Councilmen present: Christman, Cordingly, Thatcher, Fritz. Councilmen absent: Newberry. Moved by Christman, seconded by Cordingly, that the reading of the minutes be dispensed with. Carried, all Councilmen pres- ent voting aye. Administrative officials present: Bates, Finnerty, Vansant, Ratelle, Gautereaux, Ireland, Bonnell, Rogers. Bills audited - by the Finance committee presented: General Fund $1,556.95 Street Imp. Fund 294.71 Park Maint. ° 169.85 Light. Dist. #1 Fund 32.65 FWA , - ° 284.54 TOTAL $2,338.7C Moved by Cordingly, seconded by Thatcher, that the bills be allowed'aad warrants ordered drawn for same. Carried, all Councilmen present voting aye. ✓ MR. CLARENCE HARDIN, REPRESENTATIVE OF THE PARADISE VALLEY SANITARIUM, was present relative to the purchase of a new sewer pump, and asked the City to share expense of same. Mayor Fritz explained that the City did not have funds for that expenditure. v Mr. J. Rubel of 1428 F Avenue was present in regard to a pond of water on his property. The Council explained that nothing could be done by the City since the pond of water was on private property. COMMUNICATION FROM WRITING -MEAD CO.,was read in regard to the removal of two Eucalyptus trees on the Northeast corner of 9th Street and "Au Avenue. Moved by Christman, seconded by Cordingly, that Street Supt. Finnerty estimate the cost of the removal of the trees, and that Whiting2Mead Co. -pay half the expense of same and take care of the expense of the sidewalk and curb. Carried, all Councilmen present voting aye. v COMMUNICATION FROM J. J. WARREN requesting permission to conduct a card room at 2042 McKinley Avenue, was read and ordered filed. 759. ✓ COMMUNICATION FROM JOHN H. FUSON, GARAGE MECHANIC, was read announcing his resignation not later than April 5, 1945. Moved by Christman, seconded by Cordingly, that the res- ignation be accepted. Carried, all Councilmen present vot- ing aye. ✓COMMUNICATION FROM J. D. RICHARDSON requesting permission to move a frame house to Lot 14, Block 2, National Avenue Ter- race, was read and referred to the Building Inspector. COMMUNICATION FROM E. E. WALLACE, DIVISION OF HIGHWAYS, was read in regard to an agreement with the City of San Diego and National City for the maintenance of the City's traffic signals. Mayor Fritz requested the communication filed and the City Clerk to inform Mr. Wallace that the agreement is being drawn. // COMMUNICATION FROM CLARENCE E. MORRIS requesting permission to move a frame house to 1616 Palm Avenue, was read and re- ferred to the Building Inspector. • COMMUNICATION FROM E. E. WALLACE, DIVISION OF HIGHWAYS, announcing that the 35 mile an hour signs will soon be in- stalled on National Avenue from 18th Street to the south city limits, was read and ordered filed. • COMMUNICATION FROM CITY EMPLOYEES ASSOCIATION was read, requesting the appointment of a committee to work with the Association on the institution of civil service. Mayor Fritz appointed the following committee: Thatcher, chairman, Cord- ingly and Newberry. `/COMMUNICATION FROM WAR RECREATION COMMITTEE was read, proposing a budget for the coming fiscal year which is to be submitted to the Federal Works Agency for allocation of FWA Funds. • RESOLUTION NO. 2827 was read, approving the application to the Federal Works Agency and budget as submitted by the War Recreation Council. Moved by Thatcher, seconded by Cord- ingly, that the Resolution be adopted. Ayes: Cordingly, Thatcher, Fritz. Nays: Christman. Absent: Newberry. 760. ✓ RESOLUTION NO. 2828 was read, authorizing appointments to the War Recreation Staff as follows: Laura J. Richey, Director of Recreation at $175.00 per month effective April 1, 1945; Gertrude H. Brown, part time Recreation Leader at $82.50 per month effective April 1, 1945; Nellie Heiny, acting Director at $175.00 per month effective May 1, 1945. Moved by Thatcher, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. Moved by Thatcher, seconded by Christman, that the Clerk write a letter to Mrs. Leota M. Roberts and express the City's appreciation for her work at the War Recreation Project. Carried, all Councilmen present voting aye. APPLICATION OF JOSEPH C. HARTS, SERV='ATT, MARKET, for off sale beer and wine license, was read and referred to the Chief of Police. COPY OF COMMUNICATION TO CHAA SS W STREAM FROM SAN DIEGO ELECTRIC RAILWAY, was read which stated the Company is now willing to pay a franchise tax to the City for their lines in this community. Mayor Fritz referred the communication to Attorney Batelle. 'STATEMENT FROM HERBERT A. BARNES relative to insurance policy No. 1997 was presented.Upon checking the records, the policy does not expire until 1947. Mayor Fritz ordered the communication filed. V Attorney Ratelle requested that the insurance policy on the Fuson equipment at the City Garage be returned as it is not legal. "'City Clerk presented a grant deed from the Masonic Asso'n July 27, 1943, which had never been recorded. Moved by Thatcher, seconded by Cordingly, that the deed be Carried, all Councilmen present voting aye. ✓ City Clerk had been requested by John Fuson, Mechanic, that the compressor at the garage is but recorded. Garage and has located one to purchase. After some discussion, it was moved by Christman, seconded by Cordingly, that St. Supt. RESOLUTION FROM THE SAN DIEGO COUNTY DIVISION OF THE LEAGUE OF CALIFORNIA CITIES relative to shoreline planning, was read and ordered filed. REPORT FROM SAN DIEGO COUNTY HEALTH DEPARTMENT on water, was read and ordered filed. `COMMUNICATION FROM J. J. BROWN enclosing $20.00 to apply on the purchase of tax deeded property, was read. Mayor Fritz requested the City Clerk to return the money to Mr. Brown and him inform/on the procedure to purchase tax deed property. ✓ THE FOLLOWING OPENING BIDS HAVE BEEN RECEIVED ON TAX DEEDED PROPERTY: Lots 1-2, Biock 23, City plat, $10.00 per lot. Council set opening bid of $40.00 per lot; cots 3 to 10 incl., Block 23, City Plat, $10.00 per lot. Council.set opening bid of $40.00 per lot; Lot 6, Block 22, City Plat, opening bid $50.00. Moved by Cordingly, seconded by Chris- tman, that the.above opening bids be accepted. Caarried, all Councilmen present. voting aye. k/ City Clerk requested that all department heads notify the Clerk when employees leave the employ of the City. Moved by Christman, seconded by Cordingly, that the City Clerk send a memorandum to all department heads. Carried, all Councilmen. present voting aye. ✓City Clerk reported the Library Board had raised the salary of the Library employees. Mayor Fritz referred the matter to the City Attorney. 4-'''Park Supt. Gautereaux was present relative to the open- ing of the Municipal Pool for the High School program. Mayor Fritz gave Councilmen Christman permission to instruct Mr. Gautereaux after Mr. Christman has met with the school officials. ✓Chief Bates reported that he has not found a suitable location for the Pound. v/ Councilman Thatcher reported that it would cost about for materials $10.00to build the partition at the Casa de Salud which was requested. Moved by Thatcher, seconded by Cordingly, that the 762. work be done. Carried, all Councilmen present voting aye. ✓Moved by Christman, seconded by Cordingly, that the City advertise for bids on the City's 1933 Chevrolet open stake truck, engine no. NT3783713. Carried, all Councilmen present voting aye. ✓ORDINANCE NO._ , AN ORDINANCE OF INTENTION TO VACATE AND CLOSE PUBLIC ALLEY, IN TEE CITY OF NATIONAL CITY, CALIF- ORNIA. Moved by Cordingly, seconded.by,Christman, that the Ordinance be laid over until the nest regular meeting for the second reading. Carrted, all Councilmen present voting aye. RESOLUTION N0. 2829 was read, accepting the quitclaim deed=ofdeasement from the United States of America, to the sewage pumping plant as described in the easement. Moved Cordingly, seconded by Christman, that the Resolution be adopted. Carried, all Councilmen present voting aye. `/'RESOLUTION N0. 2830 was read, authorizing the services of Edwin A. Mueller at $2,000.00 to appraise the City's tidelands. Moved by Thatcher, seconded by Christman, that the Resolution be adopted. Carried, all Councilmen present voting aye. Councilman Thatcher requested the City Attorney to con- tact Col. Leeds as the second appraiser of the City's tide- lands. Moved by Cordingly, seconded by Christman, that the meet- ing adjourn.
