National City, California, June 19, 1945.
Regular meeting of the City Council called to order by the
Mayor. Councilmen present: Newberry, Thatcher, Plaits. Council-
men absent: Christman, Cordingly.
Moved by Newberry, seconded by Thatcher, that the reading of
the minutes of the regular meeting of June 5, 1945, be dispensed
with. Carried, all Councilmen present voting aye.
ADMINISTRATIITE OFFICIALS present: Ireland, Finnerty, Vansant,
Gautereaux, Campbell, Bates, Ratelle, Rogers.
BILLS AUDITED by the Finance Committee presented:
General Fund $1,691.52
Street Imp. Fund 228.76

TOTAL $2, 278.67
Moved by Newberry, seconded by Thatcher, that the bills be allowed
and warrants ordered drawn for same. Carried, all Councilmen
present voting aye.
COMP:MUNICATION FROM U. S. NAVY PURCHASING OFFICE relative to
the City submitting a bid for street cleaning services, was read
and laid- over -until the next meeting.
COUNCILPSEN Christman and Cordingly present.
COMMTJNICATION FROM CITY OF SAN DIEGO was read, stating that
the City of San Diego cannot lawfully enter into a contract with
the City for the maintenance of traffic signals. Councilman New-
berry brought up the installation of the city owned traffic signal.
As no report as to the counts taken at 8th Street and Highland Ave-
nue, and 18th Street and Highland Avenue, the matter was laid over
until the next meeting.
• RESOLUTION N0. 2886 was read, reappointing Mrs. George
James and Mr. Charles Watson to the Library Board for another
term of office. Moved by Cordingly, eeconded by Newberry, that
the Resolution be adopted. Carried, all Councilmen present voting
aye.
RESOLUTION N0. 2887 was read, accepting three checks which
totals $11,149.42 from the Federal Public Housing Authority for
payment On in lieu taxes on the Federal Housing Projects. Moved

by Christman, seconded by Cordingly, that the Resolution be adopted.
Carried, all Councilmen present voting aye.
4 RESOLUTION NO. 2888 was read, accepting a deed from the
County of San Diego for property purchased by agreement on
Tax Sale No. 3612. Moved by Newberry, seconded by Cordingly,
that the Resolution be adopted and the deed recorded. Carried,
all Councilmen present voting aye.
• REPORT FROM PLANNING COMMISSION was read as follows: Special
permit be given to E. R. Johnson to construct a concrete block
commercial garage; denial of following petitions: Mrs. Edgar D.
Powell to operate a riding academy, sell soft drinks and sand-
wiches and raise chickens; Flora Balsamo to remodel present house
into apartments, move in two buildings to remodel into apartments,
and build a court or apartments on other portions of her lots;
The Realty Board, Chamber of Commerce and Civic League has been
requested to send five members to a meeting with the Planning
Commission June 26th, relative to rezoning the City. Moved by
Newberry, seconded by Cordingly, that the report be accepted.
Carried, all Councilmen present voting aye.
RESOLUTION NO. 2889 was read, authorizing a special permit
to E. R. Johnson to construct a concrete block commercial repair
garage on the rear of Lots 1-2, Block 1, Smith & Plantes Sub.,
10 Acre Lot 2, f Section 152. Moved by Newberry, seconded by
Cordingly, that the Resolution be adopted. Carried, all Council-
men present voting aye.
• COMMUNICATION FROM JAMES A. BIRD requesting the Office of
Civilian Defense be abolished, also Ordinance No. 690 be repealed,
was read and laid over until the next meeting.
RESOLUTION NO. 2890 was read, authorizing the renewal of
the special permit for one year ending June 6, 1946, to the
Twin Palms Rest Home. Moved by Cordingly, seconded by Thatcher,
that the Resolution be adopted. Carried, all Councilmen present
voting aye.
< RESOLUTION N0. 2891 was read, authorizing the appointment of
Gertrude Brown to the Federal Recreation Staff, at $165.00 per
month, effective June 12, 1945, to be paid from the FWA Fund.

Moved by Christman, seconded by Cordingly, that the Resolution
be adopted. Carried, all Councilmen present voting aye.
COMfMUNICATION FROM A. LORETTO SNELL was read relative to
whether her present employment would constitute continuous
service with the City and eligible for a paid vacation. Attorney
Ratelle ruled that Mrs. Snell is not a City employee and could
not be paid from City funds. Moved by Newberry, seconded by
Cordingly, that the communication be referred to the War Rec-
reation Committee as Mrs. Snell is not a City Employee. Carried,
all Councilmen present voting aye.
• COMr:UNICATION FROM WAR RECREATION COMMITTEE inviting the
Mayor and City Council to attend a dance program to be held June
29th, was read and ordered filed.
COMMUNICATION FROM RAILROAD COMMISSION announcing the ex-
tension of time granted the A. T. & S. F. Ry and U. S. Navy, to
construct and operate two spur tracks, was read and ordered filed.
RESOLUTION NO. 2892 was read, accepting the surety bond of
Mildred R. Dudacek and authorizing the payment of same. Moved by
Newberry,.. seconded by Christman, that the Resolution be adopted.
Carried, all Councilmen present voting aye.
COMMUNICATION FROM OSWALD C. LUDWIG was read, relative to
tax sale No. 3751. Moved by Newberry, seconded by Cordingly,
that the communication be referred to Engineer Ireland. Carried,
all Councilmen present voting aye.
RESOLUTION NO. 2893 was read, granting relief to Loma Lodge
No. 159 and Air Scouts for period of one year from date to be ex-
empt from business license fees under Section 51, Ordinance No.
708, for dances and refreshments held monthly by the Knights.
Moved by Christman, seconded by Cordingly, that the Resolution be
adopted. Carried, all Councilmen present voting aye.
RESOLUTION NO. 2894 was read, accepting the opening bid of
$341.05 from J. N. Weisser on W2 of 40 Acrec Lot 2, a Section 132,
ex. SW$ of Wj of WW and Ex. W 40 feet, to be sold at a public
City tax sale. Moved by Christman, seconded by Thatcher, that
the Resolution be adopted. Carried, all Councilmen present voting
age.

that the Resolution be adopted. Carried, all Councilmen present
voting aye.
DAVID W. WELLS 127 E 8th }street was present relative to a
zone variance for an electrical store. Attorney Ratelle ruled
that Mr. Welts would have to get a denial or an approval from
the Planning Commission before presenting his case to the Council.
Engineer Ireland reported that John Arvin of Federal Housing
Authority is going to contact Capt. Fogg, U. S. N. to get per-
mission for the project, sidewalks and curbs on National Avenue.
• RESOLUTION NO. 2896 was read, authorizing the appointaientof
Bill Tichner as Jr. life guard at $.65 per hour, effective June
1, 1945, to be paid from the Park Maint. Fund. Moved by Chris-
tman, seconded by Cordingly, that the Resolution be adopted.
Carried, all Councilmen present voting aye.
ATTORNEY RATELLE reported that no contact had been made with
the San Diego Electric Ry. Co. relative to franchise tax.
MAYOR FRITZ was served notice to quiet title by Ed Porter
on Lots 13-19, Block 21, City Plat. Mayor Fritz referred the
suit to Attorney Ratelle.
Councilman Newberry requested Mr. Vansant to get information
relative to bus schedules to National City, the "Z" line, and the
"express".
Mayor Fritz adjourned the meeting until Tuesday June 26, 1945,
at 7:30 o'clock.
