National City, California, May 15, 1945.
Regular meeting of the City Council called to order by
the Mayor. Councilmen present: Christman, Cordingly, Thatcher,
Fritz. Councilmen absent: Newberry.
Moved by Christman, seconded by Cordingly, that the read-
ing of the minutes of the regular meeting of May 1, 1945, be
dispensed with. Carried, all Councilmen present voting aye.
Administrative Officials present: Ratelle, Ireland,
Bird, Finnerty, Gautereaux, Vansant, Bates, Rogers.
Bills audited by the Finance committee presented;

Moved by Cordingly, seconded by Christman, that the bills
be allowed and warrants ordered drawn for same. Carried,
all Councilmen present voting aye.

'COMMUNICATION FROM FRANCES MCCULLOCH was read, request-
ing a renewal of the zone variance to operate a convalescent
home at 637 E 2nd Street. Moved by Cordingly, seconded by
Christman, that the permit be granted for one year, the period
ending January 5, 1946. Carried, all Councilmen present vot-
ing aye.
RESOLUTION NO. 2851 was read, authorizing the continuance
of the zone aariance to Mrs. Frances McCulloch to operate a
convalescent home at 637 E 2nd Street for one year, ending
January 5, 1946. Moved by Cordingly, seconded by Christman,
that the Resolution be adopted. Carried, all Councilmen pres-
,ant voting aye.
•COMMUNICATION FROM C. W. VANSANT, requesting the dis-
position of old City records which have been stored in the old
City Hall. Moved by Newberry, seconded by Christman, that the
City Clerk and City Treasurer make disposition of the records
as they see fit. (tarried, all Councilmen present voting aye.

COMMUNICATION FROM CHIEF OF POLICE BATES, was read, re-
questing that Frank L. Clark be removed from the payroll May
15, 1945, as he has left the employ of the City. The commun-
ication was ordered filed.
•COMMUNICATION FROM C. W. VANSANT, CITY TAX COLLECTOR;,
despite -state moratorium
requesting a ruling relative to holding tax salesj was read.
Attorney Batelle ruled that the tax sales can be held.
COMMUNICATION FROM FRED W. HUNTER was read, requesting
permission to remove three pepper trees in the parking on the
Southwest corner of 4th Street and Highland Avenue; also to
make a thirty five foot driveway on Highland Avenue and same
on 4th Street on this property, for service station entrances.
Moved by Newberry, seconded by Cordingly, that this permission
be granted. Carried, all Councilmen present voting aye.
- RESOLUTION NO. 2852 was read, authorizing the appointment
of Mildred Dudacek as Deputy Treasurer and Tax Collector,
effective May 7, 1945, at a salary of $125.00 per month; also
a $3,000.00 indemnity bond. Moved by Cordingly, seconded by
Newberry, that the Resolution be adopted. Carried, all Coun-
cilmen present voting aye.
• REPORT FROM THE TRAFFIC COMMITTEE was read, making the
following recommendations: the City owned traffic signals
be installed at 8th Street and Highland Avenue; that signs
be placed upon the signals, "After stop, turn right on red";
letter be written to the State Division of Highways, reconmiend-
ing that the signs "After stop, turn right on red" be placed
on the signals at 8th Street and National Avenue. Moved by
Christman, seconded by Cordingly, that the report be accepted.
Carried, all Councilmen present voting aye. Moved by Christman;
seconded by Newberry, that the signs be placed on the signals,
-and the installation of the signals at 8th Street and Highland
Avenue, be referred to the Chief of Police for spot checking.
Carried, all Councilmen present voting aye.
COMMUNICATION FROM W. J. BRIGGS requesting permission to
move a house from 934 Front Street, San Diego to 20th Street

and B Avenue. Moved by Cordingly, seconded by Newberry, that
the request be referred to the Building Inspector with power
to act. Carried, all Councilmen present voting aye.
. REPORT FROM THE PLANNING COMMISSION was read, recommend-
ing that Claude W. Daggers be given a.special permit to build
a gasoline bulk plant and service station with underground
storage on Lots 17-22, Block 208, City Plat. Moved by New-
berry, seconded by Cordingly, that the report be accepted.
Carried, all Councilmen present voting aye.
RESOLUTION NO. 2853 was read, authorizing a special permit
to Claude W. Jaggers to build a gasoline bulk plant and service
station with underground storage on Lots 17-22, Block 208,
City Plat. Moved by Newberry, seconded by Christman, that the
Resolution be adopted. Carried, all Councilmen present vot-
ing aye.
• COMMUNICATION FROM NATIONAL CITYCHAMBER OF COMMERCE
relative to rezoning of City, was read. Moved by Newberry,
seconded by Christman, that the c ounication be referred
to the Planning Commission. Carried,all Councilmen present
voting aye.
• COMMUNICATION FROM THOMAS H. COSBY, POSTMASTER, requesting
the City to incorporate in their franchise to the bus companies,
free transportation to City policemen, firemen, and mail carriers
when in uniform, was read. Mayor Fritz referred the communication
to Attorney Ratelle.
&COMMUNICATION FROM VICTOR R. LUNDY, was read, requesting
permission to move a building from El Cajon Blvd, between 69th
and 70th Streets, San Diego, on to Lots 13-15, Block 89, City
Plat, to be used for a cabinetshop. Moved by Christman, sec-
onded by Newberry, that the permit be granted. Carried, all
Councilmen present voting aye.
RESOLUTION NO. 2854 was read, accepting a check from the
War Recreation Council for $"391.38 to be deposited in the FWA
Fund. Moved by Christman, seconded by Newberry, that the
Resolution be adopted. Carried, all Councilmen present voting
aye.

RESOLUTION NO. 2855 was read, authorizing the advance-
ment of Laura J. Richey from Director to Supervisor, effect-
ive May 1, 1945, at a salary of $225.00 per month, Federal
Recreation Staff. Moved by Newberry, seconded by Christman,
that the Resolution be adopted. Carried, all Councilmen
present voting aye.
'COMMUNICATION FROM DIVISION OF HIGHWAYS, informing the
City that Gas Tax monies could not be used for repairing
bus stops, was read and ordered filed.
'Moved by Newberry, seconded by Cordingly, that Attorney
Ratelle notify the San Diego Electric Ry Co. to fix the
pavement at the bus stops at 8th Street and National Avenue,
8th Street and Highland Avenue, or the City will move the
bus stops to a new location. Carried, all Councilmen present
voting aye.
'COMMUNICATION FROM WAR DEPARTMENT relative to the City
of San Diego constructing a 48_inch submarine outfall sewer,
was read and ordered filed.
COMMUNICATION FROM DIVISION OF HIGHWAYS, relative to the
changing the original stop plan at 8th Street and Harbbr Drive,
was read and ordered filed.
' COMMUNICATION FROM FT.FCTRICAL PRODUCTS CORP. relative to
extended time on the Agreement, now that the brownout is over,
was read and ordered filed.
RESOLUTION NO. 2856 was read, accepting an agreement with
the Department of Commerce, Bureau of the Census, Washington,
and the City of National City, to have a special census taken
under Federal supervision, and authorizing Frank W Rogers,
City Clerk to sign the agreement on behalf of the City of
National City. Moved by Christman, seconded by Newberry, that
the Resolution be adopted. Carried, all Councilmen present
voting aye.
'RESOLUTION NO. 2857 was read, authorizing a refund of
$30.00 to Henry Tikkanen on sewer installations. Moved by
Newberry, seconded by Cordingly, that the Resolution be adopted.
Carried, all Councilmen present voting aye.

APPLICATION FROM J. J. SHERIDAN for a card room license
at 18 West 8th Street was read. Moved by Cordingly, seconded
by Christman, that the license be granted. Carried, all Coun-
cilmen present voting aye.
RESOLUTION OF INTENTION NO. 2858 was read, on Lighting
District No. 1. Moved by Newberry, seconded by Cordingly, that
the Resolution be adopted. Carried, all Councilmen present vot-
ing aye.
• CITY CLERK REPORTED ON SUIT, ASSESSMENTS of several bond
series and requested a ruling on the disposition of same.
Attorney Ratelle ruled that the property owners shuuld quiet
title.
'REPORT OF THE CITY ENGINEER ON LIGHTING DISTRICT NO. 1
was presented. Moved by Christman, seconded by Newberry, that
the report be accepted. Carried, all Councilmen present voting
aye.
'RESOLUTION N0. 2859 was read, accepting Engineer's report
on Lighting District No. 1. Moved by Thatcher, seconded by
Newberry, that the Resolution be adopted. Carried, all Council-
men present voting aye.
CITY CLERK REQUESTkr) PERMISSION to retain Florence Kibbey
as Deputy Assessor for an additional two months. Moved by Cord-
ingly, seconded by Christman, that the permission be granted.
Carried, all Councilmen present voting aye.
'ENGINEER IRELAND suggested that the Street Ordinance be
amended to control the number of cuts for driveways on private
property. Mayor Fritz instructed Mr. Ireland to work with the
Street Committee on the proposition:
Chief Bird reported that the street light recently installed
on Granger Avenue South of 21st Street lies proven hazardous to
traffic traveling up the hill facing the light.
• Park Supt. Gautereaux reported that he had heard indirectly
the Federal Building will be offered for sale as the Federal
appraiser has already appraised the building.

RESOLUTION NO. 2860 was read, appointing Gene Codding as
Garage Mechanic, under the supervision of the Street Supt. and
salary of $200.00 per month to be paid from the Street Imp. Fund,
effective May 28, 1945. Moved by Cordingly, seconded by Chris-
tman, that the Resolution be adopted. Carried, all Councilmen
present voting aye.
RESOLUTION NO. 2861 was read, authorizing the City Clerk
and City Attorney to negotiate with the County of San Diego for
a settlement on the tax deeded property being purchased from
the County and to consumate the sale. Moved by Newberry, seconded
by Christman, that the Resolution be adopted. Carried, all
Councilmen present voting aye.
•RESOLUTION NO. 2862 was read, vacating and closing public
alley running North and South in Block 169, City Plat. Moved
Newberry, seconded by Christman, that the Resolution be adopted.
Carried, all Councilmen present voting aye.
RESOLUTION NO. 2863 was read; authorizing the City Clerk
to advertise for sale the following City property: one 250
AMP DC portable arc welder, Dodge motor; one 1930 model
Ford flat rack truck, engine no. LB16607, to be sold to the
highest bidder. Moved by Newberry, seconded by Christman, that
the Resolution be adopted. Carried, all Councilmen present voting
aye.
RESOLUTION NO. 2864 was read, appointing time and place for
hearing protests and directing Clerk to give notice of said
hearing on Lighting District No. 1. Moved by Cordingly, seconded
Newberry, that the Resolution be adopted. Carried, all Council-
men present voting aye.
Mayor Fritz reported he had received several complaints re-
lative to the express bus service to Chula Vista, andinstructed
Attorney Ratelle to contact the San Diego Electric Ry. Co. in
regard to same.
Moved by Cordingly, seconded by Newberry, that the meeting
adjourn.
