National City, California, July 19, 1946
Adjourned meeting of July 16, 1946, of the City Council, called to
order at 3:00 P. M. by Mayor Fritz. Councilmen present: Cordingly,
Newberry, Thatcher, Fritz. Councilmen absent: Adams.
Moved by Newberry, seconded by Thatcher, that the reading of the
minutes of the regular meeting -of July 16, 1946, be dispensed with.
Carried, all Councilmen present voting aye.
MAYOR FRITZ inquired if there were any protests in regard to the
ordinance for annexation. City Clerk reported there were no written
protests.
ATTORNEY CAMPBELL reported that if the proposed_. annexation ordinance
was passed, that a hog ranch or anything elseecould operate on the
property as there is no zone control over it.
ROBERT COYNER, CHAMBER OF COMMERCE SECRETARY, was present and stated
that the Hahn Bros. recommended that the City hold final authority
over the airport.
Moved by Newberry, that the City Attorney be instructed to prepare an
annexation ordinance which places the property in a residential R1
zone. There was no second to the motion.
MR. COYNER called the attention of.the City Attorney that the Civil
Aeronautics have a legal department and they would be glad to help
draw up the ordinance.
CHAS. PRASSER, 1033 Division Street., was present and stated that 90$.
of the people living near there and.most of them were property owners,
were against the proposed airport.
Chas. Hill was present and stated that people living in Valencia Park
and Oeean View districts, also Mr. Ebbs and Mr. Curtis, are against
the proposed airport 100.
MR. COYNER asked if Mr. Prasser and Mr. Hill would agree to a 90 day

trial operation of the airport. Mr. Prasser was in such an argument-
ative mood that Mayor Fritz called for order.
MAYOR FRITZ asked for an expression from the Council. Councilman
Thatcher stated that he does not think it is a_place for an air-
port. He is not Opposed to annex the land, but not for an airport.
Councilman Cordingly, stated that his sentiment is the same.
CHAS. HILL again stated that Mr. Ebbs was opposed to the airport,
also San Die"o City Manager Rhodes_and Mayor Harley Knox.
ATTORNEY CAMPBELL stated that if that the property -is annexed,
people living outside the City could not have any voice in the matter.
REV. THOS. E. BLAIR was present and said that the present flight
pattern did not go over the homes of the people in National City who
were protesting. He wondered if an airport was to.be considered
20 miles in the middle of a prairie, if there wouldn't be a property
owner protest it. Rev. Blair stated that he would like to see Nat-
ional City a city within.its own rights, and must have vision to
plan for the future.
CHAS. PRASSER stated that anyone living within a half mile radius
of the airport, is in a most dangerous position.
GORDON KIMBALL 1019 A Avenue, says he own 20 acres one half mile
north of the proposedairportand he is thoroughly in favor of the
airport.
ATTORNEY CAMPBR.T,t stated that there are one of three things the
Council can do. Prepare to annex, deny the petition, or continue
the hearing.
GEORGE IREY was present and stated that the Hahn Bros. wanted to
know if the Council would feel any different about the airpovttif
they deeded the property to the City and then the City give them a
20 or 25 year lease.

TROMAS COSBY was present and stated the City had lost most of the
water front and felt that the City should develop the airfield.
CITY CLERK reported that the Council at their meeting of July 16th
authorized Wally's Waffle Shop and Don & Kens Service Station to
remove -two palm trees in the parkway on Lots 4-5, Block 1, Kimball's
Sub.,110•Acre Lot 4, a Section 154.. Mrs. Asa.Webb reported the
following day that the trees are on her property, adjacent to the
Waffle Shop and Service Station. Moved by Newberry, seconded by
Thatcher, that the authority to remove the trees be rescinded.
Carried, all Councilmen present voting a ye.
COMMUNICATION FROM LEONARD A. FAAS was read, requesting permission
to remove to small path• trees in.front of their business at 1146
National Avenue. Moved by Newberry, seconded by Thatcher, that the
description be checked for.ownership_and also be referred to the
St. Supt. to check wh therrthe trees are detrimental to sidewalks,
curbs and power lines, and report to the neat meeting. Carried, all
Councilmen present voting aye.
COMMUNICATION FROM ROBERT B. COYNER, SECRETARY, Chamber of. Commerce,
was read, requesting the Citylto write a.letter to the Post.Office
Department of the United States voicing approval in regard to a
Federal Building in National City. Moved by Thatcher.; seconded by
Newberry, that the City Clerk write such.a-recommendation. Carried,
all Councilmen present voting aye.
COUNCILMAN NEWBERRY reported that -Phil Swing had informed.the City
by letter that the Navy plans. to talc over an additional 250 feet
of the City's tidelands frontage. Attorney Campbell suggested that
a committee call upon the Commandant of the llth Naval District .
Mayor Fritz suggested that the City wire our Congressmen and Senators..
Councilman Newberry suggested that the City Clerk get an audience
Monday with the. Commandant.. Moved by Newberry., seconded by That cher,
that the City Clerk attempt to get a conference with the Commandant
and'Capt. Fogg. Carried, all Councilmen present voting aye.

COMMUNICATION FROM VETERANS OF FOREIGN WARS was read, requesting
the use of lights and soft ball diaabnd on Sunday nights. Moved
by Thatcher, seconded by Newberry, that the request be granted.
Carried, all Councilmen present voting aye.
ROBERT COYNER, Secretary, Chamber of Commerce, was present and stated
that the Veterans Bureau of San Diego had contacted him and requested
the use of a room one day per week to interview -veterans. Mr.
Coyner said he offered them.his office but they wanted something more
private. Thomas H. Cosby offered the use of the Veterans Bldg. at
16th and National Avenue. Mr. Coyner said he bad suggested the
building and they said it was too. far- out. Councilman Newberry
suggested that they contact the Schools and obtain a room.
COMMUNICATION FROM HAROLD E. HAWNANDS. M. MANN giving their con-
sent to pay their portion of any indebtedness the City contracts in
regard to annexation, was read and ordered filed.
COM'IDMUNICATION FROM RICHARD E. ADAMS, COUNCILMAN, Stating that he
will not attend the Council meetings until_he is exonerated of the
charges which have been placed against him, and_if he is absent over
sixty days, he will request additional time, was read and ordered
filed.
ENGINEER IRELAND WAS present and introduced Mr.. L. D. Carroll of
the•San Diego & Arizona Ry.Co. in regard to the closing of llth, 12th,
and 14th Streets between,Taft-and Cleveland Avenues, also the open-
ing of 24th Street to the waterfront. Mr. Carroll stated _that a
large produce Co. plans to butldt&g, if the streets are closed. He
also stated they plan, to move the corrals off 24th Street to Block
232 and to extend the spur track which according to the proposed, plan
would end in the middle of Block 232;'. Mayor.Fritz inquired if
24th Street would be blocked and Mr. Carroll said it would not be
blocked at all as there is room to leave two cars on the spur track
for loading. City Clerk requested Mr. Carroll to send the 81ty a

communication confirming the plan he presented. Mr. Carroll said it
would be done.
Moved by Newberry, seconded by Cordingly, that the meeting be closed.
Carried, all Councilmen present voting aye.
