Adjourned meeting of November 6, 19461 of the City Council
called to order by Mayor Fritz at 3;00 o'clock P,M, Council-
men present: Cordingly, Newberry, Fritz; Councilmen absent:
Adams, Thatcher;
ADMINISTRATIVE OFFICIALS present: Rogers, Dickson, Campbell,
MRS, HELEN LAMB, Secretary Jubilee Committee, was present and
presented her financial report and requested $825,00 to balance
the budget, Councilman Newberry commended Mrs. Lamb for the
manner in which the Jubilee was handled financially; Moved
by Newberry, seconded by Cordingly, that a warrant for $825;00
be drawn in favor of the Jubilee Committee, Carried, all
Councilmen present voting aye,
COUNCILMAN THATCHER present,
ADMINISTRATIVE OFFICER DICKSON reported on the bids for the
Comprehensive Liability Insurance and stated that all four
bids had complied with the specifications; !h•. Fred Miller
and W. Freidman were present and suggested the possibilities
of their company; Mr, Dickson asked Mr, Miller if their
Company was a board Company and he replied that it was not.
Councilman Cordingly thought the City should continue with
the policy with Guy & Guy since they have been so patient for
their money at times in the past. Attorney Campbell suggested
that the broker, to whom the insurance is awarded, sigh a con-
tract ,that their policy complied with the specifications;
RESOLUTION NO, 4239 was read, accepting the Comprehensive
Liability Insurance policy from Guy & Guy providing they sign
a written agreement that the policy for Comprehensive Liability
Insurance insures the City against all liability as set forth
in the specifications dated November 6, 1946, Moved by Thatcher,,
seconded by Cordingly, that the Resolution be adopted, Carried,
all Councilmen present voting aye,

CITY CLERK ROGERS presented a check for $374,28 from the
State of California for sweeping Highway 101 in the City
from July 1, 1945 to June 30, 1946, Moved by Cordingly,
seconded by Thatcher, that the check be accepted, Carried
all Councilmen present voting aye,
CITY CLERK ROGERS stated that the Government has given the
City the money collected in the Special Sewer Trust Fund when
the City took control of the Federal Housing Sewer and request-
ed the transfer of the fund in the amount of $1,656,00 to the
General Fund; Moved by Thatcher, seconded by Cordingly, that
the transfer be authorized, Carried, all Councilmen present
voting aye,
ADMINISTRATIVE OFFICER DICKSON presented the proposed parking
meter ordinance; Moved by Thatcher, seconded by Cordingly,
that only the heading be read, Carried, all Councilmen present
voting aye,
ORDINANCE NO, AN ORDINANCE RELATING TO TRAFFIC AND
REGULATING THE USE OP PUBLIC STREETS AND HIGHWAYS IN THE CITY
OF NATIONAL CITY, CALIFORNIA: PROVIDING FOR THE INSTALLATION,
REGULATION AND CONTROL OP THE USE OP PARKING METERS AND PARK-
ING METER ZONES, Moved by Thatcher, seconded by Cordingly,
that the ordinance be laid over until the next meeting for the
second and final reading. Carried, all Councilmen present
voting aye.
Moved by Cordingly, seconded by Newberry, that the meeting be
closed; Carried, all Councilmen present voting aye,
