Regular meeting of the City Council called to order by the
Mayor. Councilmen present: Christ —an, Cordingly, Newberry,
Fritz. Councilmen absent: Thatcher.
Moved by Newberry, seconded by Cordingly, that the reading
of the minutes of the regular meeting of January 16, 1945, be
dispensed with. Carried, all Councilmen present voting aye.
Administrative Officials present: Bates, Fuson, Finnerty,
Bird, Vansant, Ratelle, Ireland, Gautereaux, Rogers.
Bills audited by the Finance Committee present:

Moved by Cordingly, seconded by Christman, that the bills be
allowed and warrants ordered drawn for sane. Carried, all
Councilmen present voting, aye.
Councilman Thatcher present.
✓Mr. R. V. Kemp was present in regard to the installation of
street lights on National Avenue between 24th Street and 30th
Street. Mr. Conkling, engineer of Olivewood Housing Project,
and:Mr. Loucks were present in regard to the same matter.
✓PETITION SIGNED BY SEVERAL HUNDRED RESIDENSTS in the Olive -
wood Housing Project area was read, requesting the installation
of street lights between 24th Street and 30th Street; sidewalks
or tiedestrian paths; installation of bus service; reducing the
maximum speed limit to 25miles per hour. Mayor Fritz ordered the
petition filed.
re -PETITION SIGNED BY 22 PROPERTY OWNERS was read in regard to
the removal of the dog pound and incinerator to a more suitable
location. Moved by Newberry, seconded by Thatcher, that the
Chief of Police dispose of the dogs in a more dependable manner.
Carried, all Councilmen present voting aye.
RESOLTUIODT NO. 2786 was read, authorizing the appointment
of Henry L. Mourteer as probationary officer with the Police
Department at a salary of 6170.00 per month, effective February

Resolution be adopted. Carried, all Councilmen present voting

VCOMMUNICATION FROM VICTORINE RICFARDS was read, requesting
a quit claim deed from the City for a strip of land which she
deeded to the City for street purposes but nas never used for
same. Mrs. J. L. Van Dyke testified that"the land was taken
over by the City to be used for street purposes and now the
Street is closed." The land in question is described as a strip
of land 40 feet by 135 feet adjoining Lot 13, o section 152, in
Highland Place.
✓RESOLUTION NO. 2787 was read, authorizing a quit claim
deed to Victorine Richards for a strip of land 40Jx135' adjoin-
ing Lot 13, a Secion 152, Highland Place, which is now a
closed street. !dived by Cordingly, seconded by Christman, that
the Resolution be adopted. Carried, all Councilmen present vot-
ing aye.
REPORT FROM THE TRAFFIC COMMISSION was read and the follow-
ing recommendations were made: reduction of speed limit on
National Avenue to 35 miles per hour from 14th Street to 30th
Street, and to paint one cross walk at each Milt location; re-
move the prosent 100 watt lights at 21st, 22nd, and 30th Streets
and install 1000 watt, center suspended lights at 20th, 22nd,
26th, 28th and 30th Streets; appointment of Verner E. Hawkins
to the commission to fill the vacancy caused by the resignation
of George Johnson. Moved by Newberry, seconded by Cordingly,
that the report be accepted. Carried, all Councilmen present
voting aye.
fr RESOLUTTION NO. 2786 was read, requesting the State Highway
to reduce the speed limit on National Avenue from l4th Street
to 30th Street to 35 miles per hour. Moved by Newberry, seconded
by Thatcher, that the Resolution be adopted. Carried, all Council-
men prosent voting aye.
RESOLUTION N0. 2789 was read, authorizing the installation

✓of 1000.watt, center suspended lights at 20th, 22nd, 26th, 28th,
and 30th Streets; and remove the present 100 watt lights at
21st, 22nd and 30th Streets. ?Moved by Newberry, seconded by
Cordingly, that the Resolution be adopted. Carried, all Council-
men present voting aye.
✓RESOLUTICK NO. 2790 was read, authorizing the appointment
of Verner E. Hawkins as a member of the Traffic Commission.
Moved by Christman, seconded by Cordingly, that the Resolution be
adopted. Carried, all Councilmen present voting aye.
V RESOLUTION NO. 2791 was read, authorizing the appointment
of Ardyce Fay Marvin as part time recreation leader to the
Federal Recreation Building staff at $41.25 per month, effect-
ive February 6, 1945. Moved by Christman, seconded by Cordingly,
that the Resolution be adopted. Carried, all Councilmen present
voting aye.
✓ RESOLUTION NO. 2792 was read, authorizing an increase of
$5.00 per month to William Lindholm, Junior Park Gardner and
Maintenance man in the Park Department, making a total salary
of $170.00 per month, effective March 1, 1945. Moved by

Christman, seconded by Cordingly, that the Resolution be adopted.
Carried, all Councilmen present voting aye.
C0M.!tTNCIATION FROi? SAN DIEGO COUNTY HEALTH DEPARTMEET was
read, relative to the sewa_•e from the Government housing pPo-
jects located in the vicinity of 24th Street and National Avenue,
which is overflowing into the slouch at approximately 23rd Street
and McKinley Avenue. Moved by Newberry, seconded by Christman,
that a letter be sent to John R. Arvin, relative to this situation.
Carried, all Councilmen present voting aye.
RESOLUTION NO, 2793 was read, authorizing,. a permit to C. M.
Frazier to install two gasoline storage tanks°in the parking of
his property on 18th Street and to erect a sign within two feet
of the property line. Said installations to be done under the
supervision of the Fire Chief. Moved by Newberry, seconded by
Cordingly, that the Resolution be adopted. Carried, all Council-
men present voting aye.

to the servicing, of the traffic signal system in National City.
Moved by Christman, seconded by Cordingly, that the City Clerk
contact the City of San Diego in regard to this service. Carried,
all Councilmen present voting aye.

k'--RESCLITION NO. 2794 was read, authorizing the refund of
68.90 to Father James Fitzgerald of St. Anthony's Church, on
assessment #2903 of the current tax roll. Moved by Christman,
seconded by Newberry, that the Resolution be adopted. Carried,
all Councilmen present voting aye.
RESOLUTION NO. 2795 was read, authorizing a refund of `'3.93
to Mrs. Mae W. Walker on assessment #1926 for the redemption of
taxes in 1943, which was a dual assessment. Moved by Christman,
seconded by Newberry, that the Resolution be adopted. Carried,
all Councilmen present voting aye.

tax deeded property, was read and ordered filed.
v/RESOLUTION NO. 2796 was read, authorizing agreement with
Division of Highways for expenditure of s cent gas tax for State
Highways for the 194:)-1945 beinnium, this being the second
supplemental, also authorizin> Mayor Gilbert E. Fritz and City
Clerk Frank W. Rogers to sign on behalf of the City. Moved by
Christman, seconded by Cordingly, that the Resolution be adopted.
Carried, all Councilmen present voting aye.
VCEECK FRO'.i UNITED STATES DISTRICT COURT for $247.67 was
received in settlement on parcel 11, 211 S. D. Civil which covers
Lots 7-10, Block 3, Hayes Highland Addition. Moved by Christman,
seconded by Cordingly, that the check be accepted. Carried, all
Councilmen present votini, aye.

THREE INSURANCE POLICIES WERE RECEIVED AS FOLLOWS: Bank
Account Portection Policy, fire E. theft on 1941 GPM truck, and
fire & theft on GMC 1 ton dump truck. Moved by Cordin ly, sec-
onded by Christman, that the policies be accepted. Carried,
all Councilmen present votinc aye.
✓COMMUNICATION FROM FEDERAL t:ORKS AGENCY requesting that
$391.36 be transferred from the General Fund to the FWA Fund
was read and ordered filed.
/ RESOLUTION N0. 2797 was read, authorizing the appointment
of Mrs. Florence Kibbey as clerk in the Assessor's office for
approximately two months at a salary of $150.00 per month,
effective January 22, 1945; also Jeannette L. Seltzer as
Clerk for the City Assessor for a period of approximately two
months at a salary of $175.00 per month, effective Feb. 5,
1945. Moved by Newberry, seconded by Cordingly, that the
Resolution be adopted. Carried, all Councilmen present voting
aye.
'7RESOLUTION NO. 2798 was read, authorizing Mayor Gilbert E:.
Fritz to enter into a contract for the City of National City,
with the State Employees Retirement System for a survey to cost
$241.25 . Moved by Christman, seconded by Thatcher, that the
Resolution be adopted. Carried, all Councilmen present voting
aye.
ve RESOLUTION N0. 2799 was read, authorizing the transfer of
$4.76 from the General Fund to the Civilian Defense Fund. Moved '
by Thatcher, seconded by Christman, that the Resolution be adopted.
Carried, all Councilmen present voting aye.
V Engineer Ireland reported that the sewer line on 6th Street
below Hoover Avenue, now occupied by the Navy will have to be re-
placed. Mayor Fritz referred the matter to Mr. Ireland for
further study.
✓Engineer Ireland reported the installation of the sodium vapor
light at 8th Street and Harbor Drive will be somewhat delayed on
account of priorities.
Fire Chief Bird reported that two of his firemen will be
called to US service this month, pending their phyitcal examination.

Chief Bird requested the Council to resoind the resignation of
R. S. Woods. Moved by Christman, seconded by Cordingly, that
the request be granted. Carried, all Councilmen present voting
aye.
Chief of Police Bates reported that six of his men are
under the new draft status.
✓Chief Bates submitted bids for two new police cars, also
a bid of 61,100.00 for the wrecked car and the one out of service.
Two new Studebaker Champions will cost the City 61,497.00 and
a used 1941 Chrysler Royal and 1942 Mercury will cost 62,100.00.
Moved by Newberry, seconded by Christman, that the Chief of Police
purchase the two new Studebaker Champions. Carried, all Council-
men present voting aye.
✓FRANK CHERRY AND CHARLES COORS were present relative to the
lease of busses and maintenance of same.
✓ Councilman Christman reported that he had contacted Mr. Chase
and Mr. MacDonald relative to the use of the Municipal Swinming
Pool and the cost of the same to the school.
✓Councilman_ Newberry reported on tidelands appraisal and stated
the State is very interested in cases where the Government takes
the Municipal tidelands by condemnation. After a lengthy discussion
it was agreed that Attorney Ratelle call the Attorney General at
Sacramento by telephone and make an appointment next week with him,
and that Mr. Ratelle, Councilman Newberry and as many other Council-
men, who can possibly do so, make the trip to Sacramento, and on
the return trip, all Councilmen meet in Los Angeles to investigate
the Municipal bus situation.
,Moved by Newberry, seconded by Thatcher, that a letter be
written to Langdan W. Post, copy to John Arvin, relative to the
Government putting in sidewalks and curbs in the Olivewood Hous-
ing area. Carried, all Councilmen present voting aye.
✓Mayor Fritz requested Councilman Thatcher to make a study of
the financial statement, submitted by the City Clerk, and make a
report at the next regular meeting.

✓Iuoved by Christman, seconded by Newberry, that the City
Clerk write a letter of the County Board of Supervisors, re-
commending that the County Planning Commission go ahead with
the plans on the Yacht Basin. Carried, all Councilmen present
voting aye.
Mayor Fritz ordered the meeting adjourned.
