Councilmen present: Christman, Cordingly, Newberry, Thatcher, Fritz. Moved by Newberry, seconded by Christman, that the reading of the minutes of the regular meeting of May 15, 1945, be dis- pensed with. Carried,all Councilmen present voting aye. ADMINISTRATIVE OFFICIALS present: Gautereaux, Bates, Bird, Codding, Vansant, Ratelle, Bonnell, Ireland, Rogers. Carried, all Councilmen present voting aye. MANVEL CLARK JR. 2033 National Avenue, was present and requested the City to remove a eucalyptus from the parking . It was the consensus of opinion that the tree is out of the jurisdiction of the City as it is on a State Highway. Moved by Newberry, seconded by Christman, that Mr. Clark be allowed to trim the tree at his own responsibility. Carried, all Councilmen present voting aye. . COMMUNICATION from BUREAU OF CENSUS announcing the pre- liminary returns of the special census taken as of May 22, 1945, is 17,550, as compared with 10,344, April 1, 1940, was read and ordered filed. COMLIUNICATION FROM P. E. KILLION was read relative to the Stteets being, cleaned on "L" Avenue. Moved by Newberry, seconded by Cordingly, that the situation be referred to the Street Supt. and a letter be written to Mr. Killion informing him that thebmatter had been'referred"toathe=9treetp0ept:for action. Carried, all Councilmen present voting aye. 779. RESOLUTION NO. 2865 was read, authorizing the appointment of Robert Smith Phillips as probationary Police Officer at $170.00 per month, effective May 21, 1945. Moved by Christman, seconded by Newberry, that the Resolution be adopted. Carried, all Councilmen present voting aye. RESOLUTION NO. 2866 was read, authorizing the appointment ti of Antonio Scafoni as Director of Recreation, Federal Recreation ;-j� Staff, at $175.00 effective June 1, 1945; Nelle M. Heiny to revert to recreational Leader June 1, 1945, salary $165.00 per month. These salaries to be paid from the FNA Fund. Moved by Newberry, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. , RESOLUTION NO. 2867 was read, authorizing the appointment of Antonio Scafoni as part time Recreation Leader in the City Park for the month of June, salary $50.00, to be paid from the Park Maint. Fund. Moved by Christman, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. . COM,?UNICATION FROM ALFRED CALL JR. was read, requesting a free veteran's peddler's license. Moved by Christman, seconded by Ccr dingly, that the request be referred to Chief of Police Bates, and if eligible, the license be granted. Carried, all Councilmen present voting aye. COMMUNICATION FROM DIVISION OF HIGHWAYS was read, relative to the drainage improvement at llth Street and Highland Avenue. Moved by Christman, seconded by Thatcher, that the City follow through on the project. Carried, all Councilmen present voting aye. APPLICATION FROM G. FRIEDNASH DBA TAHITI CAFE for off sale distilled spirits, was read and referred to the Chief of Police. MAYOR FRITZ CAT.T,FD FOR PROTESTS on Lighting District #1 but none were presented. , RESOLUTION NO. 2868 was read, ordering work on Lighting District #1. Moved by Newberry, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. 780. • RESOLUTION NO. 2869 was read, authorizing the City Clerk to advertise for bids on Lighting District No. 1. Moved by Newberry, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. • RESOLUTION NO. 2870 was read, accepting a check for $2,000.00 from the Federal Works Agency on requisition No. 14. Moved by Christman, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. RESOLUTION N0. 2871 was read, accepting a check from the San Diego Gas & Electric for $6,838.57 for franchise tax. Moved by Christman, seconded by Newberry, that the Resolution be adopted. Carried, all Councilmen present voting aye. RESOLUTION NO. 2872 was read, accepting the opening bid of y$104.00 for a City tax sale on Lot 339, Lincoln Acres Annex #2. Moved by Christman, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. . RESOLUTION NO. 2873 was read, setting the following bids for County tax sale on the following described property: Lots 1-3, Block 5, Wilbur's Sub. 20 Acre Lots 3 & 4, }* Section 134, $50.00 each lot; Sale #3773; - Lot 7, Block 215, City Plat, $60.00, sale #3848; Lot 18, Block 276, City Plat, $75.00, sale #3835; Lots 16-17, Block 77, City Plat, $75.00 each lot, sale #3793. Moved by Christman, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. RESOLUTION NO. 2874 was read, protesting the County tax sale on the following described property: Tax sale # 3751. Lots 1-10, Block 40; 13-22, Block 40; 9-10, Block 41; 21-22, Block 41, all in City Plat. Moved by Christman, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. • RESOLUTION NO. 2875 was read, accepting a check for $243.80 from the Bureau of Census which constitutes a refund on the de- posit made by the City. Moved by Newberry, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. 781 CITY CLERK REPORTED that the census will cost the City approximately $1,250.00. RESOLUTION NO. 2876 was read, authorizing a transfer from the Unapp. Tax Fund to the following funds: General Fund Library ° Park Maint. & Imp. Carried, all Councilmen present voting aye. FIRE CHIEF BIRD reported that all materials for the traffic signal had been accounted for in storage. COMMTJNICATION FROM HERBERT A. BARNES was read, relative to the City Park. Mayor $'ritz referred the communication to the Park Committee and requested that Mr. Berne§,+ letter be answered. t COMMUNICATION FROM SENATOR ED FLETC'HIER relative to Assembly Bill No. 922, relating to the destruction of city records no longer required, was read and ordered filed. a APPLICATIONS FOR OFF SALE BEER AND WINE to Carl R. Bohling and Almer E. Guerin DBA National City Cafe; James H. Dowd DBA Dowd's Market, were read and referred to the. Chief of Police. RESOLUTION NO. 2878 was read, authorizing the purchasing of the insurance policy in the amount of $12,500.00 on the two Seagrave Fire Trucks, premium $93.75 for one year. Moved by Newberry, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. RESOLUTION NO. 2879 was read, accepting a check for $268.57 from Ralph A. Cooke for tax title to Blocks 199-200. Moved by Christman, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. • COMMUNICATION FROM OSWALD C. LUDWIG relative to tax sale No. 3751, was read and ordered filed. WATER REPORT from County Health Department, was read and ordered filed. • CO.IdUNICATION FROM THE RAILROAD COMMISSION relative to the application of the U. S. Navy to construct two spur tracks, was 782 read and ordered filed. COMMUNICATION FROM PUBLIC ROADS ADP.'fINISTRATION, FEDERAL WORKS AGENCY, was read relative to the installation of side- walks between 18th Street and 100 feet south of 30th Street at an esthenated cost of $31,000.00. Moved by Christman, seconded by Newberry, that the City follow through on this projeet and Engineer Ireland send a communication informing Public Works that the City has no money for this purpose and no way of rais- ing same. Carried,all Councilmen present voting aye. ' COMMUNICATION FROM ENGINEER IRELAND was read, stating that plans and profiles for sewers to serve the entire City, outside of the portion now served, are approximately 90% completed; also a large number of easements for sewers crossing private property will have to be obtained. Moved by Christman, seconded by New- berry, that City Treasurer Vansant work with Engineer Ireland on obtaining the necessary easements. Carried, all Councilmen present voting aye. . RESOLUTION NO. 2880 was read, authorizing the National City USO Citizens Committee to make application to the USO Organization to finance the National City Federal Recreation Building in its entirety after June 30, 1945. Moved 'oy Christman, seconded by Cordingly, that the Resolution be adopted. Carried,all Council- men present voting aye. ' RESOLUTION NO. 2881 was read, authorizing the following appointments: Mrs. Mauricia Shaw as senior life guard at $.30 per hour during the months of June, July and August; Mrs. Mary Ellen Taylor as senior life Guard at $.80 per hour, effective June 8, 1945 through August, 1045; Mrs. Ruth Bates and Miss Mary Ann Getty as matrons and check girls at$.50 per hour during June, July and August. Moved by Christman, seconded by Newberry, that the Resolution be adopted. Carried, all Councilmen present vot- ing aye. RESOLUTION NO. 2882 was read, authorizing the appointment of Bobby Law as Poundmaster at $150.00 per month effective June 6, 1945. Moved by Christman, seconded by Newberry, that the Resolution be 783 adopted. Carried, all Councilmen present voting aye. ENGINEER IRELAND REPORTED on the fire damage to Mr. $raft's trees and that he is willing to settle for $100.00. Chief Bird reported that other property also had been damaged. Mayor Fritz instructed the Attorney to contact the Insurance Company. RESOLUTION NO. 2883 was read, authorizing Mayor Gilbert E: Fritz to enter into a contract with the U. S. Navy for fur- nishing sewer facilities to 165 duplex Homoja houses adjacent to the Naval Repair Base, 75 housing units of Navy Housing Unit No. 1, U. S. Naval Repair Base, both of which are covered by a contract which is now expiring, and an additional 174 units; all units to be at the rate of $4.50 per unit per year. Moved by Newberry, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen voting aye. RESOLUTION NO. 2885 was read, accepting the opening bid of $38.81 for a City tax sale on Lot 223, Lincoln Acres Annex #2. Moved by Cordingly, seconded by Christman, that the Resolution be adopted. Carried, all Councilmen present voting aye. COUNCILMAN THATCHER REPORTED on the tentative ordinance pres- ented by the Employees Association for Civil Service of the City employees. Mr. Thatcher stated if the ordinance passed the legal approval of the City Attorney, he so moved for the adoption. After a lengthy discussion of the ordinance, Councilman Christman moved that the installation of Civil Service be put on the April ballot for a vote of the tax payers to decide. Attorney Ratelle stated there was already one motion before the Council. Council- man Cordingly seconded Councilman Thatcher's motion. Councilman Thatcher stated that he would have not made his motion if there 784 are any questionable points as to the best interest of all con- cerned. Ben Diffenbaugh, president of the Employee's Associatibn argued strongly for the passage of the ordinance at this time. Attorney Ratelle stated there were a couple of paragraphs in the ordinance that would not be for the best interest of the City. It was agreed that Mr. Diffenbaugh and Mr. Ratelle work on the ordinance and present it again at the next regular meeting. Moved by Cordingly, seconded by Christman, that the meeting adjourn.
