Regular meeting of the City Council called to order by
the Mayor. Councilmen present: Christman, Cordingly, Newberry,
Thatcher, Fritz.
Moved by Newberry, seconded by Christman, that the reading
of the minutes of the meeting of
Januaryr2, 1945, be dispensed
with. Carried, all Councilmen present voting aye.
Administrative officials present: Bird, Vansant,
Gautereaux, Ratelle, Bates, Finnerty, Fuson, Rogers.

"-COMMUNICATION FROYT REV. H. A. PECKEAM, 7th DAY ADVEDiTIST
,' CHURCH, was read, requesting permission to erect a portable
building 32x18 on Lot 10 near 18th Street and Highland Avenue,
to be used for health purposes for a period of one year.
Moved by Christman, seconded by Cordingly, that a committee
be appointed to work with the Building Inspector. Carried,
all Councilmen present votinr aye. Mayor Fritz appointed
Councilman Christman as chairman of the committee.
✓ COLCM't EICATION FROIC J. R. BAILEY was read, appealing for a
zone variance to operate a dog kennel, which was denied by the
Planning Commission. Miss Jean Michler and a Lieutenant from
Camp Callan pleaded on behalf of Mr. Bailey. Mr. Peter Huisveld
and Mr. F. S. Callender were spokesmen for the opposition, and
presented a petition signed by 23 residents in the vicinity of
the Bailey property. After a lengthy discussion, it was moved
by Newberry, seconded by Cordingly, that the appeal be denied.
Carried, all Councilmen present voting aye.

COM°IUTNICATION FROM WI-IPLAN & VHELAN, representing Edgar
M. and Iris M. Newbrou_th, was read in regard to a protest
on the construction of a sewer line by Paradise Valley San-
itarium and ordered filed.
k'- RESOL TTON NO. 2773 was read, appointing Llrs. Dorothy F.
Randall to the employ of the Federal Recreation Building Jan-
uary 15, 1945 at f7465.00 per month. Moved by Christman, sec-
onded by Cordingly, that the Resolution be adopted. Carried,
all Councilmen present voting aye.
RESOLUTION NO. 2774 was read, appointing Charles A. Jones
to a regular police officer, effective January 16, 1945 at
$185.00 per month; Walter Pearson Young and Janes Neff Webb
to regular police officers, effective January 10, 1945 at
6185.00 per month. Moved by Cordingly, seconded by Newberry,
that the Resolution be adopted. Carried, all Councilmen pres-
ent voting aye.
AMR. KIRBY AND MR. CAMPBELL were present as spokesmen of
trailer court owners in protest to the Business License Ordin-
ance. After a lengthy discussion, it was moved by Thatcher,
seconded by Christman, that the Ordinance not be amended at
this date. Carried, all Councilmen present voting aye.
6."-COMTvIUNICATION FROM M. W. GALLAND requesting permission
for a license to conduct an old-time dance at the K. P. Hall,
was read. Moved by Newberry, seconded by Thatcher, that the
matter be laid over until the next regular meeting. Carried,
all Councilmen present votin- aye.
COMMUNICATION FROM SWTFETWATER UNION HIGH SCHOOL DISTRICT
was read, requesting the use of the Municipal swimming pool to
conduct a military swimming program, between May 1st and June
8th, 1945. Mayor Fritz referred the matter to Councilman
Christman.
NOTICE OF FARING BEYORE THE RAILROAD COI !ISSICN was read
in regard to the application of A. M. Bowers to sell and LeRoy
Pittman to purchase a bus line operated in National City.
Moved b: Newberry, seconded by Christman, that the Mayor appoint
a committee to protest on behalf of the City at the hearing

to be held January 26, 1945 at 10:00 AM in the Civic Center.
Carried, all Councilmen_ present voting aye.
RESOLUTION NO. 2775 was read, authorizing the installation
of a sodium vapor street light at 8th Street and Harbor Drive,
under the direction of City Engineer Ireland. Moved by Cord-
ingly, seconded by Newberry, that the Resolution be adopted.
Carried, all Councilmen present voting aye.
✓ CERTIFICATION FROM WALTER H. BARBER that all bills for
labor and material are paid which are involved in the contract
for the construction of the Eighth Street Sewer line to Para-
dise Valley, was read and ordered filed.
REPORT FROM ENGINEER IRELAI"D AND ST. SUPT. FINNERTY, was
read in regard to the completion of the Eighth Street Sewer
project and recommended acceptance of same. Moved by Chris-
tman, seconded by Cordingly, that the report be accepted.
Carried, all Councilmen present voting aye.
✓RESOLUTION NO. 2776 was read, authorizing payment in
full to Walter H. Barber, in the amount of $8,916.00 for
the construction of the Eighth Street Sewer line. Moved by
Newberry, seconded by Thatcher, that the Resolution be adopted.
Carried, all Councilmen present voting aye.
✓ REPORT OF TEE PLANNING COIi!LIISSION was submitted as follows:
recommends special zone variance be granted to E. S. Litchfield
for a business building on Lots 21-22, Block 14, City Plat;
Albert P. £iiartin to operate a greenhouse and florist business
on Lots 1-2-N 10, of 3, Block 14, Wilburs Sub.; the report
further recommends that the following requests be denied:
Darrell Crockett to raise and slaughter rabbits at 903 E 18tn St;
Gerald L. Harris to convert garage and adjoining store room into
3lvingriquartersrfor rental purposes at 2nd S. & L Avenue; J.
Russell Bailey to operate a dog kennel at 1205 Palm Avenue.
Moved by Newberry, seconded by Cordingly, that the report be
accepted. Carried, all Councilmen present voting aye.
RESOLUTION4 NO. 2777 was read, authorizing the following
zone variances: E. S. Litchfield for a business building on
Lots 21-22, Block 14, City Plat, to house auto parts and equip-

went; Albert P. luartin to operate a greenhouse and florist
business on Lots 1-2-N 101 of 3, Block 14, Wilburs sub., also
a set back variance allowing the building to be set within four
feet of the property lines on Highland A venue and 22nd Street.
Moved by Newberry, seconded by Cordingly, that the Resolution
be adopted. Carried, all Councilmen present voting aye.
BID SUBMITTED BY TOM MOYNARAN on the 1942 Plymouth Sedan
Police car is $326.00 and ordered filed.
✓ RESOLUTION N0. 2778 was read, approving and adopting
proposed law enforcement mutual aid plan and authorizing
participation in the plan by it'd' officers and employees.
Moved by Newberry, seconded by Christman, that the Resolution
be adopted. Carried, all Councilmen present voting. aye.

was received as a portion of the federal noney in the war rec-
reation program. Moved by Cordingly,sectnded by Thatcher, that
the money be accepted. Carried all Councilmen present voting
aye.
V00LIIIUNICyTION FROf J. si. POWERS was read, requesting
permission to graze cattle on acreage between 4th Street and
Division Street. Moved by Newberry, seconded by Cordingly, that
the request be denied as the City does not own the land. Carried,
all Councilmen present voting aye.
Moved uy Christman, seconded by Thatcher, that the Purchas-
ing Agent contact the major oil companies and request bids on
gasoline. Carried, all Councilmen present voting aye.
/ RESOLUTION NO. 2780 was read, authorizing the transfer of

✓RESOLUTION NO. 2781 was read, accepting $75.00 as the open-
ing bid for public auction on tax deeded City property. Moved
Christman, seconded by Cordincly, tnat the Resolution be adopted.

✓RESOLJTIO`T NO. 2782 was read, accepting the opening bid of
$400.00 rude by Sol Carter for public auction on tax deeded
City property described as follows: Lots 15 to 18, Block 23,
Cit7 Plat. Moved by Cordingly, seconded by Christman, that the
Resolution be adopted. Carried, all Councilmen present voting
aye.

sale for public auction of tax deeded property as follows:

by Christman, that the Resolution be adopted. Carried, all

RESOLUTION NO. 2784 was read, appropriatinc $600.00 to:the
National City Chamber of Commerce for the 1944-1945 fiscal year.
Moved by Newberry, seconded by Cordin ly, that the Resolution be
adopted. Carried, all Councilmen present voting aye.

RESIGNATION OF FC BERT S. OODS„kffective February 15, 1945,
was read. Moved by Newberry, seconded by Christman, that the
resignation be accepted. Carried, all Councilmen present vot-
ing aye.
✓Fire Chief Bird reported that the Street lichts at 21st
Street and Granger Avenue; 16th Street and M Avenue have been
installed.
Park Supt. Gautereaux was present in regard to the monies
collected from the Federal Recreation Building Canteen. Moved
by Christman, seconded by Cordingly, that the City Clerk write
a letter to the Federal Recreation Council, requesting all
canteen funds be turned over to the City Treasurer and deposited
in the FWA fund. Carried, all Councilmen present voting aye.
✓Chief of Police Bates was present and stated that the
department needs two cars immediately. Moved by Cordingly, sec-
onded by Newberry, that the Police Committee act on the pur-
chase of the new cars. Carried, all Councilmen present voting
aye.
7 RESOLUTION NO. 2785 was read, cancelling all taxes and
assessments against Lots 13-14, Block 277, City Plat, by reason
of County Tax Sale on December 22, 1942. Moved by Newberry,
seconded by Christman, that the Resolution be adopted. Carried,
all Councilmen present voting aye.
Mayor Fritz reported the Navy plans to take over National
City property from 13th Street to 7th Street, approximately 100
acres, and offer to settle on condemnation. Moved by Thatcher,
seconded by Christman, that a committe be appointed to work with

the City Attorney on this matter. Carried, all Councilmen
present voting aye. IJayor Fritz appointed the following
committee: Newberry, Chairman; Christman, Thatcher.
Moved by Newberry, seconded by Christman, that the meeting
adjourn. Carried, all Councilmen present voting aye.
