Regular meeting of the City Council called to order by the
Mayor. Councilmen present: Christman, Ccrdingly, Newberry,
Fritz. Councilmen absent: Thatcher.
Moved by Newberry, seconded by Christman, that the reading
of the minutes of the regular meeting of March 6, 1945, be dis-
pensed with. Carried, all Councilmen present voting aye.
Administrative officials present: Vansant, Ireland, Campbell,
Ratelle, Finnerty, Bates, Gautereaux.
Bills audited by the Finance Committee presented:

Moved by Cordingly, seconded by Newberry, that the bills be
allowed and warrants ordered drawn for same. Carried, all Council-

/COMMUNICATIO N1 i''ROM Hi:ELAND AVENUE BAPTIST CHURCH was read
relative to the erection of two small signs at the following
locations: between sidewalk and curb at the corner of 18th and
Highland Avenue; and 24th street and National Avenue. Moved
by Cordingly, seconded by Christman, that the permission be

granted and the work be done under the supervision of the Street
Superintendent. Carried,all Councilmen present voting aye.

Johnson in regard to a business license for fortune tellin;.
Chief of Police Bates recommended that the application for the
license be denied. Moved by Christman, seconded by Newberry,
that the license be denied. Carried, all Councilmen present
voting aye.
� RE'SOLUTI0N N0. 2818 was read, accepting the agreement with
the City of Chula Vista for a period of six months, to board
cats and dogs at $.25 Per day and to destroy same for $1.00 each.
The National CIt;,r Poundmaster will make a daily delivery of the
animals to Chula Vista and return any redeemed animals. Moved
by Newberry, seconded by Cordircly, that the Resolution be adopted.
Carried, all Councilmen present voting aye.
✓ Councilman Newberry requested the City Clerk to write a
letter of appreciation to the City of Chula Vista relative
the Pound assistance.
COMMUNICATION FROM_ THE COUNTY DIVISION OF THE LEAGUE OF
VCAOLIFORNIA CITIES ryas read, announcinv a meeting March 23rd
at 6:30 P. Y. to be held at the California Carlsbad Hotel. The
communication was ordered filed.
✓ REPORT FROM TFE PLANNING COMMISSION was read, making the
following recnr^anendations: that the South Bay Navy Mothers
Club be allc:red to build a stucco snake on the reel, of their
- -property at 141 E 4th Street, to be used as a sales room; E.
Huber and D. Stover for a special permit to use the building
formerly operated as a cafe, for a poultry market, also the
right to use the killing pen, which are on a portion of Lot 10,
Block 1, City Plat; appointment of John O. Gardner as a member
of the Plannins Cormuission. Moved by Newberry, seconded by

COMMUNICATION FRO-1 JOHN A. ARVIN, AREA HOUSING MANAGER,
FEDERAL PUBLIC HOUSING AUTHORITY, relative to annexation of
that portion of the Olivewood Housing Project situated out-
side the city limits, was read and ordered filed.
'"RESOLUTION NO. 2821 was read, requesting tne Governor and
Legislature of this State to create a board with authority and
power to conduct an exhaustive study in all phases of the field
of revenue and taxation and prepare
to the Governor and Legislature for

RESOLUTLOIT NO. 2322 was read, authorizing the appointment
of David Alan Rea as probationary officer with the Police Dept.
at a salary of },170.00 per month, effective March 8, 1945.
Moved by Newberry, seconded by Cordingly, that the Resolution
be adopted. Carried, all Councilmen present voting aye.
RESOLUTION NO. 2823 was read, accepting a check from the
Federal Works Agency for $3,000.00 on requisition No. 13. Moved
by Newberry, seconded by Cordingly, that the Resolution be adopted.

RESOL1YI L O,a PO. 2324 was read, authorizing Mayor Gilbert E.
Fritz to enter into an agreement with tne City of San Diego for
servicing the traffic signals in National City as follows: the
City of San Diego to sake one regular trip per month for the
purpose of inspection and service. Upon request from the City
of National City, the City of S an Diego will nake such addit-
ional trips as may become necessary to "Take repairs to the
signals caused by mechanical failures, damage by knockovers,etc.
All necessary materials for repair or replacement be supplied
by the City of San Diego. All charges for services, and materials
shall be charged to and paid by the City of National City at the
actual cost to tne City of San Diego of such services and ma-
terials. The City of San Diego will render bills on or before
the loth of each month, covering services and/or materials fur-
nished hereunder for the preceding month. Regular service trip
should take ap.roximately 3 hours, for a jouneyman electrician
and service truck should be 5.39. If trouble is encountered
or the trip is in response to a call from National City, the
charges will accrue on a tine and naterial basis. Moved by
Christman, seconded by Cordin;ly, that the Resolution be adopted.

month of March to be tne "Women's Army Corps Hospital Enlist-
ment Month", was road and ordered filed.

$100.00 from the Park Maint. Fund to the General Fund which was
loaned sometime ado. Moved by Christman, seconded y Cordingly,
that the Resolution be adopted. Carried, all Councilmen present
voting aye.
✓ RESOLUTION NO. 2826 was read, authorising the appointment
of John W. Gardner as a member of the Planning Commission. Moved
Christman, seconded by Thatcher, that the Resolution be adopted.

proceedings by the United States for shipbuilding purposes, now

to issue a building permit to make Pertain alterations and addit-
ions to a building located at 1441 Li;,hland Avenue on Lots 9-10,
Block 3, Austin Heights. Pioved by Christman, seconded by New-
berry, that the proceedings be referred to City Attorney Ratelle.
Carried, all Council.,_en present voting aye.
✓ Engineer Ireland was presont and suggested the City voice
approval for -.the passage of assembly bill No. 302, whereby the
Cities are alloned to charse for sewer upkeep and disposal.
Moved by Newberry, seconded by Thatcher, that tr_e City Clerk
write to Assemblyman Charles W. Stream, jurging the passage
of this bill. Carried, all Councilmen preoent voting aye.
kV -Chief of Police Bates was present and suggested that the
City acquire property for Pound purposes. Mayor Fritz re-
ferred the ratter to the Police Committee and Chief Bates.
Park Supt. Gautereaux was present relative to the City
making application to the Federal Works to continue with the
local US0 project true next fiscal year.
Council -.an Newberry reported on the trip the committee
:made to Oakland to contact a tideland appraisal firm. Moved
by Newberry, seconded by T.n_atcher, that Attorney Ratelle con-
tact two local appraisers. Carried, all Councilmen present vot-
in, aye.
