Regular meeting. of the City Council called to order by the Mayor
at 7:30 P. M. Councilmen present: Adams, Cordingly, Newberry,
Thatcher, Fritz.
Moved by Cordingly, seconded by Newberry, that the reading of
the minutes of the regular meeting of June 2nd, 1946, be dis-
pensed with. Carried, all Councilmen present voting aye.

Moved by Cordingly, seconded by Newberry, that the bills he
allowed and warrants ordered drawn for sane. Carried, all Coun-

COMMIUirICATIONS frROTfl S. F. FAIT AND T' ' HA.:P? BROS. were read,
reoue,sting the City to annex the property adjoining Division
Street between Fairmount and Euclid Avenues, to be k_own as the
National City Municipal airport. Moved by Newberry, seconded
by Cordingly, that the request be referred to Attorney Campbell
to prepare annexation proceedings. Carried, all Councilmen pres-
ent voting are.
CHAS. McGILL was present and stated that he had asked the dog
catcher to enforce the lava regarding dogs running on the streets
and the dog catcher informed him that the Chief of Police did
not believe in the law. Therefore he asked the City Council to
immediately discharge the Chief of Police or a recall petition
would be started tomorrow against members of the City Council.
Mayor Fritz suggested thetMr. McGill take the matter up with the
Civil Service Commission, and Mr. McGill replied that he preferred
to have a recall.

At this time Councilman Adams read his res;=_nation as member of
the PoliceCommittee, effective June 18th, stating that he was
taking this step in protest against the rampant :ambling and
vice conditions which prevail in the City. Mayor Fritz stated
that he should ro to the District Attorney and report these
conditions. Moved by Newberry, seconded by Cordingly, that the
resignation be accepted. Carried, all Councilmen present vot-
inE aye.
LRS. W. E. KITTELSOF was present relative to the moving of the
dog pound. Mayor Fritz stated that negotiations are under way
but did not want to disclose the location at this time.
REPORT OF TEE PL ANNIFG 001.11aSST_ON was read, recommending that
zone variances be granted to the following: Ed Porter to erect
a wash rack, store cars and put in 6 foot wall on Lots 16 to 19
inclusive, s Section 155, Morrisonts Sub., provided no cars will
be stored outside the enclosure and no steam cleaning will be done;
First Church of Christ Scientist to erect a new and larger church
on the E 651 of Lots 18-19-20, Block 4, San Diego Land & Town
Co.'s Sub., 10 Acre Lot 3, „ Section 154; recommends the adopt-
ion of the C3A Zone from 125 feet North of 2nd Street to loth
Street and from 12th Street to 30th Street, on Highland Avenue.
Moved by Newberry, seconded by Thatcher, that the report be accep-
ted. Carried, all Councilmen present voting aye.
RESOLUTION ^I0. 4118 was read, authorizing a zone variance to Ed

. RESOLUTIOITO. 4119 was read, authorizing a zone variance to the

First Church of Christ Scientist to erect a new and larger
church on the E 65' cf Lots 18-19-20, Bloch, 4, San Diego Land &
Town Co. Sub., 10 Acre Lot 3, * Section 154. Moved by Cordingly,
seconded by Newberry, that the Resolution be adopted. Carried,
all Councilmen present voting aye.
THE PROPOSED ADOPTION of a C3A Zone on Highland Avenue with a
10 foot set back, was brought up. Ma -.or Fritz asked for a spokes-
man of the opoosition and one for the proposition to state their
views. M. W. Fankhanel, 225 Highland Avenue, spoke in favor of
the setback, and Mrs. Florence Uzunecki, 133 Highland Avenue,
spoke for the oPposin' faction. Moved by Thatcher, seconded by
Cordingly, that Highland Avenue from 1251 north of 2nd Street to
the north side of 8th Street, have a 5 foot set back; and south
of 8th Street to the south city limits, a 10 foot set back; that
Attorner Campbell prepare an ordinance for same. Carried, all
Councilmen present voting aye. Attorney Campbell suggested that
Engineer Ireland draw a mapnof the proposed work.
HENRY PL ra was present and stated that in the future, if it be-
came, necessary to widen Highland Avenue north of 8th Street, the
property owners should pay the expense.
coL:JTTICATION FROM HI_GHLK C ATE -SUE II:PROVEME_'T ASSOCIATION, by
Mrs. Henry dumb, Sec. was read, expressing their objections to
the proposed 4 way stops at 8th and 18th and Highland Avenue, and
desire to leave the streets as they are until signals can be in-
stalled. Councilman Newberry asked for permission of a member
cf the Police Dept. be present at their meeting to explain the
feasibility of the 4 way stops. Mr. Matthews stated that the
Police Dept. will be notified of the meeting.
COM_TaTICATICN FROM LYNCC OIL CC. -was read, relative to surface of
west 17th Street between McKinley and Harrison Avenues, also the

COMbrUVICATION FROM E. G. PRESLEY, Seam Squirrel, Military Order
of the Cootie, was road, requesting use of the USO building
July 20th for a dance, the proceeds to be used for the benefit
of hospitalized veterans. Mavor Fritz stated that the building
will be closed June 30th. Moved by Cordinrly, seconded by New-
berry, that the City Cleric write a letter, explaining that it is
a Federal Building. Carried, all Councilmen present voting aye.
COIMTJT_TICATION FRnM I:LkRK :';. CRAIN AND Wm. H. SCRMIDT was read,
requesting permission to remove two trees from the parking
on the west side of their building, on the southeast corner of
McKinley Avenue and 13th Street; also to remove trees in the
small "island" west of their property, all to be done at their
own expense. Mayor Fritz suggested that Chief cf Police Bates
and St. Supt. Finnerty, -make an investigation with power to act,
if it meets with their approval. Moved by Adams, seconded by
Cordinrly, that the Mayor's suggestion be followed. Carried, all
Councilman present voting ave.
FIRE CHIEF BIRD suggested that hereafter when permission is given
to remove trees, that the stumps must be removed too and not burned.
C0M::CILC_ TION FROM CAPT. A. = . :'OGG, TJSN, Public Works Officer,
llth Naval District, was read, requesting the City's approval of
the extension of their niers, nos. 10 to 13, for an additional
408 feet: Mcved by Adams, seconded by Newberry, that the request
be granted. Carried, all Councilmen present voting aye.

RESOLUTION 4120 was read, authorizing Oscar A= -new to the perman-
ent position as Junior Park Gardner, salary $170.00, effective
July 1, 1946. Moved by Adams, seconded by Cordingly, that the
Resolution be adopted. Carried, all Councilmen present voting aye.
RESOLUTION ='TO. 4121 was read, accepting the Engineer's report
on Lighting District #1. Moved by Cordinf17, seconded by Adams,
that the Resolution be adopted. Carried, all Councilmen present
voting aye.
F.ESOLUTIOT' "0. 4122 was read, authorizing a refund of .$3.07 to
A. L. Johnston for a refund on taxes against Lot 8, Block 277,
City Plat, which was a dual assessment. Moved by Cordingly,
seconded by Adams, that the Resolution be adopted. Carried, all
Councilmen present voting aye.
STATE COMPENSATION IPT.SURANNCE POLICY and fire insurance on'the
fire trucks were presented, and Attorney Campbell approved same.
Moved by Newberry, seconded by Thatcher, that they be accepted.
Carried, all Councilmen present voting aye.
C0M U[TICATTCN FROM FIRE CHIEF BIRD was read, requesting the in-
stallation o2 a four inch, two way standard fire hydrant on the
east side of 6th Street and Harbison Avenue. Moved by Cordingly,
seconded by Adams, that the request be granted. Carried, all
Councilmen present voting aye.
RESOLUTION NO. 4123 was read, authorizing the transfer of $30,000.00
from the Unapp. Tax Fund to the followin, funds:
General Fund $17,142.86.

Sink. Fund #6 1,714.29.

Moved by Cordingly, seconded by Thatcher, that the Resolution be
adopted. Carried, all Councilmen present voting aye.

RESOLUTION ND. 4124 was read, setting the bid of $25,00 each lot
on Lots 1 to 10, Block 38 and Lots 13 to 22, Block 38, City Plat,
for the City's participation in the County Tax Sale for public
auction. Moved by Adams, seconded by Newberry, that the Resolution
be adopted. Carried, all Councilmen present voting aye.
RESOLUTION ITC. 4125 was read, appointing time' and place for hear-
ing protests and directing, City Clerk to live notice of said
hearing of Lighting District No. 1 to be held July 16, 1946, at
7:30 P. M. Council Chambers. Moved bv Newberry;, seconded by Cor-
dingly, that the Resolution be adopted. Carried, all Councilmen
present voting aye.
CITY CLERK reported on the progress of the recreation program.
Central School has voted to Participate, Federation has discussed
it and agreed to the program, and Sweetwater High School will hold
a meeting this week. Mr. Rogers also reported on the Federal
Recreation Building. He had contacted Mr. Arvin, FPHA, but Mr.
Arvin has no jurisdiction over the buildinr and suggested that
Mr. Wright L. Felt of the San Francisco office be contacted.
CITY CLERK stated that Verner E. Hawkins has deposited
50.00 with
the Treasurer, for the cost of closing the street on Lot 74, Block
5, Paradena Park, and Engineer Ireland presented an ordinance for
vacating the street. Moved by Thatcher, seconded by Adams, that
only the heading be read. Carried, all Councilmen present voting
aye.
ORDINANCE NO. was read, AN ORDINANCE OF INTENT -ON TO VACATE
AND CLOSE A PUBLIC STREET IN THE CITY OF NATIONAL CITY, CALIFORNIA.
Moved by Adams, seconded by Thatcher, that the Ordinance be laid
over until the next regular meeting for the second and final read-
ing. Carried, all Councilmen present voting aye.
CITY CLERK reported that the Federal Public Housing Authority wants
to know the ultimate decision of the City in regard to the disposal

of the units in Olivewcod Housing Project. Mayor Fritz appointed
Councilmen Thatcher, Adams, and Cordingly, as a committee to
study the disposal of the Housing Units.
ENGINEER IP.ELAND reported on drainage conditions in Paradise
Creek during low tide. He stated there is a foot of water in the
channel during low tide. Moved by Iewberry, seconded by Thatcher,
that the Engineer write letters to the Case Construction Co. and
the U. S. Navy, to arrange for a conference with Ir. Ireland rel-
ative to the drainage condition in the channel. Carried, all
Councilmen present voting aye.
PARK SUPT. GAUTEREA?7X was present and wanted a clarification on
the utilities etc. in the Federal Recreation Building which is to
close June 30th. Councilman Newberry suggested that everything
be discontinued except the participation of the City. Mr. Gaut-
ereaux says that the City could maintain the Building. Iv?ayor
Fritz referred the Tatter to the Park Committee.
DAIT EAI1ES,2205 McKinley Aven':e, was present and protested against
the scent corning fron the packing houses.
"INCENT ACA:::ORA. 2709 National Avenue, was present and protested

against t!_e method/sewage disposal used by the Vanderburg Packing
Co., and the scent and smoke emanating from the City dump. Mayor
Fritz referred the condition to the County Health Dept. Chief
Bird reported that he had worked with the Health Dept. fron time
to time on this condition and the dump is zoin,, to be roved some
time in the future as the owners have purchased a site near the
border. Engineer Ireland stated that he had talked with Mr.
Williams, owner of the Packing Co., and he is aware cf the present
condition and is working on a new plan for disposal because after
January 1, 1947, the new State law prohibits dumping in tidal waters.
COJTNCILMAN TEWBEREY reported on the conference with the Army
Engineers in Los An_eles, and stated they had met with quite a
lot of success, as they plan to send an Engineer to this locality and
look over the situation. Mr. Newberry said they had stressed the

need of flood control and drainage problens. Chamber of Commerce
Secretary Robert Coyner and Planning Commission Chairman Howard
Mik1-elsen accompanied Councilman Newberry to the conference.
CITY CLERK presented an ordinance fixing the time and place for'
Council meetin_s, for the second and final reading. Moved by
Newberry, seconded by Adams. that only the heading be read. Carried,
all Councilmen present voting aye.

ceptions and wailers of provisions of Ordinances No. 534, 656
and 706. Moved by Newberry, seconded by Cordtrgly, that the Ord-
inance be laid over until the next re:ular meeting- for the sec -
and and final reading. Carried, all Councilmen present voting aye.
ATTORNEY CAMPBELL presented the sign ordinance and pointed out
a couple of paragraphs which tite Council should give some careful
study. Mayor Fritz suggested that the ordinance be studied during
budget session.
ATTORNEY CANP?ELL presented an agreement drawn by the Zero Isle
Corp. for the installation of a sewer trunk line at their expense.
En.ineer Ireland stated there are several of these type of trunk
lines installed and there was never a written agreement before, as
it was always handled bsr the Plumbing Inspector. The Zerc Isle
Corp. agreed to handle the matter vi th the Inspector.

MAYOR FRITZ adjourned the meeting until July 2, 1946, at 7:PM
o'clock.
