HomeMy WebLinkAbout1946 11-27 CC ADJ MIN1084 National City Californiar November 27, 1946 Adjourned meeting or November 191 1946, of the City Council called to order by Mhyor Fritz at 10:00 o'clock A.M, Council. men present: Adams, Cordingly, Newberry, Thatcher, Fritz, MAYOR FRITZ announced that the meeting was being held to discuss the proposed sales tax and parking meter ordinances a nd that if the meeting was not over at 11:45 A.M., it would be recessed until 2:00 o'clock Polio Mayor Fritz reported that a newspaper had quoted him as saying if anybody didn't like the way things were run they could stake it to court", The Mayor stated that he did not make such a statement;. Mayor Fritz stated there is a report circulating that the City is some $40,000;00 in the red, and asked Administrative Officer Dickson to present a financial report of the City. ADMINISTRATIVE OFFICER DICKSON reported on the revenue structure of the City for the past three years; This year, veterans' exemptions have lowered the assessed valuation over $1,000.000.00 even though valuations were raised; TOM LEONARD, 2538 Lincoln Court, Lincoln Acres, spoke in prow test to the sales tax, but favored doubling the business license; GEORGE V. JOINISON, 808 3 8th Street, favored the sales tax and stated that it would make a group of people Who do not pay any tax, help support the City, and stated that property owners are already heavily burdened with taxes and should have some help, E. S. LITCHPIELD* 1302 National Avenue, was present and favored the sales tax. 3. J. CHRISTMAN, 440 2nd Street, was present and favored the sales tax and parking meters, r. 1985 R, B, REAP, 114 3 14th Street, was present and favored the sales tax but spoke against thc parking meters, RONALD GRAY, 1940 "D" Avenue, was present and wanted to hear some discussion on cutting down city services, GEORGE APOSHIAN, 1423 24th Street, was present and favored the sales tax, and invited the audience to attend his ' church at 14th Street and Roosevelt Avenue, of which he is pastor, REV, WALLACE ESSINGHAM, 523 E 8th Street, was present and invited the audience to the Episcopal Church, He spoke in favor of the sales tax. Rev. Essingham stated that he is a member of the Civil Service Commission and has given the pay raises careful study. He stated that the City employees were under -paid and that he was definitely against cutting back on the employees. HANS HANSEN, 277 National Avenue, was present and stated that he is against the sales tax, STANLEY MCMAINS, 2424 "J" Avenue, was present and protested the sales tax and parking meters, LEE M, BROWN, 340 9th Strcct, was present and favored the sales tax and parking meters, M. C. PATTERSON, 119 National Avenue, was present and protested the sales tax and parking meters, also thought the city should cut expenses, He questioned the necessity of an Administrative Officer and criticized the Police Department, EARL PETERSON, Paradise Hills, and city property owner, stated that National City is growing faster outside, than inside the City, and thought the City sould have c. sales tax and parking meters so the people living outside the City and using the City's privileges oould help pay for it in this manner, Mr. Peterson commended the Council in having thc foresightedness in having a City Administrator. 1086 H, R. SPAU.LDING, 426 "I" Avenue, was present and stated that the City couldn't administrate on a part time basis and cer- tainly needs a City Administrator as thc Council couldn't be expected to get out and do business on their own time. Mr. Spaulding thought more should be done to inform the citizens of coming events so they can help do something in oases like this. Mr. Spalding favored tho sales tax and parking meters. TOM COSBY, 924 8. 13th Street, was prescnt in the roll of a veteran and a private citizen and stated thr.t the veterans realize that the City must have additional revenue and favor the sales tax. GEORGE APOSHIAN told of the salaries he pays employees in his dr1.4 store, and said he thought the City was very fortunate in having such an able Administrator at the salary the City was paying Mr. Dickson, NEMO JOLLS, 519 Hoover Avenue, was present and favored the salos tax. MAYOR $'RITZ stated that about two years ago the City needed a City Coordinator and was unable to find one for thc salary the City could pay. The City was fortunate he thought in obtaining Mr. Dickson to act as City Administrative Officer and Purchasing Agent for $350.00 per month, and that Mr. Dickson has earned for the City many times his salary since becoming an employee ofithe City Government, DAVID GOLDBARB, 740 E 9th Street, was present and agreed that the City certainly ncods the Administrative Officer but pro- tested the sales tax, and thought the business license could be increased. E. S, LITCHFIELD suggested a possible business tariff on outside business. 1087 GEORGE V, JOHNSON stated that maybe a tariff would reach large volumns of industry but it is utterly impossible to levy licence on every one coming into the City to do business. The City must not create a monopoly, he said. COUNCTT.UAN ADA"4S stated that in view of the fFct that he was the only Council Member to vote against the sales tax, he wished to explain his vote. The local paper, Mr. Adams said, accused him of suggesting additional taxes on the property owner Which he denied. But he thought the business property was under assessed, he said. Mr. Adams stated that his objections to the sales tax was solely one of principle ze it throws the burden on the ones least ablc to pay. It taxes shoes on people in low income brackets, he declared. He stated that the sales tax is retrogressive economy rather than progressive. MAYOR FRITZ, at 11:50 A.M. recessed the meeting until 2:00 o'clock P.M. MAYOR FRITZ called the meeting to order at 2:00 *lock P,M. Councilmen present: Adams, Cordingly, Newberry, Thatcher, Fritz. MORRIS IERRIGAN, 241 "A° Avenue, was present in protest to the sales tax and parking meters, MRS. THELMA HOLLINGSWORTH, 930 $ 12th Street, was present to protest the sales tax and parking meters; MAYOR FRITZ asked if anyone wished to continue the discussion on the sales tax and parking meters. There was no further discussion from the audience, Moved by Newberry, seconded by Adams, that the parking meter ordinance be tabled. Carried, all Councilmen present voting aye, MAYOR FRITZ made the following statements: the financial report of the City is published in the local newspaper and the budget meetings are open to the public. 1088 COUNCILMAN NEWBERRY stated this is the first time in his five C.,uneil.ycaro that a priviatc citizen, property owner, merchant, veteran and an outside consumer got together and favored the imposing of an additional tax. Moved by Thatcher, seconded by Newberry, that only the heading of the sales tax ordinance be read. Carried. by the following vote: Ayes: Cordingly, Newberry, Thatcher, Fritz, Nays: Adams, ORDINANCE NO. 726 was read, AN ORDINANCE ESTABLISHING AND LEVYING A SALES TAX ON RETAIL SALES WITIIIN THE CITY OF NATIONAL CITY, STATE OF CALIFORNIA, Moved by Newberry, seconded by Thatcher, that the Ordinance be adopted. Carried, by the following vote to -wit: Ayes: Cordingly, Newberry, Thatcher, Fritz. Nays: Adams. ATTORNEY CAMPBELL presented an ordinance for changing certain zones in the City, with an emergency clause to take effect immediately; Moved by Adams, seconded by Cordingly, that only the heading be read. Carried, all Councilmen present voting aye. ORDINANCE N0, , AN ORDINANCE AMENDIITG SECTION 2 OP ORDINANCE N0, 622 OF nib ORDINANCES OF THE CITY OF NATIONAL CITY, CALIFORNIA, BY CHANGING CERTAIN ZONES SET FORTH THEfEIN, Moved by Adams, seconded by Cordingly, that the ordinance be laid over until the next meeting for the second and final reading. Carried, all Councilmen present voting aye. REPORT FROM JANES A BIRD, FIRE CHIEF, approving the plans of the Motor Fuels Co, to locate a bulk storage plant on Lots 7-8-9-10 Block 238, City Plat, was read. RESOLUTION N0. 4252 was read, amending Ordinance No. 598 to allow the Motor Fuels Co, to locate a bulk storage plant on Lots 7-8-9-10, Block 238, City Plat, Moved by Newberry, seconded by Cordingly, that the Resolution be adopted, Carried, all Councilmen present voting aye. 1089 MAYOR FRITZ suggested that Administrative Officer Dickoon and City Engineer Ireland investigate the possibilities of the City laying the 18" sewer line. Moved by Newberry, seconded by Thatcher, that the decision on the bids be laid over until the next meeting. Carried, all Councilmen present voting aye, ADMINISTRATIVE OFFICER DICKSON suggested that action be taken 5 on the proposed rental schedule for the Community Building. Carricd, all Councilmen present voting aye, MAYOR FRITZ stated that the City i3 short of Policemen which accounts for thc ordinance not being enforced at the present time. M. C, PATTERSON Stated that he does not believe tint the Police Department is short handed as at least 15 working hours arc lost per day at Glenn's Drive in. Also that a City Policeman 1090 was injured off duty at 0ceanside and a Polies car was scut to bring back the occupants. Moved by Thatcher, seconded by Cordingly, that the meeting be closed.
