National City, California, December 17, 1946
Regular meeting of the City Council called to order by Mayor
Fritz at 7:30 P.M. Councilmen present: Adams, Cordingly,
Thatcher, Fritz, Councilmen absent: Newberry.
Moved by Cordingly, seconded by Thatcher, that the reading of
- the minutes of the regular meeting of December 3, 1946, and the
adjourned meeting of December 5, 1946, be dispensed with.
Carried, all Councilmen present voting aye.

JOHN E, PERKINS, 999 National Avenue, was present in protest
to business license on bowling alleys, S. 2. GREENBERG pro-
tested the $100.00 basic license on the bowling alley. Mayor
Fritz referred the situation to Administrative Officer Dickson,
Chief Bates and Attorney Campbell.
COUNCILMAN ReNBERRY present.
JOHN FRM flIN CURL, Palm City, was present and requested a free
pcdlcr's license as he is physically handicapped and unable to
pay for same. Mayor Fritz referred Mr. Curl to the Chicf of
Police,
I RBERT A, BARNES was present in protest to the condition of the
shuffle board courts, and inquired the cost of the sanding
machine recently purchased by the Park Department. Mr. Barnes

stated that he had invited all the Councilmen and thc Mayor
over to confer with him but none of them accepted, Mayor Fritz
stated that he did call on Mr, Barnes and that Mr, Barncs
ncvcr completed the bargain, Mound by Newberry, sccondcd by

Dickson and Park Supt, Gautcrcaux be complimented on thc manner
in which thc park facilities wort. conducted,
REPORT FROM TEE PLANNING COMMISSION was read, making thc
following recommendation: 8, J, Christman to construct a
commercial drivc-way; Pay E, Wasson to operatc a donut shop at
1527 E 18th Street; E, H, Bushcrt to convert thc present struc-
ture into a 4 unit apartment house; Thom, A, Clarkson to con-

Mayer Fritz announced tint the bids for scwcr pipe would be
opurled at this time, Bid from the Unitcd Statcs Pipet. and
Foundry Company, to furnish cast iron pipe for the sum of
$4,469.34 F.O.B. docks San Diego Harbor; was opened, Adminis-
trativc Officer Dickson r000mmcndcd that the bid be acoopted
as no other company could promise any pipe bcforc 1948, and
the price was in line,
RESOLUTION N0. 4263 was read, accepting the bid of the United
States Pipe and Foundry Co, for $4,469.34, P,O,B. San Diego
Harbor docks to furnish cast iron pipe as specified in the bid
on file in the office of the City Clerk. Moved by Cordin;ly,
seconded by Newberry, that the Resolution be adopted, Carried,
all Councilmen present voting aye,
THE t)LLOWING BIDS were received for City equipment: Ralph
Brunson, 10227 McClemont Street, TU$unga, Calif. bid $1,500.00
on the 3 pieces of equipment; C. L, Hayworth, 2215 Adams Ave.,
San Diego, Bid $1,251.00 on the catapiller tractor and 4351000
for the grader; Dan Hayes bid $107.00 for the compressor.
RESOLUTION N0, 4264 was read, accepting the bid of Dan Mayea
in the amount of $107.00 for the compressor; and accepting the
bid of C. L. Hayworth in the amounts of $1, 251.00 and $351.00
for the catapiller and grader. Moved by Newberry, seconded by
Cordingly, that the Resolution be adopted. Carried, all
Councilmen present voting aye,

RESOLUTION NO, 4265 was read, granting tac request of C. ".1.
Vansant, City Treasurer, to transfer 41,656.00 from the, Sp_oial
Scw.:r Trust Fund, to close the account, to ti_e General Fund,
Moved by Newberry, seconded by Adams, that th%. Resolution be
adopted. Carried, all Councilmen present voting aye.

COMMUNICATION FROM JOHN BELL EZ, 425 E &th Street, was read,
offering to pay $50,00 for Lot Al Block 4, Willoughbys Sub,
tax deeded property, City Assessor Rogers tried to explain
the procedure for requesting a tax sale but We Belohez would
not accept the explanation,
CITY CLERK ROGERS reported that Lots 1-21-22, Block 19, City
Plat, have been sold on tax sales, and in April 1946 the City
Attorney started quiet title action on same, Mr, Rogers
requested that these lots be released from the title suit,
RESOLUTION N0, 4267 was read, authorizing Attorney Campbell to
release Lots 1-21-22, Block 19, City Plat, from thc quiet title
action started in April 1946, Moved by Newberry, seconded
Thatcher, that the Resolution bc adopted. Carried, all

ANNUAL REPORT 01 TEE AUDITOR was read, Moved by Thatcher,
seconded by Newberry, that the report be accepted` Carried, all

COMPREHENSIVE INSURANCE POLICY was presented and referred to
Attorney Campbell,
ORDINANCE N0, to close a portion of "C" Avenue, was
presented for thc second and filial reading, Moved by Thatcher
seconded by Adams, that only the heading be read. Carried, all
Councilmen pr.-sent voting aye,

Planning Commission, was presented for the second and final
reading, Moved by Newberry, seconded by Adams, that only the
heading be read, Carried, all Councilmen present voting aye,

CALIFORNIA,CREATING A PLANNING COMMISSION AND REPEALING
QRDINANCE N0, 582 OF THE JRDINANCES OF SAID CITY AND PROVIDING
FOR THE APPOINTMENT OF THE =JEERS Oi' SAID CO1&IISSION AND FIX-
ING THEIR TERM OF 02FICE, Moved by Adams, seconded by Newberry,
that the Ordinance be adopted, Carried, all Councilmen present
voting aye,
ORDINANCE N0, raising the pay to Councilmen, was presented,
Councilman Newberry stated that they accented the position,
knowing that it only paid $10,00 per month and didn't think
they should go over the voters heads to give themselves a raise
in pay, He thought it is a fitting contribution toward a better
National City and should be considered a civic duty rather than
a remunerative position, Councilman Adams stated that
Mr, Newberry must have had a change of heart; that he doesn't
expect a man to work for nothing, and recommended that the
Ordinance be laid over until the next meeting. Moved by
Newberry, seconded by Thatcher, that the Ordinance be tabled,
Carried, by the following vote to-witt: byes: Newberry, Thatcher,
Fritz,,,_ Nays: Adams, Cordingly,
COMMUNICATION FROM NRS, LILLIE nILL'Aps regarding her request
for a salary raise, was again presented, Administrative Officer
Dickson stated that the County jail was at our disposal for
prisoners at a cost of $0,50 per meal. He reported that
Mrs, Williams' salary only averaged $67,00 per month last
year and tint it is much less this year, Councilman Newberry
said he thought tnat Mrs, Williams was rrcll compensated,
Councilman Adams stated that he thought she should be put on

a monthly salary as requested, Moved by Newberry, Seconded
by Thatcher, that thc request be denied. Carried, all Council-
men present voting aye,
JOHN BELCI€Z, 425 E 8th Street, again spoke and stated that he
realized now that he was wrong on the procedure to obtain tax
deeded property, Mr, Belchcz requested that thc palm trees in
his parkway be trimmed, Mayor Fritz referred the trimming to
thc Street Department,

AD.LIINISTRATIVE OFFICER DICKSON reported that in 1897 the City
was deeded 40 feet on 18th Street from Palm Avenue cast to the
City limits, In 1907 a subdivision was established as "Home
Crest" from Newell to Orange, One section at the West end had
16 lots in it with 660 ft, from 18th to 20th Streets, When
19th Street was dedicated it was subtracted from the lots, The
owners have title for the full amount, Moved by Newberry,
seconded by Thatcher, that the matter be referred to the City
Attorney, Engineer, Treasurer and Assessor, Carried, all

ADMINISTRATIVE OFFICER DICKSON stated that the City should have
an inspector on the sewer job,
RESOLUTION N0, 4269 was read, authorizing St, Supt, Finnerty to
appoint as temporary sewer inspector, Harry Hall, salary $200,00
per month, effective December 20th, 1946, ?loved by Cordingly,
seconded by Newberry, that the Resolution be adopted, Carried,
all Councilmen present voting aye,
ADMINISTRATIVE OFFICER DICKSON reported that the meeting of the
League of California Cities will be held December 20th in the
Women's Club House, Escondido,
RESOLUTION }TO, 4270 was read, granting the request of Adminis-
trative Officer Dickson to :have a street light inetall,.d at
22nd Street and Highland Avenue; also a light at 18th Street
and Harbor Blvd, Both lights to be 600 candlepower, Moved
by Cordingly, seconded by Adams that the Resolution be adopted,

AD?IINISTRATIVE 0J)' ICER DICKSON reported that a street car has
been moved in on Highlrnd Avenue nroperty, Hovcd by Newberry,
seconded by Thatcher, that Ta, Dickson invcstigr,tc whether the
City has lost control of buildings entering the City; whether
they should first have the approval of the City Council; and
that the Attorney be instructed to prepare an ordinance to
cover same. Carried, all Councilmen present voting aye,
RESOLUTION NO, 4271 was read, authorizing the appointment of a
temporary Garage Hechanic to replace the regular mechanic
while on vacation, Moved by Adams, seconded by Newberry, that
the Resolution be adopted, Carried, all Councilmen present
voting aye,
COUNCILYA1T THATCHER reported on the water meeting and the
possibilities of forming a water district, At present National
City and Chula Vista pay the load and if a district was formed,
all the lands in the district, excluding improvements, would
be assessed, Attorney Campbell also attended the meeting,
COUNCIL) N 1C''BERRY reported there is no white line on Harbor
Blvd, and requested Administrative Officer Dickson to report
same, :'r, Newberry also stated that the people arc enthusiastic
about forming sewer districts on the new sewer line and inquired
if anything was being done about it, Ass't, Engineer Smith
said that all of the casements have not been n.c...ivcd as yet,
