIA. Moved by Newberry, seconded by Adams, that the Ordinance be laid over until next meeting for the second and, final reading, Carried, all Councilmen present voting aye. ORDINANCE amending Ordinance No, 622 was presented for the second and final reading, Moved by Newberry, seconded by Adams, that only the heading be read, Carried, all Councilmen present voting aye, ORDINANCE NO. 727 \VAS read, AN ORDINANCE AMENDING SECTION 2 OP ORDINANCE NO, 622 OF THE ORDINANCES or TnE CITY OF NATIONAZ, CITY CALIFORNIA, BY CIiANGING CERTAIN ZONES SET P0R7ff TiIEREIN. Moved by - Adams, seconded by Newberry, that the Ordinance be adopted, Carried, all Councilmen present voting aye. 1033 ATT0RNEY CAMPBELL presented an ordinance creating a Planning Commission and repealing Ordinance No. 582; for the first reading. Moved by Newberry, seoonded by Adams, that only the heading be read. Carried, all Councilmen present voting aye. ORDINANCE NO, was read, AN ORDINANCE OF THE CITY OF NATIONAL CITY, CALIFORNIA, CREATING A PLANNING COMMISSION AND REPEALING ORDINANCE NO, 582 OF THE ORDINANCES OF SAID CITY AND PROVIDING FOR THE APPOINTMENT OF THE MEMBERS OF SAID COMMISSION AND FIX- ING THEIR TERM OF OFFICE. Moved by Adams, seconded by Newberry, that the Ordinance be laid over until the next meeting for the second and final reading. Carried, all Councilmen present voting aye, RESOLUTION NO. 4254 was read, authorizing Mayor Gilbert E. Fritz to enter into an agreement for the City with the Paradise Valley Sanitarium and Hospital for rental of certain fire hydrants. Moved by Newberry, seconded by Adams, that the Resolution be adopted. Carried, all Councilmen present voting aye, CITY CLERK ROGERS requested an opinion for an opening bid for a City tax sale on Lots 15-16, Block 2, 10 Acre Lot 5, * Section 153, Nat'l Ro, It was agreed by the Council that they would accept $65.00 per lot, CITY CLERK ROGERS brought up the question whether the City should participate with the County on the tax sales, as the City would receive more money if they held a separate sale. Moved by Cordingly, seconded by Adams, that it be laid over until the next meeting. Carrie¢,all Councilmen present voting aye, CHECK FROM THE COUNTY OF SAN DIEGO for $435,37 to cover 1/3 of intangibiles during the fiscal year 1945-46,was presented. Moved by Newberry, seconded by Adana, that the check be accepted. Carried, all Councilmen present voting aye. • 1094 RESOLUTION NO. 4255 was road, authorizing the following adjust- ments on the 1946-47 tax roll as recommended by City Clerk Roger i Cancel personal property assessed at $95,00 on ass'mt #4016 as it was paid as unsecured taxes; cancel ass'mt #2999 in the amount of $62,92 as it is contained in ass'mt #2990; reduce improvements from $1400,00 to $750,00 on ass'mt #3705, assessed to Arthur D. Decker; cancel ass'mt #3151 in the amount of $3,43 as it is a duplicate; reduce improvements on ass'mt #669 from $1200.00 to $500.00 as the building was not completed tay,the deolaration date; add addition #9 to the roll in the amount of 43,800,00 assessed to the General Petroleum Corp, which was not paid as unsecured property. Moved by Newberry, seconded by Cordingly, that the Resolution be adopted: Carried, all Council- men present voting aye; CITY ASSESSOR ROGERS recommended that the improvements on the 11.50' of 5.100' of W.100' of Block 2, 10 Acre Lot 4, } Section 154, Kimball's Sub,, Nat'l Ro, be reduced from $1140,00 to $760,00, as the buildings do not warrant the higher assessment; Attorney Campbell requested that it be laid aver and referred to him. RESOLUTION NO, 4256 was read, authorizing Mayor Gilbert $. Frit* to enter into an agreement for the City with The California State Lands Commission to establish the City's mean high t.3de line from about 24t31 Street to the South City limits, Moved by Adams, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye, ADMINISTRATIVE OFFICER DICKSON reported that'he, Street Supt, Finnerty, and Engineer Ireland have been checking on the possi- bility of the City laying the 18" sewer line for which bids were called, and recommended that it be laid over until Friday morning at 10:00 o'clock. Moved by Adams, seconded by Newberry, that the request be granted, ,Carried, all Councilmen present voting aye. 1095 6DfNlSTRATIVE OFFICER DICKSON repented that the Police Depart- tiW'n'eeds a clerk to fill the vacancy created in September, to take care of the business licenses which are soon due. Until ct the Civil Servioe Commission completes arrangements for an,. examination for that position, it is requested that the Police Dept. be allowed to employ a temporary clerk at $140;00-per month. Moved by Cordingly, seconded by Newberry, that the request be granted. Carried, all Councilmen present voting"aye; ADMINISTRATIVE OFFICER DICKSON stated that a review of the salary schedule for City Employees should be held sometime during this month, ADMINISTRATIVE OFFICER DICKSON reported that the Veterans Administration is now located in the rooms formerly used by the Red Cross in the Library Building; Also today the City started a street marking program, using County equipment and charged to the 1945-46 County road fund. ATTORNEY CAMPBELL reported on the Crest Public Utility hearing, which was adjourned to January 21, 1947, at the same place. The Water Co. has suggested giving them a temporary permit so the residents may have sanitation facilities until they can obtain water from the Metropolitan Water Co.,; Moved by Cordingly, seconded by Newberry, that the meeting be adjourned until December 6, 1946, at 10:00 o'clock A.M.
