Councilmen present: Christman, Cordingly, Thatcher, Fritz. Councilmen absent: Newberry. Moved by Christman, seconded by Thatcher,- that the reading of the minutes of the regular meeting of April 17, 1945, be dis- pensed with. Carried, all Councilmen present voting aye. ADMINISTRATIVE OFFICALS present: Bird, Ratelle, Vansant, Ireland, Finnerty, Bates, Gautereaux, Harbison, Rogers. BILLS AUDIS by the Finance Committee presented: General Fund $1,618.15 Street Imp. Fund 345.03 Park M. & I " 123.24 Light. Dist. #1 Fund 32.65 Spec. Gas Tax " 124.49 FWA " 35.03 TOTAL $2,278.59 Moved by Cordingly, seconded by Christman, that the bills be allowed and warrants ordered drawn for same. Carried, all Councilmen present voting aye. , COMMUNICATION FROM C. M. FRAZIER was read, requesting the refund on the plumbing and building permit which he did not use. Mayor Fritz ordered the communication filed as the Ordinance does not permit such refunds. COUNCILMEN NEWBERRY present. • RESOLUTION NO. 2842 was read, authorizing Edward C. Purk- hiser's salary to be raised to $190.00 per month, effective May 1, 1945. Moved by Cordingly, seconded by Newberry, that the Resolution be adopted. Carried, all Councilmen present voting aye. . RESOLUTION NO. 2843 was read, authorizing the appointment of Rene Perlmutter to the War Recreation Staff at a salary of $165.00 per month, effective May 1, 1945. Moved by ;ordingly, seconded by Christman, that the Resolution be adopted. Carried, all Councilmen present voting aye. •RESOLUTION NO. 2844 was read, accepting County Warrants Nos. 139888 to 139897, inclusive, in the amount of $988.55 on tax 769, sales nos. 3265, 3272, 3276, 3314, 3376-4-5, 3376-1 to 3 and 6 to 13, 3378, 3384, 3431 and 3446. Moved by Cordingly, sec- onded by Newberry, that the Resolution be adopted. Carried, all Councilmen present voting aye. RESOLUTION NO. 2845 was read, protesting the County Tax sale on the following property: Lots 13-20, Block 41, City Plat; NW 50' x 15' of Lot 24, Block 2, San Diego Land & Town Co. Sub.; S 5' of Lot_21, Block 144, City Plat; Lots 20-21-22, Block 21, City Plat; Lots 7-10, Block 21, City Plat; Lot A, Block 4, Willoughby's Sub. Moved by Newberry, Seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen pres- ent voting aye. BIDS FOR TAX SALE AUCTION were received on the following property: Lots 1 to 10, Block 40, City Plat; Lots 13 to 22, Biock 40, City Plat; Lots 9-10, Block 41, City Plat; Lots 21-22, Block 41, City Plat; Lots 1-3, Block 5, 20 Acre Lot 3, * Sec. 133, Wilbur.'s Sub. Moved by Christman, seconded by Newberry, that the bide be laid over until the next meet- ing in order for the City Clerk to check same. • RESOLUTION NO. 2846 was read, accepting the opening bid of $25.00 Apr public tax sale on Except the W 100' of Lot 6, Biock 1, TO Acre Lot 5, * Section 155, Kimball's Sub. Moved by Cordingly, seconded by Newberry, that the Resolution be adopted. Carried, all Councilmsn_present voting aye. 'RESOLUTION NO. 2847 was read, accepting Warrant No. 139886 in the amount of $3,900.00 from the County for the -improvement and realignment of a portion of Palm Avenue. Moved by Chris - _#.man, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. COMMUNICATION FROM FEDERAL WORKS AGENCY relative to the refund by the City in the amount of $391.38 to the FWA Fund and the payment of $1,500.00 with a shortage of $1,403.51 on requisition•No. 14,was read and laid over until the next reg- ular meeting. 770. Park Supt. Gautereaua reported that the War Recreation Council will have a check for $391.38 to the Treasurer in the morning. 'RESOLUTION N0. 2848 was read, accepting a check from the Federal Works Agency for $1,500.00 on requisition No. 14. Moved by Cordingly, seconded by Newberry, that the Resolution be adopted. Carried, all Councilmen present voting aye. • RESOLUTION N0. 2849 was read, authorizing the transfer of $4,878.03 expended on Project # 22; $789.92 expended on Pro- ject #19, from the Special -Gas Tax Street Imp. Fund to the General Fund. Moved by Cordingly, seconded by Christman, that the Resolution be adopted. Carried, all Councilmen present voting aye. • SEMI-ANNUAL AUDITOR'S REPORT covering the period from July 1, 1944 to December 31, 1944, was read. Moved by Cord- ingly, seconded by Newberry, that the report be accepted. Carried, all Councilmen present voting aye. • LEAGUE OF CALIFORNIA CITIES meeting will be held at the S an Diego Country Club, 6:30 PM, May 4, 1945. The speaker Will be Mr. C. C. Jensen, Supt. Pacific Greyhound Bus Lines, Pacific Coast -Division, Los Angeles. 'CITY.CLERK reported that $13,432.75 had been collected on Business Licenses for the months of January, February, March, April. Mr. Rogers also reported that the two theatres had paid $1,485.33 for the first quarter of this year. CITY TREASURER VANSANT report that he had been unable to secure a deputy to date. • STREET SUPT. FINNERTY report the following bids had been received to paint the City Hall on the South and West sides. Newby, $90.00 and the City furnishes the paint; Dolan, $87.50 and furnishes the paint. Moved by Newberry, seconded by Cord- ingly that the Dolan bid be accepted. Carried, all Councilmen present voting aye. • Moved by Christman, seconded by Cordingly, that the City Clerk be authorized to order gold leaf signs painted on the 772. front doors of the City Hall. Carried, all Councilmen present voting aye. 'ENGINEER IRELAND reported the coat of a top coat on 18th Street will be $14,500.00 and 8th Street, $11,100.00. After a discussion, the matter was laid over to a later date. • Moved by Christman, seconded by Newberry, that the City Engineer make application for Gas Tax Monies to be used in repairing bus stops in National City. Carried, all Council- men present voting aye. ' COUNCILMAN CHRISTMAN requested that an ordinance be drawn to govern the type of trees grown in parkings. Moved by Chris- tman, seconded by Newberry, that the Street Committee work with the Street Department and make recommendations. Carried, all Councilmen present voting aye. • ED PORTER, NATIONAL MOTOR SALES was present relative to the defacing of his buildings by juveniles and wanted action to be taken. City Attorney Batelle stated that very little could be done under the present State laws governing juveniles. 'RESOLUTION NO. 2850 was read, accepting the offer of $268.57 for tax title to Blocks 199-200, City Plat, by Ralph A. Cooke, Inc. Ltd. Moved by Christman, seconded by Cordingly, that the Resolution be adopted. Carried, all Councilmen present voting aye. ' ATTORNEY RATFT.r.F reported that he had received a letter from Mr. DeLong and that Mr. Putnum asks $10,000.00 for his National City bus line. 'ATTORNEY RATET.F.F stated that he is awaiting a reply from Chula Vista City Attorney Atherton relative to the bus franchise. Mr. Ratelle also reported that Mr. Mueller is working on the City tideland appraisal. Moved by Cordingly, seconded by Newberry, that the meeting adjourn. Carried, all Councilmen present voting aye.
